PALM DESERT PLANNING COMMISSION MEETING
WEDNESDAY -- JULY 16, 1980

I. CALL TO ORDER
The regularly scheduled meeting of the Palm Desert Planning Commission was
called to order at 1:03 P.M. by Chairman Miller in the City Hall Council
Chambers.

IV. APPROVAL OF MINUTES
A. Minutes of regular meeting of July 1, 1980.
Motion was made by Commissioner Berkey, seconded by Commissioner McLachlan,
to approve the Minutes as submitted. Carried unanimously (5-0).
V. WRITTEN COMMUNICATIONS
A. Correspondence from Alfred H. Cook
Mr. Crump reviewed the letter and recommended that it be received and
filed, and a copy be forwarded to the General Plan EIR Consultant. Commission
concurred.
VI. PUBLIC HEARINGS
A. Case No. PM 14768 - LEWIS HOMES OF CALIFORNIA, Applicant
Request for approval of a one year time extension of a Tentative
Parcel Map to create four (4) parcels from Tracts 14003 and 14004
of which one parcel (8.695 acres) will be for the Civic Center
and one parcel (6 acres) for a Public Park, within the P (Public)
and PR-4 (Planned Residential , 4 d.u./ac. ) zones located on the
east side of San Pablo Avenue, north of 44th Avenue.
Mr. Crump presented this case reviewing the staff report and describing the
proposed parcels. He noted that the original justification for approval was still
valid and recommended approval .
Commissioner Richards asked if there were any changes to the original approval .
Mr. Crump replied that there was not and further explained that the original approval
was for a one-year period and the applicant is now seeking a one-year extension to
fi16 the final map.
Commissioner Berkey asked if the park dedication had been accomplished.
Mr. Crump explained that it could not be accomplished until the final map was
recorded.

VI. PUBLIC HEARINGS (cont. )
Chairman Miller opened the Public Hearing and asked if the applicant cared
to make a presentation.
MR. BILL SULLIVAN, Project Manager of Lewis Homes, briefly explained why
they needed the one year time extension.
CAROL STEERE, 43-710 Buena Circle, stated that she was against the time
extension for the project because of drainage problems the nearby residents have.
She added that if approved, a condition should be added stating a swale would be
installed along San Pascual .

SHARON HAMMONS, 43-610 Buena Circle, also objected to the time extension
for the reasons stated by Ms. Steere. She presented a signed petition to the
Commission stating their objection to the extension unless a swale is installed.
Mr. Clyde Beebe, Director of Public Works, explained the construction
drawings showed the installation of the swale but it had not be installed yet.
Commissioner Berkey suggested a condition be added to the Resolution indi-
cating the swale would be installed prior to a certain period of time. Commissioner
Richards felt the problem should be taken care of prior to the extension.
Mr. Sullivan clarified that a swale running east-west would be installed,
but that was not the one in question (along San Pascual ) . He added that the
existing channel at that location was adequate for local drainage. Therefore,
an improved swale would not be needed unitl the City completes the Master Drainage
Plan. Mr. Beebe concurred.
Mr. Crump also noted that the parcel map extension was only to facilitate
transfer of ownership of the Civic Center and proposed park site.
There was discussion between the Commission and audience relative to what
could be done to alleviate the drainage problem along San Pascual . It was determine(
that the drainage channel at San Pascual would be kept open and the City's Flood
Control Committee would be informed as to the comments made and of the City' s
future drainage plans.
Chairman Miller closed the Public Hearing.
Motion was made by Commissioner Kryder, seconded by Commissioner Berkey,
to approve the extension by adoption of Planning Commission Resolution No. 618,
as submitted. Carried unanimously (5-0) .

IX. DESIGN REVIEW BOARD ITEMS
Consideration of cases acted on by the Design Review Board at their
meeting of July 15, 1980, (continued from their meeting of July 8, 1980).
213 MF - Mr. Sawa presented this case stating that the project was previously
approved as base No. 139 MF, but the approval had expired. He described the project
and stated that the Design Review Board approved this case with some revisions.
He reviewed those revision.

the Design Review Board approved this case with some revisions. He reviewed those
revisions and recommended approval .
Commissioner Richards asked if the project north of Highway 111 would create
any flood problems. Mr. Sawa replied that the lot at that location and the lot
adjacent were flat, therefore, should not create a problem.
Motion was made by Commissioner Kryder, seconded by Commissioner Richards,
to approve the Design Review Board' s actions by adoption of Planning Commission
Resolution No. 619. Carried unanimously (5-0) .

X. DISCUSSION ITEMS
A. Civic Center Presentation
A presentation of the preliminary concept plans for the proposed Civic
Center was made by John Ballew of Ballew-McFarland.

B. Continued Discussion - General Plan Update: Energy, Urban
Design/Scenic Highway and Transportation/Circulation Elements.
Mr. John Dos Santos continued a discussion on the Energy Element. The
Commission gave their input and decided to continue discussion on the remainder
elements to the meeting of August 20, 1980.
XI. ORAL COMMUNICATION - NONE
XII. COMMENTS
Commissioner Richards asked questions regarding the Portola Avenue dip
and Fairway Drive manhole/paving height difference.
XIII. ADJOURNMENT
Motion was made by Commissioner Kryder, seconded by Commissioner Richards,
to adjourn the meeting at 3:45 P.M. Carried unanimously (5-0)
