CALL TO ORDER The regularly scheduled meeting of the Palm Desert Planning Commission was called to order by Chairman Kelly at 7 : 00 p.m. in the �: City Hall Council Chambers. , � �"' II . APPROVAL OF MINUTES A. Minutes of regular meeting of January 2, 1979 4_ � � Mr. Williams noted the following corrections to minutes: Page 3 , 4th paragraph, delete "declared the Public Hearing closed, and" . Page 3 , new paragraph after 8th paragraph, add "Mr. Sweet requested that Staff show the Commission the color renderings he'd submitted. Since the renderings were not in the Council Chambers, Chairman Kelly suggested a short recess. " Page 3 , new paragraph after lOth paragraph, add "Chairman Kelly declared the Public Hearing closed. " Pag;e 3 , 12th paragraph, change spelling of "president" to "precedent" . Page 6, new paragraph after 8th paragraph, add "The Commission responded to Mr. Taratora' s concerns and looked particularly at the distance between the proposed station and the adjacent residence. " Page 6, paragraph 10, change letters "PR" to "Public Relations" . � On a motion by Commissioner Snyder, seconded by Commissioner Berkey, the minutes were approved as corrected; carried unanimously (4-0) . Minutes Page Two Palm Desert Planning Commission January 17 , 1979 V. WRITTEN COMMUNICATIONS A. A Resolution of the Planning Commission of the City of Palm Desert , California, announcing its appreciation to , Kathryn L. Shorey. On a motion by Commissioner Snyder, seconded by Commissioner Berkey, Planning Commission Resolution No. 448 was approved; carried unanimously (4-0) . � VI . PUBLIC HEARINGS Chairman Kelly announced that prior to this meetin�, the Commission h�d met in Study Session. No decisions were reached as a result of this Study Session. A. Palm Valley Stormwater Channel Area Specific Plan - complete Draft plan. Mr . Williams presented the plan and summarized its findings for the Commission and members of the audience. He suggested that the purpose of the meeting was to provide the property owners, interested citizens, and general public with additional information on the plan, so they might gain an unders�anding of what the study says and to allow them to ask questions and offer comments. Following presentation of the plan, Chairman Kelly opened the Public Hearing to take testimony in favor or opposition of the plan. The Commission then recommended that Staff be pre- pared to comment on issues raised during the Public Hearing at the next meeting, particularly those dealing with phasing, density flexibility, cost , sewer and septic tank problems, and access. On a motion by Commissioner Berkey, seconded by Commissioner Kryder, the Hearing was continued to February 14, 1979, at 1 : 00 p.rn. ; carried unanimously (4-0) . VII . OLD BUSINESS - None VIII . NEW BUSINESS - None � IX. DESIGN REVIEW BOARD ITEMS A. Consideration of the cases reviewed by the Design Review Board at the meeting of January 9, 1979. Motion was made by Commissioner Snyder , seconded by Commissioner Kryder, to approve the actions of the Design Review Board at their meeting of January 9, 1979, by adopting Planning Commission Resolution No. 449, except that for Case No. 161 ��F, the Planning Commission recommends some type of water element be included. Continued consideration of a request to initiate a General Plan amendment for the area previously known as Parcel E; referral from City Council . On a motion by Commissioner Berkey, seconded by Commissioner Snyder , the Commission has tabled said consideration, at request of � applicant . B. Review of current development projects in the North Sphere area. A map of the current development projects in the North Sphere area was included in packets for the Commissioners review. No action was taken, as this was just a discussion item. XI . ORAL COMMUNICATIONS - None XII . COMMENTS A. City Staff - None B. City Attorney - Not present C. Planning Commissioners Consideration was given to a reconsideration of the Regional Commercial Center Land Use Designation on the prop�rty located at the northwest corner of the intersection of Monterey Avenue and � Highway 111 . After some discussion, Staff was directed to prepare a ` report for the Commission' s meeting of January 30 as to the impli- �""" cations of such an action. XIV.
