I. CALL TO ORDER Vice Chairman Richards called the meeting to order at 7:00 p.m. II. PLEDGE OF ALLEGIANCE Commissioner Ladlow led in the pledge of allegiance. III. ROLL CALL Members Present: Jim Richards, Vice Chairman Bob Downs (Arrived after start of meeting) Faith Ladlow Carol Whitlock Members Absent: Richard Erwood Staff Present: Ray Diaz Tim Connor �.,. Dean Lewis Tonya Monroe IV. APPROVAL OF MINUTES: Request for approval of the November 17, 1987 meeting minutes. Action: Moved by Commissioner Ladlow, seconded by Commissioner Whitlock, approving the minutes as submitted. Carried 3-0. V. SUMMARY OF COUNCIL ACTION No city council meeting was held since the last planning commission meeting. VI . CONSENT CALENDAR None. rn. MINUTES PALM DESERT PLANNING COMMISSION NOVEMBER 24, 1987 VII. PUBLIC HEARINGS rr A. Continued Discussion on the North Sphere Specific Plan and Draft Environmental impact Report - CITY OF PALM DESERT, Applicant Request for consideration of the North Sphere Specific Plan and Draft Environmental Impact Report for the area generally located south of Interstate 10, west of Washington Street, north of 42nd and the Whitewater Channel , and east of Monterey Avenue. Mr. Diaz explained that the subcommittee has been meeting every Monday and is approximately half way through the plan. He presented various changes the committee made to the proposed plan by Wallace, Roberts and Todd. Mr. Diaz stated that the committee wanted to identify areas of concern expressed by property owners, commission, and staff (i .e. sphere of influence area and WRT proposed zoning, and noise impacts within 2000 feet of the railroad tracks) . Chairman Richards opened the public testimony and asked if anyone present wished to speak in FAVOR or OPPOSITION to the proposed. MR. F.X. MCDONALD, 1900 E. Ocean Boulevard in Long Beach, noted that the subcommittee spent a lot of time of the plan and felt that more time should be spent on apartment and single family uses. He indicated that WRT had the right idea, but should not have called it dormitory housing and felt that the city should give higher densities closer to the city and lessen them toward Interstate 10. MR. GORDON E . PAULUS, planning consultant, 37-711 Peacock Circle in Rancho Mirage, concurred with Mr. McDonald. He indicated that he represents the owner of 40 acres on the northeast corner of Monterey and Country Club. He felt that higher density in that area would be appropriate. MR. CHARLES MARTIN, 40-090 Thunderbird Lane in Rancho Mirage, stated that he was representing Visa Development, the 320 acre parcel at Gerald Ford, Monterey Avenue and Frank Sinatra. He indicated that a golf course architect had been hired and requested a study session before the commission and indicated that December 15 would be acceptable. Commission concurred with the study session and Commissioner Downs complimented the subcommittee on what they had accomplished. 2 wo MINUTES PALM DESERT PLANNING COMMISSION NOVEMBER 24, 1967 Mr. Diaz suggested a continuance to January 19, 1988, which would be a regular meeting. Vice Chairman Richards concurred. Mr. Diaz stated that if anyone has any questions, to call his office. Action: Moved by Commissioner Downs, seconded by Commissioner Whitlock, continuing this matter to January 19, 1988. Carried 4-0. VIII. MISCELLANEOUS None. IX. ORAL COMMUNICATIONS Mr. F.X. McDonald expressed concern regarding east/west roads. He noted that he was an investor in this area before Bill Bone. He stated that when Chaparral Country Club was built he questioned 42nd Avenue being extended, but they wouldn't put it through. Mr. McDonald felt that Monterey Avenue should not be loaded down with traffic signals, noted that there was controversy with Indian Wells with widening Highway Ill to six lanes, and noted the difficulty of getting from Rancho Mirage to Indio without straight-line streets or other east/west roads. He indicated there are no east/west roads `• from Monterey to Country Club. He recommended extending Hovley Lane and felt that there is a necessity to do it now. X. COMMENTS None. XI. ADJOURNMENT Moved by Commissioner Whitlock, seconded by Commissioner Downs, adjourning the meeting. Carried 4-0. The meeting adjourned at 8:06 p.m. RAMON A.
