REQUEST FOR CONSIDERATION of a recommendation to the City Council for approval of a General Plan Amendment reclassifying Painters Path from a "Local Street" to an "Enhanced Secondary Roadway" and acceptance of an Addendum to the CV Link Environmental Impact Report (EIR) to effectuate the enhanced designs for CV Link and the extension of the CV Link improvements to connect to the City's commercial districts, trail system, and Hovley Lane East. Case No. GPA 19-0001 (City of Palm Desert, Applicant). Principal Planner Eric Ceja presented the staff report (staff report(s) are available at www.cityofpalmdesert.org) and offered to answer any questions. Commissioner John Greenwood asked staff to elaborate on the CV Link path through Palm Desert and the easiest connection to the Bump and Grind Trailhead. 2 PRELIMINARY MINUTES PALM DESERT PLANNING COMMISSION SEPTEMBER 3, 2019 Mr. Ceja responded that the CV Link system would allow a person to get on and off the link system at any intersection. The improvements would provide a protected space for bicyclists and pedestrians to the trailhead. Commissioner Nancy DeLuna asked if the link system has to cross Highway 111. Mr. Ceja replied yes, the CV Link would cross at Park View Drive and Painters Path. Commissioner DeLuna inquired if the crossway would be altered to accommodate golf carts and Bicycles, including enhancing safety features as CV Link crosses Highway 111. Mr. Ceja answered yes, which is the intent of the CV Link project. The project would provide protective space for non-vehicle users, and require modifications along the right- of-way to include a barrier to separate vehicles from non-vehicular traffic. Additional enhancements are colored directional striping, additional signage, and other pedestrian amenities. If the City of Rancho Mirage decides to commit to the CV Link project in the future, Commissioner DeLuna asked if they would need to connect at Park View Drive. Mr. Ceja pointed to the original EIR connection. However, there might be other options for Rancho Mirage to connect to CV Link. Chair Gregory declared the public hearing open and invited public testimony FAVORING or OPPOSING this matter. MR. GARY LUEDERS, Friends of CV Link, Rancho Mirage, California, commended the Planning Commission for making the City what it is today. He also thanked City staff for doing their diligence. He circulated a rendering of the barriers done by the Coachella Valley Association of Governments (CVAG). He stated that he is a supporter of the CV Link project. He voiced his concern for road safety and provided a partial list of 30 cyclists that have been killed in the Coachella Valley since 2003. With no further testimony offered, Chair Gregory declared the public hearing closed. Commissioner DeLuna asked Mr. Ceja if he has seen the rendering. Mr. Ceja replied no and said that City staff is working very closely with CVAG staff. CVAG's consultant team are working on the final designs and engineering documents, and they hope to start construction in January of 2020, noting it is an aggressive timeline. He mentioned that the barriers shown in the rendering are not barriers proposed for Palm Desert. Commissioner DeLuna asked how tall the barriers are. Mr. Ceja believed the barriers height range from eight to 18 inches. Commissioner DeLuna commented that the barrier would not stop a vehicle going at high speed. 3 PRELIMINARY MINUTES PALM DESERT PLANNING COMMISSION SEPTEMBER 3, 2019 Vice-Chair Lindsay Holt inquired if the City initiated the addendum to extend the CV Link. Mr. Ceja said yes, the City Council directed staff to reclassify Painters Path and prepare the EIR addendum. Vice-Chair Holt asked if the reclassification and the addendum was an additional cost to the City or is the cost coming out of the CV Link project. Mr. Ceja understood that the City has a reimbursement agreement with CVAG and CVAG would be covering the cost for the extension. Vice-Chair Holt asked if CVAG would take care of the cost for the construction or the operation. Mr. Ceja replied CVAG would cover the cost of the construction for the CV Link project. Commissioner DeLuna asked if there is a cost for reclassifying Painters Path. Mr. Ceja responded no. Vice-Chair Holt inquired if there has to be a General Plan Amendment to reclassify a single street. Mr. Ceja explained that in the Mobility Element of the General Plan, the City classified every street as an arterial or a roadway. All City streets with CV Link improvements are identified as "Enhanced Secondary Roadways" and it was determined that the General Plan Amendment was necessary to make the classification consistent with other CV Link roadways in the City. Commissioner Pradetto moved to waive further reading and adopt Planning Commission Resolution No. 2761, recommending approval to the City Council for Case No. GPA 19-0001. The motion was seconded by Commissioner Greenwood and carried by a 5- 0 vote (AYES: DeLuna, Greenwood, Gregory, Holt, and Pradetto; NOES: None). XI. MISCELLANEOUS None XII. Architecture Review Commission (ARC) On June 11 , 2019, the Architectural Review Commission (ARC) granted preliminary approval of the architectural elevations for the additions and landscaping plan with a 5-0-2 vote with Commissioners Lambell and McIntosh absent. The Commission complimented the project's design for enhancing the street view of the property for adjacent residences along Merle Drive. Background Analysis A. Property Description: