A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM
DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND APPROVING A PLOT
PLAN TO ALLOW THE DEVELOPMENT OF AN 8100 SQUARE FOOT BANK ON
PROPERTY GENERALLY LOCATED AT THE SOUTHWEST CORNER OF EL PASEO
AND PORTOLA. CASE NO. 13C.
WHEREAS, the Planning Commission of the City of Palm Desert did receive
a verified application from SECURITY PACIFIC NATIONAL BANK requesting approval
of a Plot Plan on property located in the C-P-S Zone, and situated on the south
side of El Paseo between Portola and Prickly Pear Lane to allow for the develop-
ment of an 8100 square foot commercial Bank; the property being more particularly
described as:
Lots 1 & 2, Block "T", Palm Desert. MB 21/50-54
WHEREAS, said application has complied with the requirements of the
"City of Palm Desert Environmental Quality Procedure Resolution Number 74-14", in
that the project is exempt as a ministerial act.
WHEREAS, on June 16, 1975 the Planning Commission did consider this
request for Plot Plan Approval; and
WHEREAS, at that time, upon receiving and considering the testimony
and arguments, if any, of all persons who desired to be heard, said commission
did find the following facts and reasons to exist to approve the Plot Plan:
1. That the proposed development conforms to any legally adopted
development standards.
2. That the design and location of the proposed development and its
relationship to neighboring existing or proposed developments and traffic is
such that it will not impair the desirability of investment or occupation in the
neighborhood; and that it will not unreasonably interfere with the use and
enjoyment of neighboring existing or proposed developments, and that it will
not create traffic hazards or congestion.
3. That the design and location of the proposed development is in
keeping with the character of the surrounding neighborhood and is not detrimental
to the harmonious, orderly, and attractive development contemplated by this
Ordinance and General Plan of the City.

4. That the design and location of the proposed development would
provide a desirable environment for its occupants, as well as for its neighbors
and that it is aesthetically of good composition, materials, textures and colors.
5. The proposed use must conform to all the requirements of the zone
in which it is located and all other applicable requirements.
6. The overall development of the land shall be designed to ensure
the protection of the public health, safety, and general welfare.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert as follows:
1. That the above recitations are true and correct and constitute the
findings of the Commission in this case.
2. That it does hereby approve Plot Plan 13C, subject to the attached
conditions of approval.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning
Commission of the City of Palm Desert held on June 16, 1975 by the following

CASE #13C
1. The development of this project shall conform substantially to all develop-
ment plans submitted in behalf of this case and as revised according to
Planning Commission action. Any minor changes require approval by the
Director of Environmental Services. Any substantial change requires approval
by the Planning Commission.
2. All requirements of any law, ordinance, or regulation of the State, City and
other applicable government entity shall be complied with as part of the
development process.
3. This approval is applicable, subject to the development of this project com-
mencing within one year from approval date and being promptly completed.
4. Any roof mounted, exhaust or air conditioning equipment shall be fully con-
cealed from view from any public right of ways and adjoining properties by
means of architecturally integrated means; and approved by the Director of
Environmental Services.
5. All utility lines shall be placed underground; and hook up to the sewer is
mandatory.
6. Curb, gutter, and tie in paving shall be required along Portola, Prickly
Pear Lane and Larrea. Curb, gutter, sidewalk or approved pathways, curb
cuts, and tie in paving shall be provided in conformance with Riverside
County Standards. There will be 14' of dedication along Portola, with
curbs, gutters and sidewalks along Portola at County Standard "B". All
other curb and gutter required along Larrea and Prickly Pear Lane shall
be at County Standard "A". There shall be a 10' sidwalk with planters at
40' on center, along El Paseo, Portola, and the northerly i of Prickly
Pear Lane.
7. At each of the 4 corners, the curbs will have the County Standard Handicap
ramp.
8. There shall be a spandile and concrete cross gutter at Larrea and Portola.
9. All tie in paving will be done by the developer.
10. A 24' wide temporary driveway from Larrea shall be at least 130' from the
corner of Portola.
11. Developer to limit access along Portola to one exit only, 33' wide for the
drive up windows.
12. Developer to bear the cost of moving all signs within right of way and moving
fire hydrant at the corner of El Paseo and Portola.
13. Developer shall install painted merging arrows and a redesign of the exit
driveway on Portola in a manner acceptable to the Director of Environmental
Services to start the vehicles turning right as soon as possible.
14. Landscaping shall be installed at 10' along Portola, Prickly Pear Lane and
El Paseo as per plan. All landscaping to be irrigated and street trees to
have base lighting.
15. 15% of the parking area is to be landscaped
16. All landscaping to be installed as not to obstruct traffic vision.
17. The 10' easement through the center of the property shall be landscaped.
18. A non combustible trash storage area shall be provided. It shall be
completely enclosed with a metal screen door and have interior dimensions
of 10' x 6'.

