CALL TO ORDER The meeting of the Palm Desert Planning Commission was called to order by Chairman Clark at 7 : 02 P .M. on March 11 , 1974 at the Palm Desert Middle School . �r" II . Asmus City Attorney - David Erwin County Planner - Jerry Dupree Commissioner Brush entered the meeting at 7 : 06 P .M. IV. APPROVAL OF MINUTES l . Minutes of the Planning Commission meeting of February 25 , 1974 were approved as submitted . 2 . Minutes of the Adjourned Planning Commission � meeting of February 28 , 1974 were approved as submitted . V. WRITTEN COMMUNICATIONS VI . PUBLIC HEARINGS 1 . Coachella Valley County Water District - Section 65402 of Government Code Planner Dupree stated this should be an item under communications . Anytime an agency wishes to build public facilities , it is required that it be brought before the Planning Commission having jurisdiction in that area to find if it conforms with the local general plan. Approval was recommended subject to three conditions : a. Top of tank at ground level . b . Landscaping plan to be approved by planning director . c . Top of tank be rock covered . Commissioner Benson moved , Commissioner Aston seconded that this project meets with the general plan and that it be approved subject to conditionse Motion carried unanimously. � 2. CUP 13-74-PD Home Business Development (West side of Deep Canyon; north of Driftwood) (CUP to allow conversion of 22-unit apartment complex to planned residential development . ) Continued from 2/11/74 meeting in order for applicant to furnish evidence of ability to comply with fire requirements . ) Chairman reopened the hearing . Planner Dupree recommended continuance to allo� applicant to furnis� evide.nce of complying with fire requirements . Commissioner Brush moved , Commissioner Benson seconded that this matter be continued to April 8 , 1974 for the purpose of allowing applicant to furnish evidence of complying with fire requirements . Motion carried unanimously. 3 . CUP-11-73-PD - James E . Brown (Involves amendment to original CUP to allow construction of a swimming pool on property destroyed by fire in Dec . 1973 . ) �rr Chairman opened the hearing . Applicant had requested continuance to March 25 , 1974 Commissioner McPherson moved , Commissioner Aston seconded that this matter be continued to March 25 , 1974 . Motion carried unanimously . 4. CUP-04-73-PD - Durco Construction Co . (5 units at SE corner Ocotillo & Tumbleweed Lane) Applicant requested continuance . Commissioner Brush moved , Commissioner Aston seconded that this matter be continued to April 8 , 1974 . Motion carried unanimously. 5 . CUP-05-73-PD - Durco Construction Co . (8 condominium units , 3 bldgs . on N side of Shadow Mt . , E of San Luis Rey) Chairman opened the hearing . � Planner nupree recommended approval subject to staff conditions . Chairman closed the hearing. Commissioner McPherson moved , Commissioner Brush seconded that this matter be approved subject to staff condi- tions . Motion carried unanimously . 6. �UP-06-73-PD - Durco Construction Co . (6 unit condominium) 2 buildings on S side of Shadow Mt . 100' E of Lupine) Chairman opened the hearing . Planner Dupree recommended approval subject to staff conditions . Chairman closed the hearing . Commissioner McPherson moved , Commissioner Brush seconded that this matter be approved subject to staff condi- tions . Motion carried unanimously. 7 . CUP-07-73-PD - Durco Construction Co . (20 unit condominium, 6 buildings on the NE corner of Highway 74 & Verba Santa) � Planner recommended continuance and applicant concurs�= in order to verify allowable density . Commissioner Aston moved , Commissioner Benson seconded that this matter be continued to April 8 , 1974 . Motion carried unanimously. 2 VII . OLD BUSINESS VIII . NEW BUSINESS l. P . P . 1063-PD - Paul Thoryk Bldg . - Applicant , C. G. Dunham Mr . Asmus explained that this project involves an � area of approximately 3 , 500 sq . ft . of land and the contemplated � project consists of three separate 1 and 2 story buildings to be used for commercial store and office space . The total complex is predominantly 2-story. Mr . Asmus pointed out to the Commission that while the overall design of the project is good , a couple :of problems exist . One involves the number of parking spaces re- `� quired and the other pertains to the ingress and egress to the parking area. He explained that the plot plan showed a 10 ' ingress from the public road and staff believes that