The project site is a 4.45 acres (193,698 square feet) irregular-shaped lot located at 74- 789 Joni Drive (Joni) and 74-850 Merle Drive (Merle). The site is located within an existing industrial area adjacent to low-density residential areas to the west and south. The site fronts on two public streets with approximately 109 feet of linear frontage on Joni, and 823 feet of frontage on Merle. An existing 60,903-square-foot storage facility comprised of six (6) buildings, operated by Extra Space Storage, occupies the site. The southern area of the site is used as an outdoor storage area for recreational vehicles. The property frontage along Merle consists of an existing block wall, chain link fencing topped with barbed wire, and overgrown landscaping located within five feet of the existing street curb. September 17, 2019 — Planning Commission Staff Report Case No. PP 19-0002 — Extra Space Storage Page 2 of 5 B. Zoning and General Plan Designation: Zone: Service Industrial (SI) General Plan: Employment C. Adjacent Zoning and Land Use: North: Service Industrial (SI) — Miscellaneous industrial and auto repair uses. South: Single-Family Residential (R-1) — Eleven (11) single-family dwellings across Merle along project site frontage. East: Service Industrial (SI) — Miscellaneous industrial and auto repair uses. West: Planned Residential 5 and 14 units per acre (PR-5/PR-14) — Hovley Gardens Residential. Proiect Description The applicant, KSP Studio, on behalf of Extra Space Storage, is proposing a 35,830-square- foot addition to the existing self-storage facility. The addition consists of two (2) single-story detached 17,915-square-foot buildings for personal storage. Each building will contain up to 148 personal storage units of varying sizes. Additionally, the applicant proposes six parking spaces for long-term RV storage. Site improvements include new landscaping and a five-foot (5') sidewalk along the Merle frontage. A. Site Plan: The additions are proposed on the southern portion of the site along Merle. The project is adjacent to residential uses and has been designed to minimize detrimental impacts. The buildings will form the property perimeter along the southern property line; open areas along the remaining street frontage will be infilled by a six-foot (6') high masonry wall and wrought iron fence with opaque metal mesh to screen the internal drive aisle and storage area. The proposed RV storage spaces will be located along the eastern portion of the site tucked against the adjoining industrial properties to minimize visibility from the neighboring residential areas to the south. The lighting plan submitted by the applicant would provide sufficient lighting for security and minimize glare onto adjacent properties. Access to the site will be available from the existing entrance on Joni at the northern end of the site. An existing exit gate will remain in place along the eastern property line. A new secondary exit is proposed along Merle for emergency vehicles only. The project will add 15,450 square feet of landscaping concentrated in a 15' wide landscape area along the Merle frontage. The landscape palette consists of a mix of drought-tolerant shrubs and trees including, Desert Museums, African Sumac, and California Fan Palms. September 17, 2019 — Planning Commission Staff Report Case No. PP 19-0002 — Extra Space Storage Page 3of5 B. Architecture/Building Design: The building's architecture is contemporary. The northern elevation is monolithic and features limited architectural elements as it is not visible from the public realm. The southern fapade features enhanced architecture utilizing varying materials, parapet heights, pop-outs and plane changes to add visual interest along the street frontage. The majority of the building stands at a height of 13'-4" from finished grade with parapet height changes extending up to 14'-10". All utilities, including fire risers and electrical cabinets, are located within the building. Air conditioning units will be roof mounted and feature additional parapet screening. Analysis Development of new commercial buildings requires the approval of a PP application by the Planning Commission in accordance with Section 25.72 of the Palm Desert Municipal Code (PDMC). The project as designed complies with all General Plan policies as well as development standards for the zone, including setbacks, building height, parking, lot coverage, and land use compatibility. The project complies with the development standards for the SI zone. As proposed, the building is located 25' from the existing property line; however, an additional right-of-way must be dedicated to the City to construct a five-foot (5) sidewalk along Merle. Because of this, an exception must be granted to allow the reduced setback. September 17, 2019 — Planning Commission Staff Report Case No. PP 19-0002 — Extra Space Storage Page 4 of 5 Staff is supportive of this setback reduction as it is not materially injurious or unreasonably interferes with the use or enjoyment of the neighboring residential properties in the area. The area is attractively designed and maintains a sufficient 15' landscape buffer area. The nature of the use is low impact and will not create additional noise, dust, or traffic that would directly impact residences on Merle. Staff is supportive of the overall design and recommends the PC approve the project with a reduced setback standard. Conclusion The project conforms with the