A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
PALM DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND GRANTING
A CONDITIONAL USE PERMIT TO ALLOW A MONASTERY GENERALLY
LOCATED EAST OF SAN PABLO, NORTH OF SAN GORGONIO AND WEST
OF SAN RAFAEL.
CASE NO. CUP 03-77
WHEREAS, pursuant to the provisions of Section 25.39 of the Palm Desert
Zoning Code, the Planning Commission did on May 3, 1977, hold a duly noticed
Public Hearing to consider the application of the Rector of the Society of St.
Paul, Inc. for a Conditional Use Permit to allow a monastery on property located
in the R-3 and R-2 zone and situated east of San Pablo, north of San Gorgonio and
west of San Rafael, and more particularly described as:

WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Environmental Quality Procedure Resolution Number 77-7", in that
the Director of Environmental Services has determined on April 11, 1977, that the
project would not have a significant impact on the environment and the appeal
period did expire on April 19, 1977; and,
WHEREAS, at said Public Hearing, upon hearing and considering all testimony
and arguments, if any, of all interested persons desiring to be heard, said Planning
Commission did find the following facts and reasons to exist to justify the granting
of said Conditional Use Permit 03-77:
The proposed location of the conditional use is in accord with the
objectives of the Zoning Ordinance and the purpose of the district in
which the site is located. The proposed location of the conditional
use and the conditions under which it will be operated and maintained
will not be detrimental to the public health, safety, or welfare, or
be materially injurious to properties or improvements in the vicinity.
Finally, the proposed conditional use complies with the goals, objectives,
and policies of the City's General Plan.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert as follows:
1. That the above recitations are true and correct and constitute the
findings of the Commission in this case;

2. That the Commission does hereby grant approval of Conditional Use
Permit No. CUP 03-77, subject to the attached conditions.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm Desert
Planning Commission, held on this 3rd day of May, 1977, by the following vote,
to wit:

CONDITIONS OF APPROVAL
CASE NO. CUP 03-77
I. STANDARD CONDITIONS
1. The development of the property shall conform substantially with that
as shown on plot plan marked Exhibit "A" on file with the Department
of Environmental Services, CASE NO. CUP 03-77, unless otherwise amend-
ed by the following conditions.
2. The development and use of the property described herein shall be sub-
ject to the restrictions and limitations set forth herein which are in
addition to all of the requirements, limitations, and restrictions
of all municipal ordinances and State or Federal statutes now in force,
or which hereafter may be in force.
3. Any and all future development which occurs on the subject site shall
conform to all applicable City Ordinances, requirements and specifications.
4. A detailed site and landscaping plan shall be submitted for the northern
portion of the site prior to any future construction.
5. Prior to construction of any of the proposed buildings, the following
conditions of the Fire Marshal shall be met:
a. Install a water system capable of delivering 1750 GPM fire flow
for a two (2) hour duration in addition to domestic or other
supply. The computation shall be based upon a minimum of 20
psi residual operating pressure in the supply main from which
the flow is measured at the time of measurement.
b. Install Riverside County super fire hydrants so that no point of
any building is more than 250 feet from a fire hydrant measured
along approved vehicular travel ways.
A. Hydrant shall not be located closer than 25 feet to any
building.
B. Exterior surfaces of hydrant barrels and heads shall be
painted chrome yellow and the tops and nozzle caps shall
be painted green.
C. Curbs (if installed) shall be painted red 15 feet in
either direction from each hydrant.
c. Prior to issuance of a building permit, the developer shall furnish
the original and three (3) copies of the water system plan to the
Fire Marshal for review. Upon approval, one copy will be sent to
the Building Department, and the original will be returned to the
developer.
d. The water system plan shall be signed by a registered civil engineer
and approved by the water company, with the following certification:
"I certify that the design of the water system in Conditional Use
Permit Number CUP 03-77 is in accordance with the requirements
prescribed by the Fire Marshal."
6. Curb, gutter, curb cuts, sidewalk, and tie-in paving shall be provided
along all frontages now currently improved to City Standards at such
time as required by the City Engineer.
AGREEMENT
I accept and agree, prior to use of this permit or approval, to comply with all
the conditions set forth, and understand that the Department of Building and Safety
will not issue a building permit or allow occupancy on the use permitted until this
signed confirmation has been received by the Department of Environmental Services.
