HomeMy WebLinkAboutRes No 246PLANNING COMMISSION RESOLUTION NO. 246 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND APPROVING THE DESIGN REVIEW BOARD ACTIONS OF MAY 10, 1977. WHEREAS, the Planning Commission of the City of Palm Desert, California, did review the Design Review Board Actions of May 10, 1977, approving: Case No. 45C - Final construction plans for a bank building for BANK OF AMERICA; Case No. 67MF - Final construction plans for an apartment complex for CLAUDE and RONALD SULLIVAN: Case No. 70MF - Preliminary site, floor, and elevation plans for an expansion of an existing golf clubhouse for SILVER SPUR ASSOCIATION; Case No. 26SA - Sign for an existing restaurant for IMPERIAL SIGN COMPANY; WHEREAS, at this time, upon considering and receiving all testimony and arguments, if any, of all interested persons desiring to be heard, said Planning Commission did find sufficient facts and reasons to exist to approve the Design Review Board actions of May 10, 1977. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the Commission in this case; 2. That it does hereby approve the Design Review Board actions of May 10, 1977. WILLIAMS, SECRETARY PALM DESERT PLANNING COMMISSION Le...) GEORGE BEEhTY, CHAIRMAN MINUTES PALM DESERT DESIGN REVIEW BOARD MAY 10, 1977 5:00 PM - CITY HALL COUNCIL CHAMBERS 1. The study session of the Design Review Board began at 4:40 p.m. in the Council Chambers in the Palm Desert City Hall. The purpose of this study session was to review the cases on the agenda. Members Present: Bill Hobbs Bernie Leung George Minturn Frank Urrutia Eric Johnson Jim Hill Ralph Cipriani (for Paul Williams) Others Present: Sam Freed After a twenty minute study session, the meeting was called to order at 5:00 p.m. It was moved by Mr. Hobbs and seconded by Mr. Minturn that the minutes of the previous meeting of April 26. 1977 be approved as written. Motion carried 4-0 (Minturn, Hobbs, Leung, Urrutia). It was then moved by Mr. Minturn and seconded by Mr. Leung that the min- utes of the meeting of April 12, 1977 be approved as written. Motion carried 4-0 (Minturn, Hobbs, Leung, Urrutia). 2. CASE NO. 45C - BANK OF AMERICA Request for approval of final construction plans for a bank building to be located at the northeast corner of El Paseo and San Luis Rey. Appli- cant present. Mr. Cipriani reviewed the final plans from the standpoint of signs and landscaping. He indicated that the final plans reflect an alternative sign program to that approved by the Board and the Planning Commission previously. The three directional signs contained in the final plans are as approved. However, where both the Board and the Planning Com- mission had approved a ground monument sign and a logo sign, the applicant is now showing a logo sign and one sign on both the east elevation and the west elevation in place of the ground monument sign for a total of three signs. The Board had no objections to the alternative sign pro- posal contained in the final plans as the alternative still adheres to the Zoning Ordinance and approval of the alternative would not set an unde- sirable precedent. The Board indicated that they would like Mr. Johnson to review the land- scaping as shown in the final plans prior to the Planning Commission's review of the case so that his recommendations could be considered at their meeting. It was moved by Mr. Hobbs and seconded by Mr. Minturn that the final plans be approved subject to any changes recommended by Mr. Johnson upon reviewing the landscaping element. Motion approved 4-0 (Hobbs, Min - turn, Leung, Urrutia). 3. CASE NO. 67MF - CLAUDE AND RONALD SULLIVAN Request for approval of final construction plans for an apartment complex to be located at the southeast corner of Sunset and Abronia. Mr. Cipriani indicated that the final plans are basically unchanged from the preliminary plans. The applicant has added a laundry room and the final drawings reflect the Planning Commission's recommendation that the first parking space be widened. It was moved by Mr. Hobbs and seconded by Mr. Leung that the final plans be approved. Motion approved 4-0 (Hobbs, Leung, Minturn, Urrutia). Minutes Palm Desert Design Review Board May 10, 1977 4. CASE NO. 70MF - SILVER SPUR ASSOC. Request for approval of preliminary site, floor and elevation plans for the expansion of an existing clubhouse at Ironwood Country Club. The proposal was reviewed at which time it was indicated that new rest - rooms, a new kitchen and additional dining space will be provided so that up to 300 persons will be able to be accomodated at any given time. A motion was made by Mr. Minturn and seconded by Mr. Hobbs that the pre- liminary site, floor and elevation plans be approved. Motion carried 4-0 (Hobbs, Leung, Minturn, Johnson) Frank Urrutia abstained. 5. CASE NO. 68MF - PALM DESERT VENTURE, LTD. Request for approval of preliminary site, floor and elevation plans for 46 condominium units to be loacted east of San Luis Rey and South of Shadow Lake Drive. The applicant requested that the case be continued so that the changes requested by the Planning Commission could be incorporated in the site plan. A motion was made by Mr. Hobbs and seconded by Mr. Leung to con- tinue the case to the next meeting of the Design Review Board. Motion carried 4-0 (Hobbs, Minturn, Leung, Johnson) Frank Urrutia abstained. 6. CASE NO. 48MF - AFFILIATED CONSTRUCTION Request for approval of additional elevations for homes for Parkview Subdivision. The Board approved elevations 201B, 301B, & 401B as shown while requiring that elevations 302B and 402B be revised. The Board indicated that they want the applicant to provide material samples, side elevations, colored elevations and a plot plan showing the location of the various elevations before they will approve the case. A motion was made by Mr. Hobbs and seconded by Mr. Minturn to reject the elevations. Motion carried 4-0 (Urrutia, Hobbs, Minturn, Leung) Johnson abstaining. 7. CASE NO. 26SA - IMPERIAL SIGN CO. Request for approval of a new sign on an existing restaurant located at 73-325 Highway 111. Applicant present. Mr. Cipriani informed the applicant that the Design Review Board had dis- cussed the case during the study session and recommended two additional conditions. First, the DRB believed the sign should be placed above the overhang rather than attached to it. Secondly, the Board suggested that the color of the letters be changed from red to ivory. Mr. Freed asked the applicant to provide an elevation of the structure showing the pro- posed sign which the applicant agreed to. A motion was made by Mr. Minturn and seconded by Mr. Hobbs that the case be approved subject to conditions. Motion carried 5-0 (Urrutia, Hobbs, Leung, Minturn, Johnson). 8. The meeting was adjourned at 5:45 p.m. RALPH J. CIPR AI NI, AS CIATE PLANNER CITY OF PALM DESERT, CALIFORNIA ks May 10, 1977 CONDITIONS OF APPROVAL CASE N0. 70MF 1. The development of this project shall conform substantially to all develop- ment plans submitted in behalf of this case (Exhibits A-B), and as revised according to Planning Commission action. Any minor changes require approval by the Director of Environmental Services. Any substantial change requires approval by the Planning Commission. 2. All requirements of any law, ordinance, or regulation of the State, City, and any other applicable government entity shall be complied with as part of the development process. 3. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. May 10, 1977 CONDITIONS OF APPROVAL CASE NO. 26SA 1. The proposal shall conform to all relevant sections of Article 25.38 (Sign Ordinance) of the Palm Desert Municipal Code. 2. The two existing roof signs shall be removed at time of construction of the subject sign.
