Remarks shall be limited to a maximum of three minutes unless additional time is authorized by the Planning Commission. Because the Brown Act does not allow the Planning Commission to take action on items not on the Agenda, Commissioners will not enter into discussion with speakers but may briefly respond or instead refer the matter to staff for report and recommendation at a future Planning Commission meeting. Recommendation By Minute Motion: 1. Receive and file information related to the improvements for the San Pablo Avenue corridor. 2. Recommend approval to the City Council for the improvements for the San Pablo Avenue corridor, Background Analysis The City's General Plan identifies San Pablo Avenue as a transformational corridor that helps to facilitate the development of a "downtown/city center." In May 2016, as part of the outreach effort to promote and demonstrate the transformation of the corridor, the City hosted an 11-day "Vision San Pablo" event. Feedback from the community, especially from surrounding residents, was overwhelmingly positive. Of those surveyed, 95 percent supported permanent street improvements along this corridor, and 83 percent supported the addition of roundabouts. In July 2016, the City Council approved a contract with Sargent Town Planning to aid the team in this review, and in July 2017, they added the corridor project to the City's Five-Year Capital Improvement Program (CIP); listing it as high importance. In 2018, the City entered into a contract with Dokken Engineering to provide the final engineering and construction design for the corridor plan. The plan before the Planning Commission implements those concepts envisioned for the corridor for the roadway segments from Highway 111 to Fred Waring Drive, Phase 1. Project Description The corridor plan is divided into two (2) phases: Phase 1 — Highway 111 to Fred Waring Drive, and Phase 2 — Fred Waring Drive to Magnesia Falls. The project is broken into two phases to allow additional coordination with College of the Desert and the CV Link project. Additionally, how the San Pablo corridor improvements tie into both. However, Phase 1 of the project is ready to move forward. As envisioned, and if approved by the City Council, December 4, 2018 — Staff Report San Pablo Avenue Page 2 of 2 work on Phase 1 is anticipated to begin in the spring of 2019. Phase 2 could be ready to begin construction in the spring of 2020. Phase 1 of the project represents years of an effort to design the ultimate improvements to the corridor. The design includes: • A "road-diet" envisioned for the corridor; the removal of one vehicle travel lane in each direction. • A roundabout at San Pablo Avenue and San Gorgonio Avenue. • New striped bike lanes. • On-street vehicle parking. • A mid-block pedestrian crossing. • Wider sidewalks. • New shade trees and landscape. The design addresses grade changes in the commercial core of San Pablo Avenue by providing an interesting system of retaining walls. The retaining wall system provides a defined public space for pedestrians and provides commercial tenants the ability to have an outdoor presence along the street.
