Consideration of the July 3, 1990 meeting minutes.
Action:
Moved by Commission Downs, seconded by Chairperson Whitlock,
approving the July 3, 1990 meeting minutes as submitted. Carried 2-
0-2 (Ccnmissicners Erwood and Jonathan abstained).
V. SUMMARY OF OOZIINCIL ACTION
Mr. Drell noted there had not been a council meeting since the last
planning commission meeting.

VII. PUBLIC HEARINGS
A. C mU used Case Nos. TT 25296 and C/Z 89-16 - BIGHCRN VRMAUS,
Applicant
Request for approval of a master tentative map
subdividing 362 acres into a 484 unit country
club, a first phase of 108 units on 35 acres, a
change of zone for 25 acres of drainageway from
O. S . to PR-5 and H. P . R. , and focused
environmental impact report, located southeast of
Portola Avenue and Highway 74.
Staff reviewed the alternatives discussed on the planning commission
field trip and noted that the applicant had prepared an additional
option 3 and 4 based on concerns raised of the field trip. After a
brief discussion on the effects of the proposed options, Mr. Joy
stated that staff was recommending option 3.
Chairperson Whitlock noted that the public testimony of the public
hearing had been closed and asked for commission's comments.
Commissioner Erwood indicated that he was originally in favor of the
more conservative alternative 2, but after reviewing the alternatives
and the potential impacts on the adjacent properties, he was in favor
of the proposed option 3 plan as being the most appropriate.
Commissioner Downs concurred. Commissioner Jonathan also spoke in
noting that the wash/smoketrees were largely man created
and did not require as much protection; the inability to find
evidence of the Desert Tortoise on the site other than one small
shell fragment; and the minimal impact on the bighorn sheep in pens
and non-existent impact on free-roaming wild bighorn sheep.
Action:
Moved 'by Commissioner Downs, seconded by Commissioner Erwood,
approving the findings as presented by staff. Carried 3-0-1
(Chairperson Whitlock abstained).
Moved by Commissioner Downs, seconded by Commissioner Erwood,
adopting Planning Commission Resolution No. 1456, recommending to
city council certification of the EIR as amended and endorsing
Alternative #6 as amended by Option #3 and approval of TT 25296 and
C/Z 89-16. Carried 3-0-1 (Chairperson Whitlock abstained).

B. Case Nos. C/Z 90-8, PP 90-14 - MICENEG H"E, Applicant
Request for approval of a Negative Declaration of
Environmental Impact, change of zone fran R-1
(12,000) to O.P. and a precise plan for an 8600
square foot office complex, parking lot and
greenbelt buffer on two lots extending from
Monterey Avenue to Acacia Drive, 120 feet south
of Park View Drive.
Mr. Drell outlined the salient points of the staff report and
recommended approval. He noted that the applicant was unable to
attend the meeting and if commission had any concerns, he would
prefer a continuance to the next meeting.
Chairperson Whitlock opened the public testimony and asked if anyone
present wished to speak in FAVM or CPP06ITION to the proposal.
There was no one and the public testimony was closed.
Ccnrdssicner Jonathan felt it was a good project and met the
requirements. Commissioner Dawns indicated that he was willing to
vote in favor of the project without the applicant being present only
because of Mr. Hamme's excellent work record.

Moved by Commissioner Jonathan, seconded by Commissioner Downs,
approving the findings as submitted by staff. Carried 4-0.
Moved by Commissioner Jonathan, seconded by Commissioner Downs,
adopting Planning Commission Resolution No. 1457, recommending
approval of C/Z 90-8 and PP 90-14 to city council, subject to
conditions. Carried 4-0.
C. Case No. PP 90--15 - GMZALA MMDOZA, Applicant
Request for approval of a 6,500 square foot pool
supply warehouse northwest of Beacon Hill and
Mediterranean.
Mr. Joy outlined the salient points of the staff report and
recommended approval.
Commissioner Whitlock expressed concern regarding the location of the
driveway/garage doors and potential traffic impacts caused by
deliveries. Commission and staff discussed possible alternatives and

it was determined that the proposed location was the most acceptable.
Cammission and staff also discussed having the gate a solid material
and extending the 17' high wall to help screen the loading area.
Chairperson Whitlock opened the public testimony and asked if the
applicant wished to address the commission.
MR. JAMES FE'PRIDGE, architect, stated that they would be willing
to make the gate solid and work with staff on the extension of
the wall.
Chaim Whitlock asked if anyone else wished to speak in FAVOR or
OPPOSITION to the proposal. There being no one, the public testimony
was closed.
Commission felt the project was acceptable with the two items
discussed added as conditions.
Action:
Moved by Commissioner Downs, seconded by Commissioner Erwood,
approving the findings as submitted by staff. Carried 4-0.
Moved by Commissioner Downs, seconded by Commissioner Erwood,
adapting Planning Commission Resolution No. 1458, approving PP 90-
15, subject to conditions as amended. Carried 4-0.
VIII. MISCELLANEOUS
Mr. Diaz asked that commission add an informational item to the
agenda. CcRmissicn, by minute motion, concurred. Mr. Diaz presented
a site plan and elevations for a two-building office complex that
would be part of the civic center master plan. Cammissicn felt the
plan was acceptable and consistent with the adopted civic center
master plan.
Action:
Moved by Commissioner Jonathan, seconded by Commissioner Dawns, by
minute motion determined that the proposed office complex plan was
acceptable as presented by staff. Carried 4-0.

IX. ORAL COMMUNICATIONS
MR. KENTT ROBERTS expressed his disappointment that the camu.ssion did
not place more restrictive conditions on their approval of the
Bighorn Ventures development.
MR. MARVIN BURNS stated that the record spoke for itself.
X. CU44ENPS
Commissioner Downs felt that at future meetings when a lot of
citizens were present to speak, they should be allowed to speak in a
timely manner and perhaps commission should adhere to the five minute
per person limit. He noted that when there were a lot of
representatives from the applicant speaking, it took a long time
before citizens were able to address the commission. Commissioner
Erwood did not feel that the public input should be restricted.
Ccmuissicner Downs suggested that perhaps citizens could be allowed
to speak in a more timely manner for those who have early morning
jobs.

ADJOURNMENT
Moved by Commissioner Downs, seconded by Commissioner Erwood,
adjourning the meeting. The meeting was adjourned at 8:08 p.m.
