APPi10'VAL OF M I NUTES: Consideration of March 4, 1986 minutes. Actions Moved by Commissioner Richards, seconded by Commissioner Wood, approving the minutes as submitted. Carried 4-0. V. SUlMIARY OF OOUNCIL ACT10N Mr. D i az s�xm�ar i zed the act i ons of the c i ty counc 1 1 as 1 t affected the cortmissio� from the counc9l meeting of March 13. Cortxnissio� questioned why D 8 D was cailed up. Mr. Oiaz replied that he would give a complete report at the April 1 meeting. YI. CONSENT CALENDAR NONE. r... MINUTES PALM DESERT PIANNING CO�IMISSION MARCH 18. 1986 � VII. PUBL(C HEARINGS A. Case No. HDP 86-1 - GEORGE FOX, Applicant Request for approval of a hillside development pla� implementing conditions of TT 19503-1 and Development Agreement DA-9 for a 29 lot custom home single family subdivisipn located west of the Palm Valley Channel north of the Palm Desert Cortmunity Center. Mr. Orell outlined the salient points of the staff report and indicated concern regarding development of lot #19, turnaround structures at the end of phase l , and drainage. Staff recortmended approval sub,ject to clarification regarding these areas of concern. Chairman Crites o�ened the public testimony and asked the applicant to address the commission. MR. MICHAEL BUCCINO, allevtated staff's concern regarding lot #19 as being part of a larger lot. He indicated that the interior streets were private. MR. GEORGE FOX, owner, addressed thfs issue and stated that due 'r'� to the easements, it seemed that the streets would have to be private. Chairman Crites asked Mr. Gaugush for clarification regarding the streets. Mr. Gaugush replied that the department was stiil in the process of reviewing the plans. Cortmisslon wanted to meke certain that after completion of review by the pubiic works department that all issues of concern would be mitigated. Commission determined that as an added conditio�, the streets would be required to be private streets. MR. SAYLES, engineer, indicated that the road was not designed to carry drainage and noted that storm water wouid be carried under the road to the storm channel to the west. Chalrman Crites questioned the use of two story in that area. Staff indicated that this could be addressed when a plan is submitted for review. 2 � MINUTES PALM DESERT PLANNING OOMMISSION MARCH 18, 1986 Chairman Crites asked if anyone present wished to speak in FAVOR or '"" Of�06ITI0N to the proposed. MR. DON STAGE , 13i3 Sandpiper, asked for and recelved ciarification regarding location and elevation. Chairman Crites closed the public testimony. Commissione� Wood commented on the streets being private and gated. Chalrman Crites asked about the drainage issues and conditions. Mr. Drell replied that it was covered in the present conditions. Comrnission noted that the additional condition would be that all streets remain private. Mr. Fox indicated concurrence. Action: Moved by Commissioner Richards, seconded by Commissioner Wood, adopting the findings as presented by staff. Carried 4-0. Moved by Commissioner Richards, seconded by Wood, adopting Pianning Commission Resolution No. 1127, approving HDP 86-1 , subJect to conditions as amended. Carried 4-0. ... B. Case Nos. PP 86-11 and PMM 86-4 - LEN COR, Applic�t Request for approval of a 19,401 square foot office/warehouse building and a three lot consolidation located in service industrial zoning on the north side of Lennon Place, 250 feet east of Corporate Way. Mr. Joy outlined the salient points of the staff report noting the added landscaped planter and two-way drive. Staff recortmended approval of the pro,�ect. Chairman Crites opened the public testimony and asked the applicant to address the commission. MR. B[LL WARNER, representative, expressed agreement with the staff report, findings and conditions of approval . Chairman Crites asked if anyone present wished to speak in FAVOR or OPPOSITION to the proposed. There being no one, the public testimony was closed. 3 `.r. Moved by Cortmissioner Wood, seconded by Commissioner Erwood, adopting Planning Commission Resolution No. 1128, approving PP 86-11 and PMW 86-4, sub,�ect to conditions. Carried 4-0. V I I 1. M I SCELLMEOUS A. Oiscussio� of rear setbacks and proposed 45' pa�king ess�t for professia►al office lots on west slde of Mo�terey Avenue south of Fred Maring Drive. Mr. Charles Martin, representing owners from Fred Wa�ing Drive to Sonora, gave a presentation lndicating that the 45' easement requirement created a hardship for those property owners and requested some type of action from the cortmission. After discussion commission determined that this would be taken into consfderation when each case was brought the planning cortmission for review. „ � IX. ORAL OOMMUMICATIONS NONE. X. OOMMENTS A. Mr. Diaz stated that he would like a planning cortmissioner to participate on the committee to select a consultant for the civic center 60 acre p)an. Chairman Crites appointed Cortmissioner Richards to that position. 8. Mr. Diaz explained that D b D (Raffles) was called up by council because of Councilmember Benson's concern about the development of this key piece of property. After discussion Mr. Dfaz explained that it was a matter of location rather than any obJection to commission's action. C. Chairman Crites noted that there would be a spectal session of the planning commission in April to evaluate the Negative Declaration of Environmental Impact for the high school access 4 � MI I�l1TES PALM DESERT PLANNING OOMMISSION MARCH 18, 1986 � road. It was determined that the meeting would be held April 8, 1986 at 7:00 p.m. if possible. XI. ADJOURNMENT Moved by Chairman Crites, seconded by Commissio� Erwood, adJourning the meeting. Carried 4-0.
