PALM DESERT PLANNING COMMISSION MEETING
JULY 13, 1976
7 P.M. - CITY HALL COUNCIL CHAMBERS
I . CALL TO ORDER
The regularly scheduled meeting of the Palm Desert Planning Com-
mission was called to order by Chairman Wilson at 7:02 p.m. , on
July 13, 1976, in the Council Chambers of the Palm Desert City
Hall .

IV. APPROVAL OF MINUTES
A. Minutes of June 29, 1976 meeting.
It was moved by Commissioner Berkey and seconded by Commissioner
Van de Mark to approve the minutes of the above meeting as written.
Motion carried unanimously.

VII . OLD BUSINESS
A. CONTINUING DISCUSSION OF THE C.O.D. SPECIFIC PLAN
Steve Fleshman reviewed the staff presentation to the Commission
on the C.O.D. Specific Plan. His presentation included reviews
of the work program, the contents of study, the outline of ty-
pical elements, and the introduction. Mr. Fleshman further ex-
plained that two sections of the introduction had already been
drafted. These two sections were: Section A - Why Do Any Spe-
cific Plan? and Section D - Historical Background.
After a short discussion among the Commissioners and staff, the
general consensus seemed to be that the items so far presented
had been well done and that staff should continue their work on
the C.O.D. Specific Plan on the same priority basis.

A. DEVELOPMENT STANDARD NO. 3
Consideration of Development Standards for Fencing in the City

of Palm Desert.
Steve Fleshman explained that the staff and the Design Review Board
had been working on various design and development standards as an
on-going process. Due to the many problems and complaints received
relating to fencing, a set of standards were developed to provide
direction in the construction of fences.

One of the main concerns of the Commission was the question of re-
gulations regarding the fencing around swimming pools. The Commis-
sion felt that if the standards for fencing were approved, they
should include a stipulation that would require the safe fencing of
pool areas. Staff agreed with the Commission and stated that the
section of the development standards as pertains to pool fencing
would be reworded to comply with their wishes.
Chairman Wilson stated that even though this was not a public hearing,
any interested members of the audience would be welcome to state their
views to the Commission.

Mr. Weeks spoke to the Commission and strongly objected to the
concept of general fencing standards. He felt that there should
be a more complete set of specific standards. He also felt that
too much vague authority was being given to the staff.
After a brief discussion among the Commissioners and staff, it was de-
cided by the Commissioners that the entire set of development standards
should be revised substantially, cutting it down in length and making
it more clear and concise.

Chairman Wilson advised that he will be out of town and unable to
attend the Planning Commission meeting of July 27, 1976.
Commissioner Kelly asked staff if more direct contact would be made
with the people in the area reference the C.O.D. Specific Plan.
Mr. Fleshman answered that when enough of the information was
gathered and all the data had been collected, more direct public
contact would be made.
XII. ADJOURNMENT
Commissioner Van de Mark made a motion to adjourn the meeting and con-
tinue the discussion to the meeting of July 27, 1976. Commissioner
Kelly seconded the motion. Motion carried unanimously and the meeting
was adjourned at 8:20 p.m.