ingress should be at least 20 ` . Planner Dupree suggested that the plot plan could be approved subject to the exhibit ,provided partitions were required to be maintained so parking could be calculated on the basis of one space for every 250 sq . ft . of area rather than one space for every 150 sq. ft . of area. It was further pointed out that these plans had not been referred to the various county departments and particularly no report had been received from the County Fire Department as of this time. Commissioner McPherson moved , Commissioner Brush seconded that this matter be continued until P�arch 25 , 1974 in order to get reports from the various County Departments and also to get a clear determination of the parking required . Motion carried unanimously. 2 . P . P . 1064-PD - Jimmie Moore - single family dwelling on Chicory Commissioner McPherson moved , Commissioner Aston seconded that this plot plan be approved subject to staff conditions . Motion carried unanimously. �` 3 . P .P . 1065-PD - Casitas Investment Fund Apts . NE corner Candlewood & Panorama (6 units , 2 buildings) There is a question of water supply in this area. Mr. George Schultejann, Fire Protection and Engineer , Riverside County Fire Department , said their department had made numerous tests in this area. The latest test , March 11 , 1974 had resulted in 160 GPM, 5 lbs . residual pressure . Mr . Ben Barnum, general partner in the development , questioned which hydrant was used for the tests. Mr . Schultejann said the 4 ' hydrants with 2 1/2" outlets were used , and that his department would review plans and ascertain exact quantity of flow and conduct further tests . Commissioner McPherson moved , Commissioner Brush seconded that this matter be continued until March 25 , 1974 to obtain additional information on the water flow. Motion carried unanimously. City Manager Hurlburt suggested this question be discussed at the April 3rd Planning Commission Study Session, with Mr . Schultejann in attendance . Meeting recessed at 8 : 32 P .M. � Meeting called to order at 8 : 37 P .M. 4 . P . P . 1066-PD - Ironwood Country Club - Tentative Tract 5554 - S of Portola, W of Mariposa Dr . 5 . Tentative Tract 5554 - Ironwood Country Club 3 Mr . Asmus explained that these two items pertain to the same tract map . He suggested the Commission may wish to approve the tentative tract but hold final approval of the precise plot plan . Mr. Asmus referred to the elevations of the proposed dwellings and referred to the generalized land- scaping plan that would require further refinement prior to final adoption. He suggested that the Planning Commission could give plot plan approval but any such approval would have to be subject to a final grading and landscape plan. Planner Dupree presented information relating to the � tentative tract map and recommended approval subject to staff conditions . Following consideration of both items , i . e . , the tract map and plot plan, the general concensus was that the tentative map could be approved subject to staff conditions but that the matter of plot plan approval should be continued in order that the applicant could develop in greater detail plans for landscaping , location of comfort stations and a more precise grading plan . Commissioner McPherson moved , Commissioner Benson seconded that Tentative Tract 5554 be approved subject to staff conditions . Motion carried unanimously. Commissioner Benson moved , Commissioner Aston seconded that P .P . 1066-PD be continued to April 8 , 1974 . Motion carried unanimously. 6. P .P . 1067-PD - King ' s Point - SW corner Highway 74 & Shadow Mt . - Application for on site identi- fication sign Planner Dupree recommended continuance for review `' of the sign ordinance . �wr Commissioner Brush moved for denial without prejudice . Commissioner Benson seconded and motion carried unanimously . IX. ORAL COMMUNICATIONS Chairman Clark suggested the planning staff make some recommendations for disposal of copies of plans submitted to the Commission . X. COMMENTS BY COMMISSIONERS Commissioner Benson voiced concern over the water problem resulting from the sprinkler system at Deep Canyon Tennis Club . Chairman Clark agreed it was a problem and attempts had been made for a solution. Chairman Clark announced the City Council study session Tuesday, March 12 at 7 : 30 A.M. at Sandy ' s Restaurant . XI . ADJOURNMENT Commissioner Aston moved, Commissioner Brush seconded that meeting be adjourned .
