A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
PALM DESERT, CALIFORNIA, SETTING FORTH ITS FINDINGS AND
RECOMMENDING TO THE CITY COUNCIL APPROVAL OF A TENTATIVE
MAP TO ALLOW FOR DEVELOPMENT OF A 10-LOT SUBDIVISION ON
3 ACRES OF LAND, GENERALLY LOCATED AT THE NORTHEAST CORNER
OF CATALINA AND SAN PASQUAL.
CASE NO. TT 10900
WHEREAS, the Planning Commission of the City of Palm Desert, California,
did receive a verified application from ALFRED COOK requesting approval of a
10-lot subdivision on 3 acres of land, located in the R-1 10,000 Zone District
and situated at the northeast corner of Catalina and San Pasqual, and more
particularly described as:
APN 627-131-001
WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Environmental Quality Procedure Resolution Number 77-7", in that
an Environmental Assessment has been made, a Negative Declaration has been issued
and the appeal period has expired; and,
WHEREAS, the Planning Commission did take into consideration the Tentative
Map as submitted, and the reports of the various reviewing agencies; and,
WHEREAS, the Planning Commission did find that the subject Tentative Map
does comply with the adopted Palm Desert General Plan; and,
WHEREAS, the Planning Commission did find that the subject Tentative Map
does substantially comply with the City of Palm Desert Code, and the State of
California Subdivision Map Act, as amended.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert, California, as follows:
1. That the above recitations are true and correct and constitute the
findings of the Commission in this case;
2. That it does hereby recommend approval to the City Council of the City
of Palm Desert, California, of the above described Tentative Map No. 10900, sub-
ject to the fulfillment of the attached conditions of approval.
FURTHER, BE IT RESOLVED that the recommended Conditions of Approval do in-
clude a recommendation to the City Council that they require compliance to Article
26.15 of the City's Subdivision Ordinance by the payment of a fee as specified
by recommended Standard Condition of Approval No. 4.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm Desert Plan-
ning Commission, held on this 30th day of August, 1977, by the following vote,
to wit:

CONDITIONS OF APPROVAL
CASE NO. TT 10900
STANDARD CONDITIONS:
1. Full public improvements including paving, curb, gutter, sidewalk, street trees,
signing, sewer, water and drainage facilities, and necessary appurtenances shall
be installed as required by Ordinance, these conditions, and the City Engineer.
2. Drainage facilities satisfactory to the City Engineer shall be provided. These
shall be sufficient to maintain at least one lane of traffic free of water on
local streets in a one-year storm and two lanes for collectors. Water shall not
be allowed to top the curb in a ten-year storm and shall not be allowed to flood any
building pads in a one -hundred year storm.
3. The proposed street name is not approved. Prior to submittal of the final map, the
applicant shall provide the City with a list of proposed street names with at
least three alternatives. The approval of the final street name shall be made by the
Director of Environmental Services.
4. In compliance with Article 26.15 of the City's Subdivison Ordinance, the public
facilities requirement shall be met by the paying of a fee in an amount determined
-under the Ordinance provisions.
5. The development of the property described herein shall be subject to the restrictions
and limitations set forth herein which are in addition to all the requirements,
limitations, and restrictions of all municipal ordinances and State and Federal
statutes now in force, or which hereafter may be in force.
6. In order to maintain reasonable fire protection during the construction period, the
subdivider shall maintain passable vehicular access to all buildings, and adequate
fire hydrants with required fire flows shall be installed as recommended by the
Fire Department.
7. The water system shall be signed by a registered civil engineer and approved by
the water company, with the following certification: "I certify that the design
of the water system of Tract No. 10900 is in accordance with the requirements
prescribed by the City Fire Marshal."
8. Improvement plans for water and sewer system shall meet the requirements of the
respective service districts.
9. A11 on -site utilities, including cable TV, shall be placed underground and shall
be completely concealed from view except certain appurtenances as may be approved
by the Director of Environmental Services.
10. Complete plans and specifications shall be submitted as required for checking and
approval, before construction of any improvements is commenced. The subdivider
shall submit the original drawings reviewed to reflect as -built conditions, prior
to acceptance of the subdivision improvements by the City or Special District.
11. All dedicated land and/or easements required by this approval shall be granted to
the City of Palm Desert, without cost to the City and free of all liens and en-
cumbrances.

SPECIAL CONDiITIONS:
1. The total number of lots shall be limited to ten (10).
2. Install a water system capable of delivering 1500 GPM fire flow from any fire
hydrant for a two hour duration in addition to domestic supply. The computation
shall be based upon a minimum of 20 psi residual operating pressure in the supply
main from which the flow is measured at the time of measurement.
3. Install Riverside County super fire hydrants located at each street intersection
(a) but not greater than 500 feet apart in any direction.
a. Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
b. Curbs shall be painted red 15 feet in either direction from each hydrant.
4. Prior to recordation of the final map, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
5. The applicant shall install two street lights to be approved by the City Engineer.
6. The developer' must comply with all current Palm Desert Community Services District
Ordinances and specifically, Ordinance No. 13 which pertains to new development.
7. The applicant shall contact the Palm Desert Community Services District to deter-
mine whether he will be required to extend the water main from a point approximately
325 feet south of the centerline of Catalina Way, north 510 feet to the proposed
Cook Lane, and east on Cook Lane to the end of the cul-de-sac.
8. The developer will be required to pay for the cost of any extensions required in
the preceding condition including fire hydrants, valves, services lines, and water
meters.
9. An engineered water plan must be submitted to the District for approval.
