PLANNING COMMISSION MEETING
NOVEMBER 3, 1975
7 p.m. - CITY HALL COUNCIL CHAMBERS
I . CALL TO ORDER
The regular meeting of the Palm Desert Planning Commission was called
to order by the Chairman at 7 p.m. , November 3, 1975 in the City Hall
Council Chambers.

IV. APPROVAL OF MINUTES
A. The minutes of October 6, 1975 were amended as follows:
Page 1 - Public Hearing: First sentence was revised to read. . .
"Before outlining the public hearing procedures, Chairman Seidler
noted that all items on the Agenda had been reviewed by the Com-
mission prior to the meeting during Study Session for informational
purposes only; . . . "
Page 2 - Paragraph 11 : The word "tract" was corrected to "area".
Page 3 - Paragraph 4 Deleted
Page 3 - Paragraph 10: Deleted
Page 4 - Paragraph 10: Typographical error, correct the word
"reviewed".
Commissioner BERKEY moved, Commissioner MULLINS seconded the motion to
approve the minutes as amended. Motion carried unanimously.
B. The minutes of October 14, 1975 were approved as submitted on a
motion made by Commissioner VAN DE MARK, seconded by Commissioner
WILSON.
V. WRITTEN COMMUNICATIONS - None
VI. PUBLIC HEARING
A. Consideration of Section 46 of the Palm Desert Municipal Code,
the Zoning Map.
Paul Williams advised that a Study Session was held prior to the meeting
at which time the Commission discussed with Staff various recommendations
pertinent to the items on the Agenda; and no decisions were made at this
Study Session.
It was Staff's recommendation that the Commission review map #1S; and
move on to map #2S as time permitted.
Mr. Williams proceeded to review map #1 ; and asked the
Commission to pay particular attention to the date groves and College of
the Desert in terms of future planning; Palms to Pines Center in terms of
expansion; parking along E1 Paseo, commercial development along Highway 111 ;
and the substantial amount of open space yet to be developed in terms of
potential commercial development.

The second map , #2S9 was substantially residential in character
including developments such as Sandpiper, Shadow Mountain Golf & Tennis
Club, Marrakesh, and Corsican Villas. This was the only area where
the City had designated the RE (Residential Estate) zone potential on
the Zoning Map.
The third map , #4S, included such areas as the Living Desert Reserve
and Ironwood Country Club. The predominant designation in this area was
PR (Planned Residential ) .
In summary, Mr. Williams reviewed the nomenclature and zoning designations
applied to the Zoning Map indicating the type of development and densities
for each designation.
There being no further discussion, Chairman Seidler opened the public hearing
and welcomed persons wishing to address the Commission to do so.
MR. GEORGE RITTER, 73-899 Highway 111 , Palm Desert, California requested
that the Planning Commission give consideration to increasing the density
from 5-6 units/gross acre in the PR5 zone (the area east of Portola and
south of 44th Avenue) on behalf of the Luria Development; and recommended
that the SP zone on the Zoning Map be eliminated at this time.
MARJORIE EGAN, 73-465 Grapevine, Palm Desert, asked for clarification
regarding the zoning designations and density for the area west of College
of the Desert.
Mr. Williams reviewed correspondence from Mrs. Constance Feldman requesting
that Parcel #14, Palma Village Groves, be zoned all R-2 (two thirds was
zoned R-2 and one third was zoned R-1 ); and indicated the location of
said parcel on the Zoning Map.
After a brief discussion regarding Mrs. Feldman's request, Chairman
Seidler directed staff to review the matter and make a recommendation
on the use.
too Regarding Map #2S, Mr. Ritter suggested that the R1 zone designation
along the Palms to Pines Highway be changed to R-2. He also recommended
that the zoning designation for the Willow, Tamarisk, Bursera and
Highway 74 area be zoned R-2 with a usage of 5-6 units on each lot.
Citing Joshua Tree as an example, Mr. Ritter recommended different
development standards within the R-1 zone, specifically with regards
to setbacks.
After some discussion, the following recommendations were made by the
Planning Commission with regards to further areas of study before approval .
A. The zoning designation and uses for the area north of College of
the Desert were to be given further consideration.
B. The area directly south of College of the Desert was to be given
further consideration; specifically with regards to the undeveloped
areas and how they would be developed in the future.
C. The areas along Catalina Way were to be reviewed with regards to
conflict with the San Pablo and Portola Avenue R-2 designation.
D. Consideration of Mr. Ritter's request on the Luria property in the
PR-5 zone.
E. Consideration of Mr. Ritter's comments on the SP zones.
F. Consideration as to appropriate areas where the RE zone would
apply.
G. A review of the area south of Haystack, north of Ironwood, and
west of Silver Spur Trail in terms of the R-E-40,000 zone.
H. Staff was directed to make an analysis of the lot sizes along
Joshua Tree to determine if a change was in order regarding
regarding development standards or a change in zone as proposed
by Mr. Ritter.

I. Consideration of a request by the Palm Desert Property Owners
Association to extend the SP zone to the east side of Ocotillo,
north of Verba Santa, extending the scenic corridor; and also
to limit the building height in that area to 1-story.
J. Staff was directed to review the area of Silver Spur Trail
(R-2-8000) to determine if there were single family developments.
If there were such developments, the zone should be changed to
R-1 .
... K. The #4 after zoning designations on the map (i .e,, , R-2-8,000-4)
were in error and should be deleted.
Commissioner Mullins moved that the Planning Commission continue this
hearing until November 18, 1975 to allow adequate time for study on
the areas of concern expressed at this meeting. Commissioner Wilson
seconded the motion which carried unanimously.
VII. NEW BUSINESS - None
All new business items were to be discussed at an adjourned meeting
of the Planning Commission on November 11 , 1975 at 7 p.m. in the
City Hall Council Chambers.
VIII. OLD BUSINESS - None
All old business items were to be discussed at an adjourned meeting
of the Planning Commission on November 11 , 1975 at 7 p.m. in the
City Hall Council Chambers.
IX. DESIGN REVIEW BOARD ITEMS
A review of cases heard by the Design Review Board at its meetings
of October 7, 21 and 28 was continued until the adjourned meeting
r.. on November 11 , 1975.

XI . COMMENTS
A. City Staff - None
B. City Attorney - None
C. Planning Commissioners - The members of the Planning Commission
were quite discouraged with the turn out of citizens at the
hearing on the Zoning Map. Several people had expressed concerns
regarding the Zoning Map at previous meetings, therefore the
Commission was surprised they were not in attendance. Staff
was directed to encourage the press to release sufficient infor-
mation concerning the November 18, 1975 hearing by the Planning
Commission on the Zoning Map; and hoped that more citizens would
be in attendance.
XII. ADJOURNMENT
Commissioner Wilson moved that the meeting be adjourned and continued
to November 11 , 1975. Commissioner Berkey seconded the motion which
carried unanimously. The meeting was a ourned at :50 P.M.
