HomeMy WebLinkAboutRes No 060PLANNING COMMISSION RESOLUTION NO. 60 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND APPROVING A PLOT PLAN TO ALLOW THE DEVELOPMENT OF 2 SINGLE-FAMILY RESIDENCES ON PROPERTY GENERALLY LOCATED ON BORREGO DRIVE CASE NO. 67SF & 68SF WHEREAS, the DESIGN REVIEW BOARD of the City of Palm Desert did receive a verified application from MICHAEL HOMME requesting approval of a Plot Plan on property located in the R-1-10, 000 Zone, and situated at 74-840 and 74-821 Borrego Drive to allow for the devel- opment of 2 single-family residences; the property being more particu- larly described as: Assessor's Parcel No. 625-251-008 625-252-002 WHEREAS, said application has complied with the requirements of the "City of Palm Desert Environmental Quality Procedure Resolution Number 74-14", in that the project is exempt as a ministerial action and; WHEREAS, on June 16, 1975, the Planning Commission did con- sider this request for Plot Plan Approval; and WHEREAS, at that time, upon receiving and considering the test- imony and arguments, if any, of all persons who desired to be heard, said commission did find the following facts and reasons to exist to approve the Plot Plan: 1. That the proposed development conforms to the adopted General Plan and all requirements of the Zoning ordinance. 2. That the design and location of the project is in keeping with the character of the surrounding neighborhood. 3. That the design & location of the project would provide a desirable environment for its occupants, as well as for its neighbors and that it is aesthetically of good composition, materials, textures, and colors. 4. The overall development of the land shall be designed to ensure the protection of the public health, safety, and general welfare. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert as follows: lesolution No. 60 1. That the above recitations are true and correct and con- stitute the findings of the commission in this case. 2. That it does hereby approve Plot Plan No. 67SF & 68SF, subject to the attached conditions. PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning Commission of the City of Palm Desert, held on June 16, 1975 by the following vote, to wit: AYES : MULLINS, SEIDLER, VAN DE MARK, WILSON NOES: ABSENT: ABSTAI N: BERKEY ATTEST: PAUL A. CONDITIONS OF APPROVAL CASE # 67 & 68 SF The development of this project shall conform substantially to all development plans submitted in behalf of this case. Any minor changes require approval by the Director of Environmental Services. 2. All requirements of any law, ordinance, or regulation of the State, City, and other applicable government entity shall be complied with as part of the development process. 3. This approval is applicable, subject to the development of this project commencing within one year from approval date and being promptly completed. 4. All services lines for utilities shall be placed underground. 5. No roof top air conditioning equipment shall be permitted. 6. Landscaping (with irrigation system) shall be provided as shown, installation prior to final inspection and receiving certificate of occupancy. 7. Perimeter screening in the form of fencing and landscaping shall be provided, as shown. 8. Elevations are approved as shown. 9. Sewer hookup shall be made if mains exist within 200' of property. 06/13/75 CITY OF PALM DESERT STAFF REPORT To: Planning Commission Report On: Consideration of Appeal of Action by the Design Review Board Case No.: 67 SF & 68 SF Applicant: MIKE HOMME I. REQUEST: That the Planning Commission review and approve these two proposed single family residences as per Palm Desert City Ordinance No. 72, as requested by Mike Homme in the attached letter. II. RECOMMENDATION: That the Planning Commission approve Resolution No. 60 with the attached conditions. III. BACKGROUND: A. Location - 74-821 and 74-840 Borrego B. Lot Size - 103 frontage x 98 deep C. Square Footage of Homes - 1,700 square feet + 2 car garage D. Zone - R-1-10,000 E. Application filed on May 14, 1975 and the applicant has been before the Board 2 times without a decision and that the 30 day period expires June 14, 1975. Design Review Board Concern regarding the proposed homes: 1. The entrance of each of the two proposed dwellings should be revised to make it more prominent and attractive. 2. The style of window trim should be architecturally integrated throughout the structures. The applicant has resubmitted the drawings and the staff feels that he has complied with the intent of the Design Review Board's suggestions.