19. The parking area and premises shall be lighted and approved by the Department
of Environmental Services.
20. Signage:
a) Delete free standing ground sign and allow a monument sign on Portola
not exceeding 8' in height with a slump block base similar to the
material used on the building.
b) All directional signs are to be of materials and design compatible with
the building; and approved by the Department of Environmental Services.
c) The directional signs shall not exceed 36' in height, be installed on
bank property, and have a base similar to the monument sign.
d) There are two signs at the Portola exit. Both shall read (Right Turn
Only) and (Do Not Enter) on the other side.
e) All building signs are to be of colors compatible and be encased in
materials homogenous with the building. (Recommend wood similar to
exposed wood on building.)
f) Final occupancy shall be contingent on removal of all signs from the
existing bank site.
21. Submission of a lighting plan to Director of Environmental Services.
22. Resubmission of a landscaping plan showing more large trees around building
and more landscaping along the easement and Prickly Pear Lane.

Applicant: SECURITY PACIFIC NATIONAL BANK
Case No.: 13C
I. REQUEST:
That the Planning Commission approve the plans and uphold the
Design Review Board recommendations.
II. DISCUSSION OF SPECIAL ISSUES:
That the Planning Commission approve the project as forwarded by the
Design Review Board with extra consideration given to the following
items:
1. Curbs, Gutters, and Sidewalks - The staff feels that the
installation of curbs, gutters and all tie in paving completely
encircling the property is necessary to the orderly flow of
traffic in this area. This development will generate high
amounts of traffic on Prickly Pear & Larrea as well as El Paseo
and Portola. This is a matter of public safety as well as a
benefit to the Bank. Granted,the initial cash expenditure would
be somewhat higher, approximately $5,800 for an additional
approach and 430' of curb, gutter and tie in paving, but we feel
that the benefits far outweigh the costs.
2. Signs - The freestanding ground sign should be as per Security
Pacific National Bank's standard monument sign design.
Each of the directional signs should be of similar design as the
monument sign.
The location of these should be as per Security Pacific Bank's
Plan and should read as indicated.
3. Parking - The applicant is deficient in his parking requirement.
However, with credit given for the drive up window, the staff feels
that there would be more than ample parking for this project. The
current Ordinance calls for 41 parking spaces. The current plot
plan, as approved by the Design Review Board, has 34 regular spaces.
In order to approve this project the Commission would have to find
that the drive up window has a value of 8 parking spaces.
III. BACKGROUND:
A. Description - Lots 1,2,3, & 4 of Block T, Palm Desert MB21/50-54.
B. Location - The southwest corner of El Paseo and Portola.
C. Lot Size - 81,000 square feet with the northerly 1/2 being developed
at this time.
D. Total Building Square Feet - 8,100
E. Total Number of Parking Spaces - 34
F. Drive up window capacity - 20 cars

All have parking on both sides of the street.
H. A new traffic light has been installed at Portola & El Paseo.
I. 1973 traffic counts indicate 3,800 ADT, with a peak 24 hour
volume of 4,601 motor vehicles.
The following staff analysis and recommendations were compiled with
the help of the following agencies and individuals:

RECOMMENDATION: The staff recommends that if the Commission finds this
project acceptable, they first accept the drive up window to count as 8
spaces towards the parking requirement by minute motion; and then by
Planning Commission Resolution No. 59 , approve the project with
attached conditions.

Dear Mr. Williams:
0n behalf of my client, Security Pacific Bank, I would
like to go on record as voicing objections to various
Design Review Board recommendations as a result of last
Tuesday evenings meeting.
Item #
I feel this is a financial burden on one prop-
erty owner to install this concrete cross
gutter as there is no curb and gutter across
Larreo Street at present. We would like to
defer this installation to future property
owners at both corners.
Item #11: Please modify the stated 24' driveway to read
33' wide. This is per the bank's experience
in many drive -up window installations in Calif-
ornia. Also in view of future property sales
we would like not to presently agree to only
one driveway on Portola.
Item #13: We strongly object to installing a median
riser in a public right of way to be shared by
several affronting property owners. We feel
by proper directional signing and directional
arrows and the posting of "No Left Turn" sign-
ing, the necessity for a dangerous street bar-
rier is unnecessary and financially burdensome
to one property owner.

Item
##14: We wish to object to two items in this
recommendation. First, we feel that 6'
set back along Portola is sufficient as
several other areas along Portola at the
building level have considerably more
landscaping than 6'. Also the additional
4' would limit future landscaping at the
western future building site. Secondly,
our landscape plans indicate landscaping
20' past the El Paseo entry. Any land-
scaping further west would possibly have
to be removed or damaged during construction
time of a future building. We do agree to
plant all tree wells installed in new side-
walks by our contract.
Item #20: We would appreciate your cooperation in al-
lowing Mr. Ray Clark, of the Marketing Div-
ision of Security Pacific Bank, to present
alternatives to the recommendations concerning
signing at this Monday evening meeting,
June 16, 1975.
