A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF PALM DESERT, CALIFORNIA SETTING FORTH ITS FINDINGS
AND RECOMMENDING TO THE REDEVELOPMENT AGENCY, APPROVAL
OF A PRELIMINARY PLAN FOR THE REDEVELOPMENT OF A PROJECT
AREA NO. 1 IN THE CITY OF PALM DESERT.
WHEREAS, the Planning Commission of the City of Palm
Desert, did receive a Preliminary Plan for the redevelopment of
Project Area No. 1, and;
WHEREAS, the Planning Commission did take into consideration
the Preliminary Plan at a regularly schedule meeting on
February 18, 1975, and;
WHEREAS, the Planning Commission did find that the subject
Preliminary Plan does comply with the adopted Palm Desert General
Plan, and;
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission
of the City of Palm Desert as follows:
(1) That the above recitations are true and correct
and constitute the findings of the Commission in this case;
(2) That the Preliminary Plan for the redevelopment of
Project Area No. 1 in the City of Palm Desert, a copy of which
is attached hereto as Exhibit "A" and incorporated by references
herein, be and the same is hereby approved and adopted by the
Commission;
(3) That it does hereby recommend approval to the
Redevelopment Agency of the City of Palm Desert.
PASSED, APPROVED, AND ADOPTED at a regular meeting of
the Palm Desert Planning Commission held on February 18, 1975,
by the following vote, to wit:

PART I: BOUNDARIES OF THE PROJECT
The Project Area includes approximately 580 acres and the boundaries of
the City's Redevelopment Project Area No. 1 are as shown in Exhibit A.
Exhibit B is a legal description of the Project Area.
PART II: GENERAL STATEMENT REGARDING LAND USES, PRINCIPAL STREETS,
POPULATION DENSITY, BUILDING INTENSITY AND STANDARDS
General Statement of Proposed Land Uses
As a basis for the redevelopment of the Project Area, it is proposed that
in general, the land uses in the Project Area shall be as indicated in
Exhibit C.
Land uses in the Preliminary Plan include the following:
1. Single family residences at one to three dwelling units to the
net acre
2. Cluster housing, apartments and condominiums at five to seven
dwelling units to the net acre
3. Core area commercial uses which include but are not limited to:
retail uses, professional offices, service commercial uses,
entertainment facilities, hotels, and restaurants
4. Regional commercial which may include mini or subregional and
community commercial complexes
5. Public facilities interspersed with other land uses
General Statement of the Proposed Layout of Principal Streets
As a basis for redevelopment of the Project Area, it is proposed that, in
general, the layout of the principal streets shall be as shown in Exhibit C.
The principal streets within the Project Area include:
- Highway 111
- El Paseo
- Alessandro
- San Pablo
- Portola
Deep Canyon Road
- Frontage Street - north of Highway 111
- Frontage Street - south of Highway 111
Within the Project Area, selected streets and alleys may be widened, altered,
abandoned, realigned or closed and additional rights -of -way for public streets
may be created as needed.
General Statement of Proposed Population Densities
Proposed density ranges for residential development within the Project Area
include:

General Statement of Proposed Building Intensities
As a basis for redevelopment of the Project Area, it is proposed that, in
general, the building intensity be controlled by limits on:
1. The percentage of ground area covered by buildings (land coverage);
2. The ratio of the total floor area for all stores of the buildings
to the area of the building sites (floor area ratio);
3. The heights of structures; and
4. The ratio of parking spaces to be required.
Land coverage, size, and location of buildable areas and heights of structures
shall be adequate to provide light, air, and circulation. in all portions of
the Project Area.
General Statement of Proposed Building Standards
As a basis for redevelopment of the Project Area, it is proposed that, in
general, the building intensity be controlled by the restrictions outlined within
the Zoning Ordinance. Within the Project Area additional limits, however, for
the following may be imposed:
1. Building setback requirements exceeding the City's Zoning Ordinance;
2. Landscaping requirements;
3. Screening of open storage; and
4. Signing and graphic standards.
PART III. ATTAINMENT OF THE PURPOSES OF THE CALIFORNIA COMMUNITY
REDEVELOPMENT LAW
The purposes of the California Community Redevelopment Law would be attained
in that the proposed development will promote the public health, safety and
welfare. Specifically, the Preliminary Plan proposes to remedy the follow-
ing conditions within the Project Area:

1. Existence of cots which are subject to being submerged by water;
2. Existence of lots of inadequate size for proper usefulness and
development;
3. Existence of inadequate streets causing congestion and accident
hazards;
4. Faulty interior arr?ngement and exterior spacing;
5. Inadequate parking facilities;
6. Mixed character and shifting of uses; and
7. A lack of proper utilization of areas, resulting in a stagnant
and unproductive condition of land potentially useful.
It should be noted that not all improvements and land within the Project
Area are detrimental and injurious to the Project Area. The Project Area
includes lands that are not injurious, but whose inclusion is found neces-
sary for the effective redevelopment of the entire Project. In cases
where land and improvements are not detrimental to the Project Area, the
Preliminary Plan proposes that, as feasible, the existing uses, improvements
and land be incorporated into the Preliminary Plan.
CONFORMANCE TO THE CITY'S GENERAL PLAN
The proposals within the Preliminary Plan conform to the policy recommenda-
tions and land use proposals of the City's General Plan. Redevelopment
of the Project Area represents one of the actions which the City and Agency
are undertaking to implement the General Plan.
PART V: IMPACT OF THE PROJECT ON AREA RESIDENTS AND THE SURROUNDING
NEIGHBORHOODS
Generally, it is anticipated that the impact on residents of the Project Area
will have t:he following positive imvactsr
1. Elimination of flooding problems due to inadequate drainage.
2. The improvement of traffic circulation in the general area.
3. The provision of parking areas which are adequate and easily accessible.
4. Development of a well integrated land use pattern with an elimination
of incompatible uses.
5. Development of parcels which presently cannot be developed by private
means.

Project activities may involve some negative impacts. These include the
following:
1. Residents may be temporarily inconvenienced by the impact of
construction.
2. Some residents may be required to relocate, with Agency assistance,
due to private or public acquisition of sites for new development
or public facilities.
It is anticipated that the impact on the surrounding neighborhoods after
completion of the project will include:
1. The correction of factors injurious to the environment of the
surrounding area;
2. The improvement of the development pattern in the Project Area to
provide a more aesthetically pleasing Commercial Core Area.
