A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF PALM DESERT, CALIFORNIA, SETTING FORTH
ITS FINDINGS AND RECOMMENDING TO THE CITY COUNCIL,
APPROVAL OF A TENTATIVE MAP TO ALLOW FOR DEVELOP-
MENT TO CREATE 201 LOTS ON 63 ACRES OF LAND, GEN-
ERALLY LOCATED EAST OF PORTOLA AVENUE AND SOUTH OF
42ND AVENUE EXTENDED.
CASE NO. TT 11215
WHEREAS, the Planning Commission of the City of Palm Desert, did
receive a verified application from PORTOLA GOLF RANCHOS, LTD., request-
ing approval of a Tentative Tract Map to create 201 lots on 63 acres of
land, located in the R-M zone and situated east of Portola Avenue and
south of 42nd Avenue extended more particularly described as:
APN 621-400-018
WHEREAS, said application has complied with the requirements of
the "City of Palm Desert Environmental Quality Procedure Resolution No.
77-7", in that a Negative Declaration determination was previously made
by the Director of Environmental Services for Case No. CUP 10-77, a re-
lated case, and the appeal period has expired.
WHEREAS, the Planning Commission did take into consideration the
Tentative Map as submitted, and the reports of the various reviewing
agencies and;
WHEREAS, the Planning Commission did find that the subject Tenta-
tive Map does substantially comply with Chapter 26 of the City of Palm
Desert Municipal Code, and the State of California Subdivision Map Act,
as amended;
WHEREAS, the Planning Commission did find that the subject Tenta-
tive Map does comply with the adopted General Plan and the Palm Desert
Zoning Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Palm Desert as follows: 1) that the above recitations are true
and correct and constitute the findings of the Commission in this case;
2) that it does hereby recommend approval to the City Council of the City
of Palm Desert of the above described Tentative Map No. 11215, subject
to fulfillment of the attached conditions.
FURTHER, BE IT RESOLVED that the recommended conditions of ap-
proval include a Recommendation to the City Council that they require
compliance to Article 26.15 of the City's Subdivision Ordinance by the
payment of a fee as specified by recommended Special Condition No. 10.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm
Desert Planning Commission held on this 4th day of October, 1977, by
the following vote, to wit:

STANDARD CONDITIONS OF APPROVAL
CASE NO. TENTATIVE TRACT 11215
1. The development of the property described herin shall be subject
to the restrictions and limitations set forth herein which are in
addition to all the requirements, limitations, and restrictions
of all municipal ordinances and State and Federal statutes now
in force, or which hereafter may be in force.
2. Full public improvements including traffic safety lighting as re-
quired by Ordinance and the City Engineer shall be installed in
accordance with City standards.
3. Prior to submittal of the Final Map, the applicant shall provide
the Department of Environmental Services with a list of proposed
street names with at least three alternatives. The approval of
the final street name shall be made by the Director of Environ-
mental Services.
4. Access right s on Portola, Rebecca Rd. and 42nd Avenue shall be offered to the
City as a dedication on the Final Map.
5. The C.C.&R's for this development shall be submitted to the City
Engineer for review and approval prior to the issuance of any
building permits. Prior to recordation of the final subdivision
map, the applicant shall submit to the City Engineer:
a. The document to convey title.
b. Covenants and restrictions to be recorded.
c. Management and maintenance agreement to be entered into
with the owners of the units of the project.
6. Improvement plans for water and sewer system shall meet the re-
quirements of the respective service districts.
7. Area shall be annexed to appropriate Improvement Districts having
jurisdiction over the subject area.
8. All dedicated land and/or easements required by this approval shall
be granted to the City of Palm Desert, without cost to the City and
free of all liens and encumbrances.
9. All on -site utilities, including cable TV, shall be placed under-
ground and shall be completely concealed from view except certain
appurtenances as may be approved by the Director of Environmental
Services.
10. Complete plans and specifications shall be submitted as required by
Ordinance to the City Engineer for checking and approval before
construction of any improvements is commenced. The subdivider shall
submit "as -built" plans prior to acceptance of the subdivision im-
provements by the City.
11. In order to maintain reasonable fire protection during the construc-
tion period, the subdivider shall maintain passable vehicular access
to all buildings. An adequate number of fire hydrants with required
fire flows shall be installed as recommended by the Fire Marshal.
12. Prior to recordation of the Final Map, the developer shall furnish
the original and three (3) copies of the water system plan to the
Fire Marshal for review.
13. All requirements of the City Fire Marshal for Conditional Use Permit CUP 10-77
shall be met as a part of the development of this tract.
14. The water system shall be signed by a registered civil engineer and
approved by the water company, with the following certification: "I
certify that the design of the water system of Tract No.11215 is in
accordance with the requirements prescribed by the City Fire Marshal."

