PALM DESERT PLANNING COMMISSION MEETING
TUESDAY - NOVEMBER 29, 1977
7:00 PM - CITY HALL COUNCIL CHAMBERS
I . CALL TO ORDER
The regularly scheduled meeting of the Palm Desert Planning
Commission was called to order by Chairman Berkey at 7 :00 p.m. in the
Council Chambers in the Palm Desert City Hall .

IV. APPROVAL OF MINUTES
�.r A. MINUTES of the regular meeting of the Planning Commission
of November 16, 1977.
Mr. Williams asked that the following correction be made:
Page 3, fifth paragraph from the bottom, Condition No.
2 should read : "Facia mounted signs may have painted
letters. Any and all wall mounted signs must be sand-
blasted or raised letters. etc. "
On a motion by Commissioner Kelly, seconded by commissioner
Kryder, the minutes of November 16, 1977, were approved as amended by
a unanimous vote (5-0) .
V. WRITTEN COMMUNICATIONS
A. Letter from Daryl M. Bjerke regarding zoning.
On a minute motion by Commissioner Snyder, seconded by
Commissioner Reading, the Commission directed staff to
contact Rev. Bjerke and explain logic of current zoning
and discuss change of zone procedures; carried unanimously
(5-0) .

VI . PUBLIC HEARINGS
Chairman Berkey announced that prior to this meeting, the Com-
mission had met in a Study Session for the purpose of clarifying the
staff recommendations. No decisions were reached. Chairman Berkey
then explained the Public Hearing to those present.

A. Continued Case No. PM 11390, PASQUAL PROPERTIES, LTD. ,
Applicant
A request for approval of a Tentative Parcel Map and a
Variance for lot size reduction to create three ( 3) lots
each having 17, 587 sq. feet from a 1 . 32 acre parcel
located within the R-1 18, 000 zone at the southwest corner
of Catalina and San Pascual .
Mr. Williams reviewed the case explaining that the proposed
lost size was just under 18, 000 sq. feet and a variance was appro-
priate . Commissioner Reading asked if 500 GPM fire flow was correct .
Mr. Engel indicated it was.
Chairman Berkey declared the public hearing opened and asked
the applicant to speak at this time.
ALFRED COOK, 73-301 Pinyon Street , stated that he felt
that the project met general intent of zoning ordinance
for that area. He was concerned about fire flow require-
ments since the hydrant across the street was only 336
GPM.
Chairman Berkey ,declared the public hearing closed and asked
if the Commissioners had any questions at this time. Commissioner
Kelly asked if this area was being upgraded by the Palm Desert Com-
munity Services District . Mr. Williams indicated that other improve-
ments would be provided as a part of the 10-lot tract that the ap-
plicant was also doing at the northeast corner of San Pascual and
Catalina.
On a motion by Commissioner Kryder, seconded by Commissioner
Kelly, the case was approved by Planning Commission Resolution No .
303; carried unanimously (5-0) .
B. Continued Case No. C/Z 08-77, PALM DESERT PLANNING COM-
MISSION, Applicant
Consideration of a proposed Change of Zone from ' S ' Study
District to PR-6, S.P. , PR-4, S .P . , R-2(5) , S.P. , R-1, P
or any other zone deemed appropriate for a 225 acre parcel
located north and east of the College of the Desert .
Mr . Williams explained that since the hearings on the COD Area
Specific Plan were about to start , the Planning Commission should wait
to hear the public' s comments before acting on the zone change.
On a minute motion by Commissioner Snyder, seconded by Commis-
sioner Reading, the Commission continued the Case to January 3, 1978;
carried unanimously (5-0) .
C. Case No. C/Z 11-77, SUNRISE CORPORATION, ET AL , Applicant
Consideration of a Change of Zone from ' S ' (Study) to 4
PR-5 (CUP 1450E) (Planned Residential-maximum five dwell- wd
ing units per gross acre, existing valid conditional use
permit) and PR-5 (DP 12-77) (Planned Residential , maximum
of five dwelling units per gross acre , proposed Development
Plan) upon annexation on approximately 240 acres located
at the northeast corner of the intersection of Monterey
Avenue and the Whitewater Storm Channel.

