CALL TO ORDER The regular meeting of the Palm Desert Planning Commission was called to order by the Chairman at 7 : 00 P .M. on Novem- ber 4, 1974, at the Palm Desert Middle School . r.. II . VAN DE MARK Others Present : Director of Environmental Services - Paul A. Williams City Attorney - Dave Erwin Assistant Planner - Sam Freed IV. APPROVAL OF MINUTES A. The minutes of the Planning Commission meeting of October 14, 1974, were approved as submitted. V. WRITTEN COMMUNICATIONS A. Letter from Cliff Henderson .r Letter from Cliff Henderson was read regarding cir- culation of the Core Area Plan. B. Report from League of California Cities Letter from League of California Cities was read re- garding surveys conducted. The letter was informa- tional item describing details as to mobile home sub- division, parks , new city halls , etc . VI . PUBLIC HEARING - None VII . OLD BUSINESS A. Discussion of proposed I-S (Industrial Service) Zone Chairman Hubbard asked if anyone cared to comment on this item. Commissioner Seidler stated he thought the commissioners should spend another study session going over the draft of the Industrial-Service Zone. Chairman Hubbard stated that no motion was needed. It was decided that more study be given to the Industrial err.. Service Zone . VIII . NEW BUSINESS A. Case No . Tract 6259 - C . G. DUNHAM - Consideration of a tentative map for a 12-lot subdivision covering 3 . 22 acres and located along the north side of Grapevine and the east side of Burroweed Lane. (R-2-8000) Mr . Paul Williams read the Staff conditions and suggested a slight modification of Condition No . 2 (b) . He suggested Planning Commission Meeting -2- November 4, 1974 that Condition No. 2 read: Burroweed Lane shall be im- proved with 42 feet of right-of-way and can be designed without any problem with No-Parking on the west side and a parking line on the east side. Mr . Williams then went to the wall map to describe other points of the condi- tion. He stated that the remaining conditions were standard. There were other conditions recommended as to improvements . Condition No . 12 should stand as written. If street lighting is developed, applicant could install street lights as part of the development . It is recom- mended that the Planning Commission recommend approval of this development by Resolution No . 17 for the reasons out- lined inthe Staff Report and Resolution. Chairman Hubbard asked if there were any questions from the Commission. There being none, he asked if the appli- cant was present . Mr . C . G. Dunham, 71-838 Vista del Rio, Rancho Mirage, stated he had no objection to Mr. William' s recommenda- tion as to re-designing the street . He recommended work- ing with Staff concerning landscaping the south side of Grapevine between the fence and the curb . He stated he did not know what to do with that area and would work with Staff to beautify that side of the street . Mr. Williams stated that it is not a requirement of the tract , but the Commission recommend that the area be land- scaped as a part of the recent Marrakesh development. Chairman Hubbard asked if there were any discussions be- fore calling for a motion. There being none, Commissioner Seidler moved, Commissioner Mullins seconded approval of Resolution No . 17 with its attached conditions as revised. The motion was unanimously carried. B. Discussion of site criteria and recommended location for Hotel/Motel/Eating/Entertainment Commercial with- in the Palm Desert Interim Core Area Plan . Chairman Hubbard asked if further information was needed on this and if any action should be taken on it . Mr . Williams gave the Commission background on the request . He stated that if the Commission concurred, recommendation should be made by minute motion and should be to initiate a public hearing at the next possible Planning Commission meeting. He then read the Staff Report . Chairman Hubbard asked if there were any questions by the Commissioners . There being none, he entertained a minute motion that the Interim Core Area Plan be set for the first date possible (December 2 , 1974) . Commissioner Wilson moved, Commissioner Mullins seconded such a motion which was unanimously carried. IX. ORAL COMMUNICATIONS - None X. COMMENTS A. City Staff - None B. City Attorney - None Planning Commission Meeting -3- November 4, 1974 C. Planning Commissioners Commissioner Wilson asked if he could make a sugges- tion to Staff that it would be advisable to get min- utes of the Architectural Review Board meeting to have background as to what has taken place. It was regarded as a good suggestion and minutes will be provided. �... XI . ADJOURNMENT Chairman Hubbard adjourned this meeting to a public meet- ing at 7 : 30 P.M. November 6 at the Palm Desert Community Church, 47-321 Highway 74, regarding the Core Area Plan. The Planning Commission meeting adjourned at 7 : 20 P .M. AUL A. WILLIAMS , Secretary ATTEST: C.
