A RESOLUTION OF THE PLANNING CO"MISSION OF THE CITY OF
PALM DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND GRANTING
A CONDITIONAL USE PERMIT TO ALLOW A PARKING LOT IN THE
R-3 DISTRICT OF LARREA BETWEEN PORTOLA & SAN LUIS REY.
CASE N0. CUP 07-75.
WHEREAS, pursuant to the provisions of Section 18.26 of the
Palm Desert Zoning Code, the Planning Commission did on October 6,
1975, hold a duly noticed public hearing to consider the application
of Citinational Bancorporation for a Conditional Use Permit to allow
a parking lot on property located in the R-3 Zone and situated on
the north side of Larrea between Portola and San Luis Rey, and more
particularly described as:
Lot 10, Block U, Palm Desert Unit#1.
WHEREAS, said application has complied with the requirements of
the "City of Palm Desert Environmental Quality Procedure Resolution
Number 74-14", in that the Director of Environmental Services has
determined that the project would not have a significant impact on
the environment and the appeal period did expire, and;
WHEREAS, at said public hearing, upon hearing and considering
all testimony and argument, the Planning Commission did find the
following facts and reasons to exist to justify the granting of
said Conditional Use Permit;
1. The project conforms to the adopted General Plan.
2. The project conforms to the adopted Redevelopment Plan.
3. The project conforms to both the current and proposed
zoning ordinance.
4. The project as presented does insure the health, safety
and public welfare of the community.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of
the City of Palm Desert as follows:
1. That the above recitations are true and correct and con-
stitute the findings of the commission in this case.
2. Subject to confirmation by the City Council, the Conditional
Use Permit is granted to Citinational Bancorporation, subject to
the attached conditions.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
of Palm Desert Commission held on October 6, 1975 by the following
vote, to wit:

CONDITIONS OF APPROVAL
1. The development of this project shall conform substantially
to all development plans submitted in bhealf of this case
(Exhibit (s) A-J), and as revised according to Planning
Commission action. Any minor changes require approval by
the Director of Environmental Services. Any substantial
change requires approval by the Planning Commission.
2. All requirements of any law, ordinance, or regulation of the
State, City and other applicable government entity shall
be complied with as part of the development process.
3. This approval is applicable, subject to the development of
this project commencing within one year from approval date
and being promptly completed.
4. Any roof mounted, exhaust or air conditioning equipment shall
be fully concealed from view from any public right-of-ways
and adjoining properties by means of architecturally
integrated means as shown.
5. All overhead utility distribution lines on San Luis Rey and
along the rear of the lot adjacent to E1 Paseo shall be
placed underground.
6. Curb, gutter, sidewalk or approved pathways, curb cuts,
and tie-in paving along the full frontage of the property
on El Paseo, San Luis Rey and Larrea shall be provided in
conformance with Riverside County Standards.
7. Lighting of parking areas and premises shall be provided
for as approved by the Director of Environmental Services.
8. Traffic control provisions shall be provided as required by
the Director of Environmental Services.
9. Applicant agrees to join any assessment district formed
that includes the subject property within its boundaries.
10. Applicant shall grant to the city or other appropriate
agency, easement rights over the parking lot area.
11. Applicant shall agree in writing to all conditions contained
herein.
12. Final approval contingent on removal of all signs and
structures from the existing bank site on Portola within
30 days of the opening of the new facility.
13. The colors for the signs shall be ivory and dark brown.