Mr. Williams reviewed the case and pointed out that the change
of zone reflects previous approval of CUP-1450E by the County. The
staff recommends that the Planning Commission recommend to the City
Council that they acknowledge the validity of the existing CUP.
Chairman Berkey opened the public hearing at this time and
asked if the applicant wished to speak at this time.
JACK CONLON, 42-000 Bob Hope Drive, stated that he
agreed with all the staff ' s recommended conditions '71(LS

in FAVOR or in OPPOSITION of the case . Being none , he declared the
public hearing closed.
On a motion by Commissioner Kryder, seconded by Commissioner
Snyder, the Commission approved the change of zone by Planning Commis-
sion Resolution No. 304; carried unanimously (5-0) .
D. Case No. DP 12-77 and 99MF, SUNRISE CORPORATION, ET AL,
Applicant
Mr. Williams reviewed the case and discussed the site plan
and general architectural concept of the proposed Desert Squire Country
Club project . The proposed density is 3. 2 dwelling units per gross acre
and the unit size will be from 1275 to 1978 sq. ft . It will have an
18-hole golf course, 20 pools , 20, 000 sq. ft . clubhouse, and 16 tennis
courts. He continued that the construction time would be from June, 1978
to December 1981 . The Design Review Board recommends that there be more
variety in the front yard setback and that preliminary elevations and
landscaping plans be submitted for review prior to review of final con-
struction plans.
Chairman Berkey opened the public hearing and asked if the ap-
plicant wished to speak.
JACK CONLON, 42-000 Bob Hope Drive, stated that he
agreed with all the staff ' s recommended conditions.
Chairman Berkey asked if there was anyone wishing to speak
in FAVOR of or in OPPOSITION to the proposed project . Being none, he
declared the public hearing closed.
On a motion by Commissioner Reading, seconded by Commissioner
Kelly, the Commission recommended to the City Council a finding that
the County CUP 1450E is valid by Planning Commission Resolution No. 305;
carried unanimously (5-0) .
On a motion by Commissioner Snyder, seconded by Commissioner
Kelly, the Commission recommended approval of an amendment to CUP-1450E
and approval of DP 12-77, subject to completion of Annexation No. 4,
by Planning Commission Resolution No. 306 ; carried unanimously (5-0) .
E. Case No. CUP 14-77, DAVID G. PREST, Applicant
Consideration of a request .for approval of a Conditional
Use Permit to permit a parcel split of one 5. 06 acre
parcel into two parcels within the Hillside Overlay Zon-
ing District , thereby permitting hillside development on
a site generally located west of Highway 74, south of Hay-
stack extended in the foothills area of Section 30.

E. Case No. CUP 14-77 (Cont . )
Mr. Williams reviewed the staff report indicating that the
major concern of the City is with access to the site. The applicant
must show ability to comply with access requirements for police, fire,
trash, schools, etc.
Chairman Berkey declared the public hearing open and asked if
the applicant wished to speak at this time.
DAVID G. PREST, 73-441 Little Bend Trail , had no comments
but was available to answer questions .
Chairman Berkey asked if there was anyone wisYnng to speak in
FAVOR or in OPPOSITION to the project . Being none he declared the
public hearing closed.
On a motion by Commissioner Kelly, seconded by Commissioner
Kryder, the Commission approved the case with the following amendment
to Special Condition No. 2 "and to the satisfaction of the Director
of Environmental Services" by Planning Commission Resolution No. 307;
carried unanimously (5-0) .
F. Case No. PM 11388, DAVID G. PREST, Applicant
Consideration of a request for approval of a Tentative
Parcel Map to create two (2) lots from a 5 .06 acre par-
cel within the R-E 43, 560 , H zone generally located
west of Highway 74, south of Haystack extended in the
foothills area of Section 30.
Mr. Williams reviewed the case and summarized the proposed
parcel map provisions and recommended conditions of approval.
Chairman Berkey declared the public hearing open and asked if
the applicatn wished to speak at this time.
DAVID G. PREST, 73-441 Little Bend Trail, had no
comments at this time.
Chairman Berkey asked if there was anyone wishing to speak in
FAVOR or in OPPOSITION to the project . Being none he declared the
public hearing closed.
On a motion by Commissioner Reading, seconded by Commissioner
Snyder, the Commission approved the case by Planning Commission Resolu-
tion No. 308; carried unanimously (5-0) .
G. Case No. CUP 15-77, WILLARD JORDAN, Applicant
Consideration of a request for approval of a Conditional
Use Permit to construct 4 condominium units on a parcel
approximately one-half acre in size within the R-3 18, 000(3)
S.P. zone, generally located east of Highway 74, north
of Verba Santa.
Mr. Williams reviewed the case and some discussion followed on
the project design. The staff is recommending that the pool equipment
should be located within an adjacent storage building and that the air
conditioning condensers should be enclosed or screened on the roof.
Chairman Berkey declared the public hearing open and asked the
applicant to speak at this time .

