N�. Drell explained that when the last amendme,nt was appraved, sane
wr�rding was averlooked in the develognent agreement that should be
deleted to make it consistent. Cannission and staff discussed
in-lieu fees and when these fees would be available for use.
Chairman Erwood opened the public testimony and asked if anyone
present wished to address the c�rmission, in FAWR or OPP06ITION.
There bei.ng no one, the public testimony was closed.

Moved by Commissioner Ladlaw, seconded by Catmissianer Whitlock,
adopting the findings as presented by staff. Carried 3-1

of environmental impact and conditional use

Alessaridro Drive.
Mr. Drell outlined the salient points of the staff report and felt
the proposal was consistent with city goals and re��ded approval.
Commissioner Whitlock questioned the viability of narrowing
Alessandro and the i�leme�ztation of the plan. Mr. Drell explained
that most people expressed appraval of the plan and it w�uld be
c�cnpleted a block at a time.

to address the ccmnission.
MR. RICK HOLDEN, 44-267 Monterey, stated he was present to
answer any questions and clarified that they were rx�t asking
for or getting any additional land by the narrowing of
,r, Alessandro, but would be allawed to build closer to their awn
property line.

OPPOSITION to the proposed. There being r� one, the public testimarYy

Caimissioner Richards stated that he was in fawr of the proposal

Request for approval to constxuct a 1,117 square
foot addition to an existing building at 74-280
Highway 111.
Ms. Sass outlined the salient points of the staff report and reviewed
the architectural commission concerns regarding parking lot
circulation. Staff recannexided approval with the conditions as
listed.
Carinissioner Richards asked about use of the parkirx� lot and Ms.
Sass indicated that when she was by there it was appro�mately half
full. Catmissioner Richards felt that the parking lot count sYx�uld
have bee.n taken on several different occasions.
Chairman Erwood o ened the public testimony and asked if the
applicant wished to address the oam�ission.
MR. RICHARD OLIPHANr, 77-900 Avenue of the State in Palm
Desert, reviewed the histoiy of the building. He disagreed
with the staff report regardirig the alley and traffic and stated
that he would rather have extra parking spaces then a second
access. He indicated that the garbage containers are at the '■�'
end of the lot and felt there was plenty of roan for the tivcks
to turn around in. He expressed agreement with the conditions.
Carmissioner Ladlaw asked Mr. OlipYiant who wide the ex.isting access
is and he replied that 24 feet and indicated that the alley goes
straight through fran Alessandro. Ccmnissioner Whitlock asked if
this w�uld create a new office or expansion of an existing one. N�.
Oliphant indicated that it would be a new office, but felt it would
appear to be part of the original buildirx�.

OPPOSITIaN to the prop�sed.
Nh2. SAI�IDY HAUM, 45-800 Deep Canyon Road, stated that he has
witnessed several instances of near accidents, sane ir7vr�lving
pedestrians. He felt that ar�other thirx3 to con.sider is the
people parking on the frontage road and access to a rear door.
He indicated that he was not connected with this pro�ect and
was speaking as a concerned citizen.

V Cannissioner Richards asked for a clarification on staff's oa�nt
regardirx� the number of parking spaces. Mr. Diaz explained that
dead-end parking stalls are unique to the Coachella Valley and
expressed safety coricerns. Catmissioner Richards felt that some
leeway was needed to allaw staff ar� the applicant to resolve this
issue. Mr. Diaz irx3icated that if agreement canr�t be reached, the
matter will be brought back to the cor�Lission for a decision.
Cha.irmari ���od reiterated that oondition numher 5 under oonmunity
develognent w�uld be ames�ded to read that issue of a seoond driveway
shall be oontingent upon agreemexit between the applicant and staff,
or by further plaruzing oamiissian action.

of Tract 15001-1, Desert Falls Country Club at
the riortheast corner of Cook Street and Countxy
Club Drive.
Ms. Sass outlined the salient points of the staff report and added a
condition of approval that if any problem develops regarding
oonditions of approval, coru3itions of the precise plan prevail wer
conditions for TT 23151. Staff recamiended. approval of the tract
map.
Cnairman Erti�od opened the public hearing and asked if the applicant

MS. AUDRY KEITI-II.,ER, property manager for Desert Falls Hcn�mers
Association, received clarification regarding the tract ntanber
and informed commission that the association will not meet
until January 22 to discuss Mr. Temple's request for lot F and
the continuation of Desert Falls Drive to be turned over to

him. She requested that this matter be continued until after
the Y�wners associatian meeting.
Camu.ssioner Richards requested clarification regarcling the streets.
Mr. Gaugush indicated that with interest being held by the
association, the tentative map can be appraved, but a final map can
not be made without the association cor�.sent.
Staff rec�nended that the matter be continued to the meetim� of
FebruaYy 16. Cam�issian ooncurred.

A. Bob Mayer property - northeast corner of Nb�terey Avenue and
CountYy Club Drive.
Mr. Diaz explained that this it�n should have been scheduled as a
study session item, but was inadvertently r�ot scheduled, so the
item was placed on the agenda. "'r
Nfft. OORDON PAULUS, 37-711 Peacock Circle in RancYn Mirage, described
the project they w�ould like to build on the northeast corner of
Nbnterey Avenue and Country Club Drive. Mr. Jerry Dicker and Ntr.
Bob Mayer also addressed the ocamission with input an the project.
Cnairman E.Y��od questioned tw� story units being placed next to a
mobile hane park. Catmissioner Richards noted that when dealing with
• mixed-use develo�xnents, the city would like to see the sirigle family
units and canr�rcial area oonstYucted sitnultaneou.sly, but felt this
proposal was �too intensive a use and much more th�z what the city
has been looking for in the north sphere.
The applicant indicated that he would like to w�rk with staff; and
ccnmission suggested that he talk to local business associations.
