MINUTES
PALM DESERT PLANNING COMMISSION MEETING
WEDNESDAY - JANUARY 18, 1978
1 :00 PM - CITY HALL COUNCIL CHAMBERS
I . CALL TO ORDER
The regularly scheduled meeting of the Palm Desert Planning
Commission was called to order by Chairman Berkey at 1 : 00 p.m. in the
Council Chambers in the Palm Desert City Hall .

IV. APPROVAL OF MINUTES
A. MINUTES of the regular meeting of the Planning Commission
of January 3, 1978.
Chairman Berkey asked that the following corrections be made :

Page six, 4th paragraph, make read : "units are less dense
than adjoining" .
Page seven, 2nd paragraph, change "update" to "upgrade" .
On a motion by Commissioner Reading, seconded by Commissioner
Snyder, the minutes of the January 3 , 1978, meeting were approved as
amended by a unanimous vote (5-0) .
V. WRITTEN COMMUNICATIONS
Mr . Williams noted that all written communications received
would be covered under the appropriate cases .
VI . PUBLIC HEARINGS
Chairman Berkey explaineci the public hearings procedures to
those present .
A. Continued Case Nos. CUP 17-77 and 102MF, C. G. DUNHAM,
Applicant

Request for approval of a Conditional Use Permit and
Preliminary Design Review to construct 30 condominium
units within the R-3(4) zone on approximately 3. 5 acres
located west of Sun Lodge, north of Shadow Mountain and
east of Lupine.
Mr. Cipriani reviewed the cases and noted that the cases had
been continued from the January 3rd meeting. I�'e noted that the DRB
had requested a redesign of the driveways and that they were concerned
with the tightness of the interior, which he noted, is justified by
the location of the project .

A. Case Nos. CUP 17-77 and 102T�IF (Cont . )
Commissioner Reading stated that he felt the Commission
should not approve the case if the rev�sed dr�awings are not being
shown at this time . ll�r . Williams noted that the conditions could
be modified to request the Design Review Board to forward the final '�
plans to the Planning Commission for their final approval . Chair- �
man Berkey asked if the parking was sufficient . Mr . [�illiams noted �
that it was .
Chairman Berkey declared the Public Hearing open and asked
if the applicant wished to speak at this time.
CURT DUNHAM, 73-210 El Paseo, Ste. 2F, apologized
for not having the revised plans before the Commis-
sion at this time , but he stated that he is under
the allowable density by 15%. He stated that he
is in agreement with the conditions.
Commissioner Kryder asked where the sidewalks would be lo-
cated. Mr. Cipriani indicated that they would be on the perimeter.
Chairman Berkey asked if there was anyone wishing to speak
in FAVOR or in OPPOSITION to the project . Being none, he declared
the Public Hearing closed and asked for the pleasure of the Commis-
sion.
On a motion by Commissioner Kelly, seconded by Commissioner
Kryder, the Commission approved the cases by Planning Commission Re-
solution No. 326, subject to the conditions ; carried unanimously �

B. Case No. DP 01-77, FRANCISCO URRUTIA for GOODEN INDUS-
TRIES , Applicant
Consideration of an Amendment to the Standard Conditions
of Approval for Case No. DP O1-77 to provide a one-year
extension of time to allow for the development of a 160-
unit resort hotel on a 9 acre parcel of land located at
the southeast corner of Highway 111 and 44th Avenue .
Mr. ti'Villiams reviewed the case and noted that there were no
changes in the conditions and that a one year extension was permis-
sable at this time .
Chairman Berkey asked for a motion . Commissioner Reading
moved, Commissioner Kelly seconded that the extension be granted by
Planning Commission Resolution No. 327; carried unanimously (5-0) .

VIII . NEW BUSINESS
A. Cove Communities By-Pass
Mr. �'Villiams noted that all the participants invited were
not present as yet and asked that this be item be held over till
later in the agenda.