G. Case No. CUP 15-77 (Cont. )
WILLARD JORDAN, 1500 Adams Avenue , Costa Mesa, spoke
to the Commission. He agreed with all the staff con-
ditions , although he was not certain that he could meet
the water pressure requirements .
Chairman Berkey asked if there was anyone wishing to speak in
FAVOR or in OPPOSITION to the project . Being no one, he declared the
public hearing closed.
On a motion by Commissioner Kryder, seconded by Commissioner
Kelly, the case was approved by Planning Commission Resolution No . 309 ;
carried unanimously (5-0) .
VII . OLD BUSINESS - None
VIII . NEW BUSINESS
A. C.V. C.W.D. proposed construction of 2, 250 feet of domestic
water pipeline in Grapevine Street , 2, 900 feet of domestic
water pipeline in Shadow Mountain Street and a 1 , 000 foot
deep by 16-inch diameter well by the C .V.C.W.D.
Mr. Williams outlined the three major projects proposed for con-
struction by the C.V. C.W.D.
On a motion by Commissioner Reading, seconded by Commissioner
Snyder, the Commission approved the proposed construction by Planning
Commission Resolution No. 310; carried unanimously (5-0) .
IX. DESIGN REVIEW BOARD ITEMS
A. Review of Case No. 62C approved by the Design Review Board
on November 8, 1977 and continued from the November 16, 1977
Planning Commission meeting. Pars. Fuller, applicant pre-
sent .
Mr . Cipriani discussed the project and explained the reasons
for its continuance. The Zoning Administrator would grant an adjust-
ment of the rear yard landscape buffer from 10 feet to 7 feet . The
undergrounding requirement had been dropped by the Council .
JOHN OUTCAULT, 74-133 El Paseo, project architect , pre-
sented a new site plan which provided for pedestrian
access from Tumbleweed, a new trash enclosure location,
and a temporary driveway on the east property line onto
E1 Paseo. Mr . Outcault encouraged the Planning Commis-
sion to delete this latter requirement since it might
only be in existence for a few months. He also felt that
Condition No . 13, requiring an undulating glass facade
was superfluous .

BERNARD LEUNG, 73-960 El Paseo, represented the owner of
the lot to the east. He also requested deletion of the
temporary driveway since he felt that any vehicular mid-
block access onto El Paseo would be a hazard and would
detract from the pedestrian emphasis desired from El
Paseo.

IX. DESIGN REVIEW BOARD ITEMS (Cont . )
A. Case No . 62C (Cont. )
Mr. Williams pointed out that the preliminary Redevelopment
site plan showed up to 3 driveways opening onto E1 Paseo in that
block.
Mr. Outcault replied that Hunter Cook, the City
Engineer, had been opposed to such an opening
for this project .
It was moved by Commissioner Snyder and seconded by Commis-
sioner Kelly to approve the preliminary plans for Case No. 62C sub-
ject to the new site plan submittals and the deletion of Condition
Nos. 13 and 14, by Planning Commission Resolution No. 311 . Some
discussion followed and Commissioner Kryder asked for clarification
of the access situation, since deletion of Condition No . 14 would '
leave the Fuller project with only 1 access/egress point . Chairman
Berkey noted that the Planning Commission would have other opportuni-
ties to obtain mid-block driveways when the other parcels to the east
developed. Mr. Leung felt that it would be better to separate cars
and pedestrians on El Paseo as much as possible . Mr . Cipriani replied
that this could present a short-range problem. If the 3rd lot develop-
ed without access to Sage Lane , this would create a situation where up
to 200 cars would be forced to use a single access. Commissioner
Snyder wanted to keep the discussion focused on just the Fuller build-
ing and did not think that the motion should be changed. The motion
to approve Planning Commission Resolution No. 311 was carried unanimous-
ly (5-0) .
B. Review of Cases acted on by the Design Review Board at
their meeting of November 22 , 1977.
Mr. Cipriani summarized the cases . Their being no concerns
expressed by the Commission, it was moved by Commissioner Snyder and
seconded by Commissioner Kelly to approve Cases No. 99MF, 100MF,
101MF, and 103MF by Planning Commission Resolution No. 312 ; carried
unanimously (5-0) .
X. DISCUSSION
A. Reprint from H&H/housing regarding wholesale price indexes
for selected building materials and commodities .
A brief discussion occurred on the article regarding the recent
inflationary increases in the wholesale price index for selected build-
ing materials.

XII . COMMENTS
A. City Staff
Mr. Williams reminded the members of the special Planning
Commission meeting on December 6, 1977 for the COD Area Specific
Plan . Commissioner Kelly indicated she would be absent for that
meeting, but would be present for the regular meeting of Decem-
ber 14, 1977.

C. Planning Commissioners
Chairman Berkey noted that this was the last Planning
Commission meeting for Sam Freed, the Assistant Planner, and
offered his thanks for his work with the Commission and the
best wishes of the Commission on his new position with the
City of Simi Valley. Commissioner Snyder moved that the
Commission adopt a Resolution of Appreciation , which was un-
animously seconded by the other memebers. Mr . Freed thanked
the Commissioners and expressed his appreciation at having
had the opportunity to have worked in an outstanding community.
XIII . ADJOURNMENT
On a motion by Commissioner Kryder, seconded by Commissioner
Snyder, the meeting was adjourned at 8 : 35 p.m. ; carried unanimously
(5-0) .
