COUNCIL CHAMBER 73-510 FRED WARING DRIVE, PALM DESERT, CA 92260 I. CALL TO ORDER Chair Ken Stendell called the meeting to order at 6:00 p.m. II. ROLL CALL Present: Commissioner Sonia Campbell Commissioner Nancy DeLuna Commissioner Joseph Pradetto Vice Chair John Greenwood Chair Ken Stendell Staff Present: Jill Tremblay, City Attorney Lauri Aylaian, Director of Community Development Tony Bagato, Principal Planner Kevin Swartz, Associate Planner Christina Canales, Assistant Engineer Monica O'Reilly, Administrative Secretary III. PLEDGE OF ALLEGIANCE Commissioner Joseph Pradetto led the Pledge of Allegiance. IV. SUMMARY OF COUNCIL ACTION Ms. Lauri Aylaian, Director of Community Development, summarized pertinent June 18 and July 9, 2015, City Council actions. V. ORAL COMMUNICATIONS None MINUTES PALM DESERT PLANNING COMMISSION AUGUST 4, 2015 VI. CONSENT CALENDAR A. MINUTES of the Planning Commission meeting of June 16, 2015. Rec.- By Minute Motion, approve as presented. B. REQUEST FOR CONSIDERATION of a Parcel Map Waiver at 44-870 Cabrillo Avenue (APNs 625-083-001 & 625-065-003). Case No. PMW 15-130 (Douglas W. Kopp, Palm Desert, California, Applicant) Rec: By Minute Motion, approve a Parcel Map Waiver, Case No. PMW 15- 130. Upon a motion by Commissioner Campbell, second by Commissioner Pradetto, and a 5-0 vote of the Planning Commission (AYES: Campbell, DeLuna, Greenwood, Pradetto, and Stendell; NOES: None; ABSENT: None; ABSTAIN: None), the Consent Calendar was approved as presented. VII. CONSENT ITEMS HELD OVER None VIII. NEW BUSINESS None IX. PUBLIC HEARINGS A. REQUEST FOR CONSIDERATION of a Notice of Exemption in accordance with the California Environmental Quality Act, and approval of a Tentative Parcel Map to subdivide a 4.53-acre parcel into two (1.74-acre and 2.79-acre) parcels within the Service Industrial Zone. Case No. TPM 36961 (Marlorkand, LLC, Indio, California, Applicant). Mr. Kevin Swartz, Associate Planner, presented the staff report and recommended approval (staff report is available at www.cityofpalmdesert.org). He noted a notice was advertised, and staff did not receive comments from surrounding property owners. He offered to answer any questions. Commissioner DeLuna clarified that Parcel 1 would be 2.79 acres, and not 2.75 as mentioned in the oral report. Mr. Swartz apologized and said it is 2.79 acres. Commissioner DeLuna inquired if the parcel the applicant is purchasing is not contiguous or adjacent to the existing Barkingham Palace. Mr. Swartz said that is correct. Chair Stendell declared the public hearing open and invited any public testimony IN FAVOR or OPPOSITION. With no testimony offered, Chair Stendell declared the public hearing closed. Commissioner Greenwood moved, by Minute Motion, approving a Notice of Exemption in accordance with the California Environmental Quality Act, and approval of a Tentative Parcel Map to subdivide a 4.53-acre parcel into two (1 .74-acre and 2.79- acre) parcels within the Service Industrial Zone. Motion was seconded by Commissioner Pradetto and carried by a 5-0 vote (AYES: Campbell, DeLuna, Greenwood, Pradetto, and Stendell; NOES: None; ABSENT: None; ABSTAIN: None). Commissioner Greenwood moved, by Minute Motion, to waive further reading and adopt Resolution No. 2652, approving a Notice of Exemption and Tentative Parcel Map 36961 , subject to conditions. Motion was seconded by Commissioner Pradetto and carried by a 5-0 vote (AYES: Campbell, DeLuna, Greenwood, Pradetto, and Stendell; NOES: None; ABSENT: None; ABSTAIN: None). B. REQUEST FOR CONSIDERATION to adopt a Notice of Exemption in accordance with the California Environmental Quality Act, and a new 20,559- square-foot memory care facility consisting of 62 beds located at 73-825 Larrea Street. Case Nos. PP/CUP 15-128 (Larrea Partners, LLC, Rancho Mirage, California, Applicant). Mr. Swartz recommended the Planning Commission continue this case to a date uncertain. He explained the applicant is in the process of submitting a Water Quality Management Plan. Commissioner Pradetto moved, by Minute Motion, approving staff's recommendation to continue Case No. PP/CUP 15-128 to a date uncertain. Motion was seconded by Commissioner Campbell and carried by a 5-0 vote (AYES: Campbell, DeLuna, Greenwood, Pradetto, and Stendell; NOES: None; ABSENT: None; ABSTAIN: None). X. ART IN PUBLIC PLACES None B. PARKS & RECREATION None C. GENERAL PLAN UPDATE TECHNICAL WORKING GROUP Ms. Aylaian stated there would be a presentation of the work to date on the General Plan update, and a public scoping meeting for the associated Environmental Impact Report, at the next Planning Commission meeting scheduled for August 18. Commissioner DeLuna asked if the consultant would be part of the presentation. Ms. Aylaian replied yes. XII. COMMENTS None XIII.
