had concerns with the buildina and with the parking lot layout. HP
note�i that the concerns of the architecturai commissic�n could impact
the site plan design and that sta�f would rec�mrnend a two week
cQntinuance.
Chairman Crites o�ened the public hearing and asiced ifi the applir�ant
wished to address the corrxnission.

explained th�t this site was previousiy three lots and that it
is naw c�ne parcel . Ne indicated that speed was essenti�l in
GomplPtina t.his pro,ject and that he had c�mpletely worked over
t.he plans which should address ali of the architectural
commission's concerns. He stated that the �ro,iect meets ail
citY requirements.

Request for approval ofi a zoning ordinanc�
arnendment allowing for an altPrnat� member to
the architectural commission.
Mr. Smith exGlained the proposed chanqe to orciinance and indirate�
that staff recommended approval .
Gommissioner powns suagested tha� there be two alternate members,
c�ne that is an archi�ect and one that is from the genera! Public.
Chairman Crites nated that. being a secand alternate would put a
person in a position where h� would be waiting in the wings far a
call . He asked if the alternate wauid attend all meetinas.
Mr , Smith explained that the alternate waufd attend ali stud_v
session�, then if his vote was needed at the meeting t�e wc�uld be
cQunted as a votinq member. He would aiso offer his suggestions in
study session. Ch�airman Crites suggested that the ordinance state
"one or more aiternstes, what ever is necessary".

4uorum at the meetinqs. Mr. Di�z stated that at times therE was "'r"�
diffiiculty but indicated that this has been resalveei by adding two
1aymen. Commissioner Wood thought that having laYmen on the
commission would help when a commissioner h�s a case on the aaenda
which he must abstain from.
Chairman Crites o_pened, the public hearinq and asked if anyane from
the audience wished to speak on this matter. Hearinc� no one the
public hearinq was c_losed.
Chairman Crites indicated that Exhibit A should be amended to reac�
"Archrtectural commission shall consist of one or more alternatps
appointed by city councif ".

Mr. Smitn exp�iained that t.his was ttie first property to reque�t
annexatian infic� the citv and that the tirst steps wc�uld be i:c,
establish the citv's general plan for this prnperty �nd to change
the zoning designation f=rom caunty to citY R- 1-M zoning. He outiined
the findings far appraval and recommended the same.
Cammissioner Wood remembered city counril recommendina surveys be
done in some areas and asked if this was one at those areas, Mr.
Sm9th indicated that this area wa� to be studied �nd that two citv
eounci ] people ha� no objectian to grantinc� one year ta become

Chairman Crites thought that if this �rea was to be � mai�r thor����h-
fare that mavbe it should allow for a bike path syst�m �nd alsa fc�r
landscaped medians.
Mr. Diaz indicated that at the present time there is no �lans f�r a
bike path system in that area. He stated that if the commissic�n
wished to keep that option open. they could add t.hat any tuture
cievelopment wouid require necessary rights of way for bike paths.
Chairman Crites thaught that bike paths and medians shouid not be
�recluded from this are�. He wanted to be sure th�t the applicant
knew that he miqht have to allow for bike paths and landscaped
medians. He asked the applicanfi if he had anY obiections,
�hairman Crites opened the public hearing and aiked if the ap�lic�nt
wished to address the commission.
MR. Ei(78 ROBERTS, stated that he had no obiection to the
recommendation of bike paths and medians in this area and said
that he wauld like to move ahead on this pro_iect. N� indieated
that there might be a problem with Kansas Street which he woufd
be happy to work with the citv to resolve.

B. OUESTIUNS FUR STAFF REGAkDING THE 5MALLWOUCI PROJECT. �
After discussion. it was determined tha� each individual
commissioner would contact Mr. Drell with any concerns ar
questions they might have regarding this project.
IX. ORAL COMMUNICATIONS
MS. PAMELA SMALLWOOD, 71-111 La Paz, Rancho Mirage, spoke regarding
the 23 acre proposed project and indicated that her husband and
herself were available to answer any questions the commissian might
have. Cor�wnissioner Wood cautioned against too many senior projects
in the city.
X. COMMENTS
A. Chairman Crites urged the commissioners to attend the CVAG
meeting to be heid on February 7, 1986.
B. Commissioner Wood mentianed that he wauld be late to the ,joint
planning commission/city council meeting on F�ridaY. Chairman
Crites sugg�sted that Commissioner Wood take the tour on his

own.

�ffires on the lanh of the �r�p�sed v�terinarian cli�ic.