goal and intent of the City's General Plan and substantially improves an existing frontage in an industrial transition area. Potential impacts to parking, noise, and traffic are adequately addressed in the project design and the conditions of approval. Staff recommends approval of the project as proposed, with the conditions of approval contained in the attached draft Planning Commission Resolution No. 2762 (Attachment No. 1). Public Input Public hearing notices were mailed to all property owners within 300 feet of the proposed project and published in The Desert Sun on September 6, 2019. To date, the Community Development Department has received no letters in opposition to, or in favor of, the proposed project. Environmental Review The Director of Community Development has determined that the proposed project is categorically exempt under Article 19 Section 15332: Class 32 — In-Fill Development Projects of the CEQA Guidelines. The project is consistent with the applicable General Plan land use designation and applicable General Plan policies, as well as applicable zoning designation and regulations. The project site is less than five acres. The project site has been previously developed as a self-storage facility and has no value as habitat for endangered, rare, or threatened species. Project approval would not result in the possibility of significant cumulative impacts upon the environment. The site is adequately served by all required utilities and public services. Therefore, based on the above findings, staff recommends the Planning Commission adopt a Categorical Exemption for the proposed project. Findings of Approval Findings can be made in support of the project and in accordance with the City's Municipal Code. Findings in support of this project are contained in draft Planning Commission Resolution No. 2762, attached to this staff report. Additional site improvements consist of a 4'-5" wide ADA complaint sidewalk as required by Public Works, as well as landscaping improvements along the Merle Street (Merle) frontage and an exception for the rear setback requirement. He presented the proposed site plan and described the site changes, the landscape plan, and passed around the materials board. The roof-top equipment will be screened by metal screening and located towards the northern end of the building to add further separation from the right-of-way. The surrounding land uses to the north and west are primarily service industrial, light industrial, automotive services and some office uses. To the south and west it is primarily single-family residential. He said the edge condition is primarily overgrown landscaping placed directly behind the existing curb face. There is also a 5' CMU wall with chain link and topped with barbed wire. He presented photos of the site from Joni and Merle. The changes comply with all development standards with the exception of the rear set-back as code requires a 25' setback. As designed, it is 25' from the existing property line, but because of the non-conforming nature of the property the property line is out by the curb. Once this goes through the review process with Public Works, there will be an additional dedication creating the 15' setback. Because of the low impact nature of the use there's not going to be any through access onto Merle which is a residential street. The landscape buffer is 15' wide and accommodates all the necessary landscape that will help soften the design. Staff recommends approval of the project as shown with some modifications that the roof access be screened and conditioned in the Precise Plan. MS. SHAB VAKILI, Project Architect, said they will be building two (2) one-story masonry buildings for household storage. The two (2) buildings will be located on the southeast part of the property where it used to be RV parking. Commissioner Levin asked if the only right-of-way would be the sidewalk and Mr. Melloni said that was correct and based on the survey it appears to extend out to the street and Public Works will only obtain enough right-of-way for a 4'-5"wide ADA complaint sidewalk continuous along Merle. The Commission reviewed and discussed the wall texture and lighting on the property that is in conformance with the code and screened from the residential areas. VAKILI said the roof top equipment will be 5' and sets on a 6 to 8" pre-fab curb and the top of deck will be 12'-6" and 4' to 5' over the parapet. Commissioner Vuksic thinks it is important that those don't just look like a giant piece of mechanical equipment. He understands you won't see them as much as you do in the elevations, but based on what he's looking at he can guarantee that they will be visible. MS. VAKILI said they can minimize the height of the screen to match the top of the unit so that doesn't become an eye sore in itself. Commissioner Vuksic said that might be better because he doesn't think they are really large enough to come off as another layer of architecture. If they are corrugated metal it will look like a metal box. He said another option would be to just lower them so they go away more without an open side on them possibly even a gate that matches the screen. Commissioner McAuliffe said they have done a really nice job dealing with the exceptionally long elevations and the massing works well given what they are. He referred to the wall in the middle between the buildings and suggested to inset that wall by 3' to provide a little bit more dimension.
