MR. BOB SMITN, 777 E. Tahquitz Palm Springs, discussed drainage, pad elevation differen�es, and the rel�cation of the tennis courts. Commissinner Richards St3tPC� that the developer should take into account thP privacy of the neighbor when designing the model for lot 76 and the distinct height differenr_es. Mr. Smith responded that he would comply with a condition that lot 76 drain into the street with some type of wall in the back� which co��1 d a 1 so red��ce the pad e 1 evat i on. Mr . King again expressed concern regarding the design of lot 76 facing his windows. MR. STAN KASSOVICK, 71-910 Nighway 111 Rancho Mirage, stated that he did not know the final design of lot 76, but would consult with Mr. King on the design. He also stated that the two additional tennis courts would be located at the south edge and east edge half way through the Kings Point pro,�ect� which was agreed between Lowell Wooden and the seller of the land. � MR. STEVE Sl1LLIVAN, 72-835 PitahaYa, Pxpressed concern with traff i c f low. He felt that scxne other type of development would attract seasonal residents and wo��id have less of a traffic impact. He felt that single family residents would be permanent and would have more driving age children. Mr. Sullivan recommended that more study be done heFore any approval was granted. Chairman Erwood �losed thP public: testimony. Commissioner Richards stated that of 91 single family residences versus Ifi6 �ondominiums, he felt that the single family residences �nd an R-1 zoning was the lowest possible impar_t. Commissioner Whitlock noted that in the letter from Mrs. Beck she �sked about a street that is unnamed. Ms. Sass informed commission that the strPet was private and an emergency acr_Pss only. MARVIN GIBSON, 30822 Palmetto Place, Laguna Nigel , stated � that this was a difficult piece of property to develop. He explained that he took a preliminary site plan to Caltrans and received approval . He indicated that a letter would be coming from Caitrans and asked for approval . Commissioner Richards commented that with the conditions of approval and using the diagram approved by Caltrans, that he had no objections to the project. St.aff indicated that there was no objection to approval of the �onditions as revised. Mr. Gaugush also in�icated that there was no problPm with the site or median islands. He noted that historicaliy the city has turned to Caltrans for approval and if they had no objection, he could see no problem. Mr. Gibson noted rhat the traffic signal would be installed when the road is widened. Chairman Erwood asked if anyone present wished to speak in FAVOR or OPPOSITION to thP proposed. MR. CHARLES MART[N, 40840 Thunderbird, Rancho Mirage, stated th�t he had several concerns. He indicated that there was not enough room for the three and a half foot berm and the eight. foot meandering sidewalk and requested some type of substitution with a hedge. Ms. Sass stated that. the condition could be $ revised to read that parking on Highway ] 11 will be concealed � from view by a 3.5 fo�t herm, a wall , hedge, and/or landscaping to the satisfar_tion of the department of �ommunity development. Mr. Martin also expressed conrPrn with the condition requiring sewers. He asked that he be allowed to work with the Coachella Valley Water District, indicating that installation of sewers would require digging underneath the storm channel . Mr. Gaugush rPvised the condition to read that installation of sewers/septic tanks to serve this project as approved by CVWD and the department �f public works. Commissioner Ric:hards informed public works that they should take into c;onsideration that J.F. Davidson was w�rking on a Highway 111 widening plan. Mr. Martin indicated that J.F. Davidson was also the engineer for the project. Mr. Gaugush indicated that public works r_ondition #18 could be revised to read that the southernmost ingress shall only be allowPd upon approval of Caltra�s a�d that the applicant m��st utilize Pxisting ingress/egress to the north with consideration given to the �ity's FAU widPning project and project design shall incorporate all aspects of sair.f widening project. Mr .
