CALL TO ORDER Vice Chairperson Richards called the meeting to order at 7:00 p.m. II. PLEDGE OF ALLEGIANCE Commissioner Downs led in the pledge of allegiance. III. ROLL CALL Members Present: Jim Richards, Vice Chairperson Bob Downs Sabby Jonathan Members Absent: Carol Whitlock, Chairperson Staff Present: Ray Diaz Joe Gaugush Kandy Allen Tonya Monroe Phil Joy IV. APPROVAL OF MINUTES: Consideration of the September 17, 1991 meeting minutes. rrr Action• Moved by Commissioner Downs, Seconded by Vice Chairperson Richards, approving the September 17, 1991 meeting minutes as submitted. Carried 2-0-1 (Commissioner Jonathan abstained) . V. SUMMARY OF COUNCIL ACTION Mr. Diaz summarized pertinent September 26 city council actions. VI. CONSENT CALENDAR A. Case No. PP 90-12 - BILL WILSON, Applicant Request for approval of a first one-year time extension for an 8, 619 square foot industrial/showroom building at the northeast corner of Boardwalk and Mediterranean. MINUTES PALM DESERT PLANNING COMMISSION OCTOBER 1, 1991 Action: Moved by Commissioner Downs, seconded by Commissioner Jonathan, adopting the consent calendar by minute motion. NOW Carried 3-0. VII. PUBLIC HEARINGS A. Case No. TT 27228 - WESTINGHOUSE DESERT COMMUNITIES, INC. , Applicants Request for approval of a 41 lot single family subdivision within Bighorn Golf Club, located southwest of Highway 74 and Cahuilla Way. Mr. Joy outlined the salient points of the staff report and indicated that the project was proceeding as described in the development agreement with Bella Vista. Staff recommended approval. Vice Chairperson Richards stated that he had been approached by two homeowners in this development about the narrowness of the roadways. Mr. Gaugush indicated that the roadway width was agreed upon by the city and developer and he felt the width was adequate to accommodate normal traffic situations. +. Upon questioning by Commissioner Jonathan, Mr. Joy explained the location of the cul-de-sac and easement. Mr. Gaugush indicated that there was a 45 foot turn radius and felt the length of the cul-de-sac was not excessive. Vice Chairperson Richards opened the public testimony and asked if the applicant would address the commission. MR. CARL CARDINALLI, 73-101 Highway 111 in Palm Desert, informed commission that they have very strict guidelines in the CC&R' s that prohibited on-street parking for any reason. He felt sufficient off-street parking was allowed. Vice Chairperson Richards felt there would be a problem for gardener' s trucks and trailers and guest parking because of the narrowness of the streets and advised Mr. Cardinalli that two of the homeowners had contacted him to go and look at the street situation. He also suggested that Mr. Cardinalli take a look at other developments that had existing narrow streets. 2 MINUTES PALM DESERT PLANNING COMMISSION OCTOBER 1, 1991 Mr. Cardinalli informed commission that the street width had been an item of discussion and he showed several areas on the wall map where additional quest parking could be provided in the event that it was needed. He also indicated that their development was landscaped with a plant palette of desert vegetation, which he felt would provide minimal debris. Commissioner Jonathan asked about parking accommodations for guests and/or parties. Mr. Cardinalli stated that they were very service oriented and would have a concierge, and would also provide valet service with plenty of parking at the club house lot. Vice Chairperson Richards asked if anyone present wished to speak in FAVOR or OPPOSITION to the proposal . There was no one and the public testimony was closed. Commissioner Jonathan concurred with Vice Chairperson Richards ' comments, but felt that it was a case where individual buyers would have to decide if that was acceptable to them. Action: Moved by Commissioner Jonathan, seconded by Commissioner Downs, adopting the findings as presented by staff. Carried 3-0. Moved by Commissioner Jonathan, seconded by Commissioner Downs, adopting Planning Commission Resolution No. 1538, approving TT 27228, subject to conditions. Carried 3-0. VIII. MISCELLANEOUS None. IX.