IX. DESIGN REVIEW BOARD ITEb7S
A. Review of Cases acted on by the Design Review Board
at their meeting of January 10, 1978 .
b7r. Cipriani reviewed Cases No. 70C and 80MF. With regard
to Case No. 801VIF, there was some discussion as to the floor plan.
Commissioner Reading and Commissioner Snyder objected to the location
� of the bathroon�s ne�t to the living room. Commissioner Kryder noted
that the Commission should only be concerned with the design of the
exterior and the landscaping and site plan.
On a motion by Commissioner Kryder, seconded by Commissioner
Kelly, the Commission approved the actions of the Design Review Board
on January 10, 1978, by Planning Commission Resolution No. 328 ; carried
(3-2) (AYES : Berkey, Kelly, Kryder; NOES: Reading, Snyder) .
VIII . NEW BUSINESS (Cont . )
A. Cove Communities By-Pass.
Mr. Williams circulated a letter r�ceived from Ted Hamilton ,
llRember of the Indian Wells Planning Commission (see attached Exhibit A) .
He noted that due to the increased traffic on Highway 111 , the Commission
felt that now is the time to look into alternatives. He indicated on
a drawing, the alternatives suggested by the Staff including : Avenue
44 extended, Country Club extended, Frank Sinatra extended or redesign
and relocate Ramon to extend to Avenue 44 or Miles Avenue.
GARY WEIDLE , Coachella Valley Association of Governments ,
addressed the Commission giving some history of the con-
i�.r cepts already studied a� alternative routes in the Coachella
Valley. He stated that no plans for implementation remain
on the Palm Springs Specific Plan. Furtl�er, the County
wants ari assessment district set-up, Caltrans would like
to extend Highway 74 on through Monterey to Interstate 10
as alternative route, but nothing is being done at this
time. In addition he menticned the various routes con-
templated in the past but he noted that the.re had been
a lot of discussion but not about a by-pass around Palm
Desert . In conclusion the cost factor is a major problem
and the need for funding is necessary.
Chairman Berkey asked if CVAG was in a position to continue
and pursue the issue of a by-pass if this group deems it necessary.
Mr. Weidle stated that CVAG would pursue the issue if that is �x�hat
the area concerned wanted. He suggested that the variouscities have
their City Councils bring it before an executive session of C�'AG.
Further , he suggested that Supervisor McCandless might be asked to
attend any meetings planned on the subject .
TED HAMILTON, Indian Wells Planning Commissioner,
stated that planners from Indian Wells, Palm Desert ,
Rancho Mirage , Cathedral City, Riverside County
and the State Highway Division should take part
in any future meetings. He stated that if the
'�" Whitewater River Channel was used as a by-pass
you would not have the hassle of nearby develop-
ments to deal with.
Some discussion followed with regard to the possibility of
using the Whitewater River Channel . The Los Angeles River was noted
as an example. Chairman Berkey told of a Cooperative Road Fund that
could possibly be used.

Chairman Berkey suggested that each City have their staff
study the alternatives and bring their reports to a meeting of
all the Citys involved at a later date. Commissioner Snyder stated
that this could be combined with the flood control problem and have �
the Corp of Engineers participate .
BUD CONNORS , Indian Wells Planning Commissioner , stated
that it was significant that there was no representive
from Rancho r�irage or State Highway Division . He stated
that this is not just a Cove problem but a county and
state problem as well .
DON WEAVER, Caltrans representative , stated that the
State has little money but the agency is willin� to
work with any groups formed to study the problem and
help wherever possible.
GARY WEIDLE, noted that the County ' s position has always
been that they are willing to work w:ith any city regard-
ing roads.
Chairman Berkey offered to ask Supervisor P,�cCandless to chair
a future meeting. Mr. Weidle offered the services of the CVAG office
and its staff. Mr . Williams stated that each City should get to-
gether their information and bring it back to a meeting a month from
now.

X. DISCUSSION ITEMS
A. Excerpt from the San Francisco Examiner regarding
Petaluma' s approach to growth.
Chairman Berkey noted that he felt this article was timely
considering the growth in Palm Desert . Commissioner R,eading stated
that the City ��as here first and that the developers should comply
with the City' s wishes. Also , various service agencies serving the
community state there is no problem with growth. Commissioner Kelly
pointed out that even when representatives from the various agencies
appear it is still like a form letter . Chairman Berkey suggested
that perhaps developers should have to contribute to more than just
the parks. Perhaps contributions towards schools, roads, the high-
way fund and the like should be a part of the conditions for the
developer. Commissioner Reading noted that this would only increase
the cost of the homes being built . R�r . Williams mentioned the new
State guidelines for housing that will have to be complied with soon .

On a motion by Commissioner Snyder, seconded by Commissioner
Reading, the meeting was adjourned at 2 : 30 p.m. ; carried unanimously
(5-0) .
