HomeMy WebLinkAbout0228 CITY OF PALM DESERT ADJOURNED PLANNING COMMISSION MEETING FEBRUARY 2$ , 1974 The Adjourned meeting of the Palm Desert Planning Commission was called to order by Chairman Clark at 10 : 12 P .M. on February 28 , 1974 at the Palm Desert Middle School . ROLL CALL �r■r PRESENT: Commissioners Aston, Benson, Brush , McPherson and Chairman Clark ABSENT : None Others Present : City Manager - E . R. Asmus City Attorney - David Erwin County Planner - Jerry Dupree l . Parcel Map No . 5475 (to divide 1 lot into 4 lots) City Manager presented a previously County approved tentative map which, if approved by the Commission , would cre�:te 4 individual lots on an existing parcel of land located west of the Pines to Palms Shopping Center . The City Manager indicated that we have no knowledge as to the reason for the division but as long as the one small lot , approximately 60 ' x 125 ' in dimensions was absorbed into lot 3 , there would be no objection to the division. Commissioner McPherson moved , Commissioner Brush seconded that this map be approved subject to staff conditions �rr and that condition 4�8 be added as follows : "The final map that is prepared shall not include parcel no . 4 as shown on tenta- tive parcel map no . 5475 . The final map to be recorded shall be limited to and create 3 separate parcels with parcel 4 being included a part of parcel 1 . " Motion carried unanimously . 2 . Determination of Reasonable Value - 16 unit apartment project Candlewood Ave . - James Brown The City Attorney submitted a report based upon the last figures furnished by the applicant which indicated a cost to reconstruct figure of $102 , 609 . 36, plus $2 , 000 for grading and reconstructing carports , making a total of $104 , 609 . 36 . Credits for salvagable material for carports and retaining walls and footings amount to $4 , 000, leaving a net cost of $100 , 609 . 36 against a reasonable value at the time of destruction of $132 , 271 . 62 , or a 76 . 1% percentage . The Planning Commission ' s attention was called to a new set of figures provided by the applicant late on the date of this meeting showing net cost to reconstruct had been reduced to $89 , 383 . 44 , making the cost to reconstruct 67% of the reasonable value of the structures at the time of the loss . � Commissioner Benson questioned Commission ' s considera- tion of these new figures . She said there had been so many changes since the initial consideration that she thought it would be a mistake to even consider them. Mr . Manuel Kopstein , speaking for the developer , said the latest cost figures for reconstruction are today ' s figures and that construction costs change almost daily. Mr. Kopstein explained , however , that if the Commission wished to base its decision on the City Attorney' s figures he could only request that some $2 , 600 be allowed as a credit for grading and , addition, thereto a credit should be allowed for metal stairways that are salvagable and have a value of approximately $1 ,000 which was not deducted from �"'' the contract price for steel work. Commissioner McPherson moved , Commissioner Brush seconded that the original cost be established as $132 , 271 and the reconstruction cost as $95 , 939 , which is 72 . 3% of the original cost .
