Action:
Moved by Commissioner powns, seconded by Commissioner Ladlaw,
appraving the minutes as submitted. Carried 5-0.

� Request for a one year time extension for a
project located at the northeast corner of
Highway 111 and Deep Cany�n Road.
Mr. Diaz explained that staff would like to oonditian the extension
to include a reimbursemerit agreen�ent for furids the city will expeaxi
on the Deep Canyon/Highway 111 realignment and acquire the
right-of-way. He ryoted that this was a coridi.tion of appraval to
contribute funds when the project develops, but indicated that the
city wishes to proceed on the realigr�nent.
N�t. SAI�IDY B�AUM, 45-800 Deep Cany�on, addressed the catmission and
explained that financing had fallen through and they were in the
process of getting financ.ing that sh�uld go through on April 15. He
also indicated that the propc�xty was still in escrow and it might be
difficult to obtain the present awner's agreem�nt.
Mr. Diaz stated that the precise plan appraval n� with the land
and recamiended that this matter be continued to Marr�h 15 and the
applicant will krxxa if he has the property and at that t�me the �
oarrnission can decide whether or ryot to app�ve the time extension.

Moved by Commissioner powns, seconded by Corcmissioner Richards,

A. Case No. TT 23148 - SF�CO Il1C., Applicant
Request for appraval of a 15 lot residential
subdivision located on the west side of Edgehill
Drive sout�h of Pitahaya.
Mr. Joy outlined the salient points of the staff report. He
;n�;cated that a letter was received by N�. George Fox requesting
that appraval be withheld until water rights have bee.n acquired fran
Lawell Wooden. Staff reccnr�nded approval of the project.
Commissioner Richards expressed concern regarding single family
h�mes backing onto the channel and the channel's ability to withstand

`� a 200-300 year stonn, citing previous problems with the channel. He
was also cancenzed about the city being held harmless against
potential problems that might occur. He also asked staff if a GUWD
sezvice road w�uld be part of their right-of-way. N�. Jay replied
that a 12 foot service road is part of the right-of-way and is not on
the private property. Staff felt that the six foot wall would
pravide sane protection.
Chairman Erwood opened the public testimony and asked if the
applicant wished to address the oamiission.
NIl�. BILL MURRAY, engineer, 49-630 Paradise Street in Nbrongo
Valley, informed cannission that he was irYvolved in the creation
of the channel. He stated that he would be glad to pravide the
camussion with a diagram showing the service road being
approximately 20 feet wide. He also felt that information
oould be produced from city files that wr�uld alleviate ooncerns.
He indicated that they use standarri practices and take all
safety precautions and explained the process of soil reports
and soil reconstruction. He felt sanething could be wc�rked out
with public works for possible pad height adjustmP.nt, also. He
indicated that he wr�uld be praviding the city with a project
that would benefit the camnuiity.

Catmissioner Richard.s rx�ted that on the letter sutxnitted frcm GVWD
any questions could be addressed by a N�-. Bob Meleg. He asked that
the applicant contact Mr. Meleg to cane to the next meeting or
supply a statement that would assure the commission that an
occurrence of a 100-200 year flood would not negatively irrtpact hcmes
back:ing onto the ch��u�nel.
Cannissioner Daar�s questioned haw wide the service mad would be,
haw far back from the road the hcmes would be, more infonnation on
the block wall, and how they plan to keep chi.ldren out of the
channel. N�. Murray stated that along their property line is a six
foot block wall; betwee.n block wall and the service road will be a
chain l.ink fence (being constructed naw); and he recalled the service
road being 20 feet. Catmissioner Dawns asked haw far the house pads
were fran the channel. N�. Nhuzay stated that he w�uld prepare a
drawing stxxaing the distance.
Mr. Murray stated that they accept the conditions of approval, but
questioned the need for sidewalks under public w�rks condition #5.
He felt that landscaping would be of more benefit to the camnuzi.ty
and sidewalk wr�uld be inconsistent with the neighbortx�od. Staff

explained that this is coiuzcil policy and if the tentative tract is
appraved, the applicant could appeal this to the council.
Chaizman Es�,x�od asked if anyone present wished to speak in FAVOR of
the project.
Nfft. C�iARLES LE'ITEftMAN, 3250 Wilshire Boulevar�d in Los Angeles,
stated that he appreciated the concerns expressed. He stated
that on behalf o£ the developer, they have txied to make the
project as beneficial as possible and that with the developmerit
of the property with the six foot wall addresses the safety
factor mentioned by Catmissioner Dawns. He felt that this
development would be an asset to the city and hoped that
G�7WU would make a stand upholciing their letter.
Mr. Diaz suggested a continuance to February 16. N�. Lederman
ooncurred.

NIlZ. DEAN SHOII�N, 72-495 Pitahaya, expressed oo�nr,ern regarding
flood.irig and indicated that in 1981 when water hit this area,
it hit at a 90 degree angle and came canpletely wer the wall. �1D
He stated that if he had a har�e there, he would be concenled.

able to attend the meeting and requested a continuance.

rer,ent program changes deletirig two L.A. stations: KFAC (classical)
and HICQO (jazz). Mr. Diaz indicated that he wo�.ild ask Ntr. Ortega to
aontact them. CaTmissioner Richards stated that he did not feel
r„ these stations �nterfered with local stations' proyraRmirig.
N�. Diaz iiuiicated that there will be a planning commissioners'
conference in March and that he w�uld have more informatian at the
next meetirig.
