Acting Chairman Miller called the meeting to order at 2:00 P.M.

IV. APPROVAL OF MINUTES: February 2, 1982
Moved by Commissioner Wood, seconded by Commissioner Crites, to approve the
minutes as submitted. Carried unanimously 3-0.
�, V. SUMMARY OF COUNCIL ACTION
Mr. Diaz reviewed the actions of the Council for the meeting of February 11, 1982,
and stated that the next Planning Commission meeting of March 16th is set for a joint
session with City Council.
VI. CONSENT CALENDAR
All matters listed on the Consent Calendar are considered to be routine and will be
enacted by one roll call vote. There will be no separate discussion of these items
unless members of the Planning Commission or audience request specific items be
removed from the Consent Calendar for separate discussion and action.
A. CASE NO. DP 01-81 - DAVID MOSS - Request for approval of a one year
extension of time for a previously approved Development Plan to allow
construction of 20 condominium units on 4.9 acres in the PR-5 zone for
property located on the south side of Hovley Lane, approximately 1600 feet
east of Monterey Avenue.
Rec:
Approve extension to March 4, 1983, as presented.
Moved by Commissioner Wood, seconded by Commissioner Crites, to apprr�ve a one
year time extension for DP 01-81. Carried unanimously 3-0.

VII. PUBLIC HEARINGS
A. Case No. CUP 01-82 and 161 C, FOUNDATION FOR THE RETARDED OF

Request for approval of a Conditional Use Permit,
Negative Declaration of Environmental Impact and
preliminary Design Review Case to permit the
development and operation of an 11,600 sq.ft. office and

training facility for the Foundation for the Retarded of the
Desert on approximately 7.5 acres in the "P" (Public
Institution) zone located on the southeast corner of
Country Club and Sagewood Drive, approximately 1300
feet east of Monterey Avenue.
Mr. Sawa presented the staff report reviewing the location and points of accesses.
He explained that the access from Country Club Drive is a proposed joint driveway with
�,,,,,, the adjacent property owner. Staff recommended approval.
Commissioner Wood asked if the adjacent property owner was in agreement with
the proposed driveway. Mr. Sawa explained that if an agreement with the adjacent owner
could not be reached the driveway would be appropriately modified.
Chairman Miller opened the public hearing and asked if the applicant wished to
make a presentation.
MR. GARY KNUDSON, 67950 Grandview Avenue, Cathedral City, concurred with
the conditions and requested approval. He introduced Mr. Owen McCook.
MR. OWEN MCCOOK, President of the Board of Directors for the Foundation,
explained the various programs the Foundation for the Retarded has, and what type of
facilities the proposed project would include.
Chairman Miller asked if anyone wished to speak in FAVOR or OPPOSITION to this
project. There being none, the public hearing was closed.
Moved by Commissioner Crites, seconded by Commissioner Wood, to adopt findings
as recommended by staff. Carried unanimously 3-0.
Moved by Commissioner Wood, seconded by Commissioner Crites, to waive further
reading and adopt Planning Commission Resolution No. 782, approving CUP O1-82 and 161
� C. Carried unanimously 3-0.
B. Case No. ZOA 02-82 - CITY OF PALM DESERT, Applicant
Consideration of an amendment to the Zoning Ordinance
relating to amusement arcades.
Mr. Diaz reviewed the staff report and noted the amendment would clarify what
constituted an amusement arcade, as well as add new restrictions for their operation.
Because of concerns expressed by Commissioner Wood and the absence of two
Commissioners, it was felt that it might be preferable to continue this matter to the next
meeting. Chairman Miller opened the public hearing.
Moved by Commissioner Crites, seconded by Commissioner Wood, to continue this
hearing to the meeting of March 2, ;�82. Carried unanimously 3-0.
VIII. DESIGN REVIEW BOARD ITEMS
Preliminary plan approvals by the Design Review Board at its meeting of February
9, 1982, requiring Planning Commission confirmation.
A. Case No. 162 C - STEVEN H. SULLIVAN, AIA, AND JAMES CHARLTON c/o
� White Sheet - Preliminary approval to remodel and construct a small
addition to an existing commercial complex at the northwest corner of north
Frontage Road and Las Palmas.
B. Case No. 163 C - J.P. CONSTRUCTION INC. - Preliminary approval of plans
for a multi-tenant office/warehouse building at the Cook Street Industrial
Park, east of Cook Street.

Mr. Smith reviewed the plans and recommended approval.
Moved by Commissioner Crites, seconded by Commissioner Wood, to approve the
actions of the Board for the meeting of February 9, 1982, by adoption of Planning
Commission Resolution No. 783. Carried unanimously 3-0.
