PLANNING COMMISSION RESOLUTION NO. 136
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM
DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND APPROVING DESIGN
REVIEW BOARD ACTION OF MARCH 23, 1976.
WHEREAS, the Planning Commission of the City of Palm Desert did review
the Design Review Board Action of March 23, 1976, approving:
Cases: 29MF - Construction Drawings for a 9-unit apartment complex
34MF - Conceptual plan for a 9-unit apartment complex
35MF - Conceptual plan for a 9-unit apartment complex
Rejecting
Cases: 10SA - Building Identification sign for Walker & Lee
13C - Lighting plan for Security Bank
WHEREAS, on March 30, 1976, the Planning Commission did consider the
above requests for Plot Plan Approval; and,
WHEREAS, at that time, upon receiving and considering the testimony
and arguments, if any, of all persons who desired to be heard, said commission
did find sufficient facts and reasons to exist to approve the Plot Plans.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Palm Desert as follows:
1. That the above recitations are true and correct and constitute
the findings of the commission in this case.
2. That it does hereby approve the Design Review Board action of
March 23, 1976.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning
Commission of the City of Palm Desert, held on March 30, 1976 by the following
vote, to wit:
AYES: BERKEY, KELLY, VAN DE MARK, WILSON
NOES: NONE
ABSENT: NONE
ABSTAIN: NONE

PALM DESERT DESIGN REVIEW BOARD
March 23, 1976
I. The regularly scheduled meeting was called to order at 5:10 p.m. in the
Council Chambers in the Palm Desert City Hall.
Members Present:

Paul Williams
Steve Fleshman Sam Freed
Members Absent: Jim Hill
It was moved by Mr. Buccino and seconded by Mr. Minturn that the minutes
of the meeting of March 9, 1976, be approved. Motion carried 4-0 (Minturn,
Hobbs, Leung, Buccino).
II. CASE NO. 10SA - WALKER & LEE - Request for a building identification/address
sign for the two-story office building at the southeast corner of Highway 111
and Sage Lane.
It was moved by Mr. Buccino and seconded by Mr. Minturn that the submitted
plans, labeled Exhibit "E", be rejected and that the sign concept be ap-
proved as to the general content, size, and location of the sign, subject
to the requirement that any new plans be designed to be integrated with the
building architecture and color. Motion approved 4-0 (Leung, Buccino, Hobbs,
Minturn).
III. CASE NO. 34MF - NOE JACK DEVELOPERS - Request to build a 9-unit apartment on
Lots 3 & 4 on the south side of Shadow Mountain Drive, east of Tumbleweed;
consideration of preliminary site plan, floor plan, elevations, and material
boards.
It was moved by Mr. Williams and seconded by Mr. Minturn that the preliminary
plans be approved subject to 12 conditions. Motion approved 3-0 (Minturn,
Urrutia, Williams).
IV. CASE NO. 35MF - NOE JACK DEVELOPERS - Review of a preliminary site plan,
floor plan, material board and elevations for a 9-unit apartment complex on
Lots 9 & 10 on the south side of Shadow Mountain Drive, east of Lupine Lane.
It was moved by Mr. Minturn and seconded by Mr. Williams that the plans be
approved subject to 12 conditions. Motion carried 3-0 (Minturn, Urrutia,
Williams).
V. CASE NO. 13C - SECURITY PACIFIC NATIONAL BANK - Review of parking lot light
standards for the new Security Pacific National Bank at the southwest corner
of Portola Avenue and El Paseo.
Mr. Buccino suggested that a sample of the material used in the light stan-
dards be submitted and that a square pole would appear to be more appropriate
with a rectangular light fixture.
Mr. Hobbs moved and Mr. Buccino seconded that the applicant submit a complete
lighting plan for the entire site to a special meeting of the Design Review
Board for approval. Motion carried 5-0 (Buccino, Hobbs, Leung, Minturn,
Urrutia).
VI. CASE NO. 29MF - NOE JACK DEVELOPERS - Review of final construction plans,
except landscaping, for a 9-unit apartment complex on Lots 14 & 15 on the
south side of Shadow Mountain Drive, east of Sun Lodge Lane.
It was moved by Mr. Minturn and seconded by Mr. Williams that the plans be
approved with the addition of rear -yard patio fences and concrete for the
carport foundations. Motion approved 3-0 (Minturn, Urrutia, Williams).
Leung, Hobbs, and Buccino abstained.

MARCH 23, 1976
VII. Paul Williams discussed a seminar that Frank Urrutia and he attended on
March 19, 1976, in Irvine on how to improve the design review board pro-
cess. After talking to members from other cities with design review boards,
Mr. Williams concluded that Palm Desert had one of the more advanced pro-
grams.
VIII. Staff indicated that a display of parking lot lighting systems offered by
General Electric would be available for presentation in Palm Desert during
the week of April 12th through April 16th. Chairman Urrutia suggested 5:30
p.m. on Tuesday, April 13, 1976, and instructed the staff to write the Plan-
ning Commission members to attend.
IX. Meeting was adjourned at 6:20 p.m.