15. Drainage shall be subject to approval of the City Engineer. Ap-
plicant shall provide engineered data as requested.
16. All private streets shall be inspected by the Engineering Depart-
ment and a Standard Inspection Fee shall be paid.
17. All requirements of the Planning Commission action on the Conditional Use
Permit CUP 10-77 shall be met as a part of the development of this
tract.
18. The total number of lots shall be limited to the number indicated on
a modified tentative map to be approved by the Staff but in no in-
stance to exceed 201 lots.
19. The applicant shall have twelve (12) months from the date of the ap-
proval or conditional approval of the tentative map for filing of
the final map unless an extension of time of up to eighteen (18)
months is granted by a Resolution of the City Council.
SPECIAL CONDITIONS
1. Applicant shall install Riverside County Standard Fire Hydrants, lo-
cated at intersections so no mobile home is more than 250 feet from a
hydrant.
2. Fire hydrants shall be installed on approved looped water mains as
follows:
A. A minimum of 6 inch diameter to serve all buildings and recrea-
tional vehicle storage lots.
3. Provide the following fire flows for a two (2) hour duration in ad-
dition to domestic or irrigation supply. All computations shall be
based upon a minimum of 20 psi residual operating pressure in the supply
main from which the flow is measured at the time of measurement.
A. 500 GPM to serve all buildings and mobile homes.
B. 500 GPM to serve recreational vehicle storage lot.
4. 42nd Street shall be 10 feet of parkway, 28 feet of paved street with
plant mix curbs, and 20 feet of planting buffer strip.
5. Street width inside the tract on Rebecca shall be 43 feet wide, 15
feet of parkway, 28 feet of paved roadway, and a 5 foot planting buffer
on the east side thereof.
6. Any required landscaping required to be installed outside the perimeter
walls, shall be maintained by the property owners association in perpetuity
or until such time as the City consents to its removal.
7. Angels Camp Road shall be 36 feet curb -to -curb with a 5 foot parkway
easment on each side.
8. Sutters Mill shall be 40 feet curb -to -curb with a 5 foot parkway ease-
ment on each side.
9. Exterior boundaries of the park abutting Portola, 42nd Avenue and Re-
becca shall be provided with a six (6) foot masonry wall with at least
ten (10) feet being maintained as landscaped open space between the
streets and the required wall.
10. In compliance with Article 26.15 of the City's Subdivision Ordinance,
the public facilities requirement shall be met by the paying of a fee
in an amount determined under the Ordinance provisions.
11. All lots shall have a minimum of 5,000 square feet.

12. The applicant shall enter into an agreement with the city to
guarantee the construction of Portola, 42nd Avenue extended
and Rebecca Road extended, within five years or as the City
requires. Said agreement shall have as its basis a security
guaranteeing the improvements as satisfied by the City Engineer.
13. As a part of recordation of this map, applicant shall post a
maintenance bond in the amount acceptable to the City Engineer
for the landscaping on the exterior along 42nd Avenue, Rebecca
Road, and Portola.
