PALM DESERT PLANNING COMMISSION MEETING
TUESDAY - SEPTEMBER 21, 1982
2:00 P.M. - CITY HALL COUNCIL CHAMBERS
I. CALL TO ORDER
Chairman Kryder called the meeting to order at 2:05 p.m.

IV. APPROVAL OF MINUTES: September 7, 1982
Commissioner Wood had written corrections to the minutes as follows:
Page 3, Paragraph 6: "Commissioner Wood stated the subject property was across
the street from a developed commercial zone and under the influence of that zone. If the
property was in the middle of a residential area then he would not favor the request of the
applicant. It appeared the majority of the opinions agreed with this idea".
%Wo Page 5, Paragraph 4: "Commissioner Wood felt there was no justification to grant
Mr. Ealy's request for a continuance since all of Mr. Ealy's remarks offered no legal basis
to do so. Mr. Ealy did not challenge this but merely stated that Mr. Rapkin should be
entitled to his objections".
Moved by Commissioner Crites, seconded by Commissioner Richards, to approve
the minutes as amended. Carried unanimously 4-0.
V. SUMMARY OF COUNCIL ACTION
Mr. Diaz reviewed the actions of the Council for the meeting of September 9,
1982.
VI. CONSENT CALENDAR - NONE
VII. PUBLIC HEARINGS
A. Case No. CUP 12-82 - ROBERT LANDGREBE, Applicant
Request for approval of a conditional use permit to allow a
restaurant/bakery with seating for 36 persons (and parking
modifications) in the C-1, S.P. zone located at the
northeast corner of Sage Lane and E1 Paseo.
Mr. Joy reviewed the staff report and recommended approval.
Chairman Kryder opened the public hearing and asked if the applicant wished to
make a presentation.
MR. JOHN BAKER, representing Mr. Landgrebe, stated he was present to answer
any questions the commission might have.

Commissioner Miller asked for hours of operation. Mr. Baker replied from 11 a.m.
to 8 p.m.
Chairman Kryder asked if anyone wished to speak in FAVOR or OPPOSITION to
this case. There being none, the public hearing was closed.
Moved by Commissioner Crites, seconded by Commissioner Richards, to adopt ,
findings for approval. Carried unanimously 4-0.
Moved by Commissioner Crites, seconded by Commissioner Richards, to waive
further reading and adopt Planning Commission Resolution No. 824, approving CUP 12-82,
subject to conditions. Carried unanimously 4-0.
VIII. DESIGN REVIEW BOARD ITEMS
Preliminary plan approvals by the design review board at its meeting of September
14, 1982, requiring planning commission confirmation.
Case No. 175 C - LIVING DESERT RESERVE - Preliminary approval of plans
for 6000 sq.ft. workshop and storage building at the Living Desert Reserve
on the east side of Portola Avenue, south of Haystack Road.
Mr. Smith reviewed the plans and stated that the design review board approved this
case without negative comments. Staff recommended approval.
Moved by Commissioner Richards, seconded by Commissioner Crites, to approve
design review board's actions. Carried unanimously 4-0.
IX. MISCELLANEOUS ITEMS
RIO MESA CONDOMINIUMS, TRANSCOPIC DEVELOPMENT - Review of
plans and program for a proposed affordable housing project.
MR. JACK DAHLSTROM, representing Transcopic Development Corporation, gave
a brief presentation.
Staff and commission reviewed and discussed said plans. Because of several policy
considerations commission felt it necessary to review the proposal and the issues of law
and moderate income housing in a joint study session with council. Staff was instructed to
request a joint study session.
