A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF PALM DESERT, CALIFORNIA, ANNOUNCING ITS
FINDINGS AND RECOMMENDATIONS TO THE CITY COUNCIL
REGARDING TWO REPORTS SUBMITTED TO THE CITY BY
THE COACHELLA VALLEY ASSOCIATION OF GOVERNMENTS.
WHEREAS, the Planning Commission has reviewed the Draft Growth
Impact Evaluation Report and the Blowsand Control and Protection Plan
as prepared by the Coachella Valley Association of Governments, and;
WHEREAS, at the regularly scheduled Planning Commission meeting
of August 17th, the documents were thoroughly reviewed and discussed, and;
WHEREAS, the Planning Commission was generally dissatisfied with
work contained in said reports, with particular regard for the following
comments;
1. The Commission objects to many areas of the reports in that we
believe that the thrust of the reports is philosophically at odds with the
mainstream of thoughts of the area residents.
2. The documents indicate CVAG going beyond its goal of providing
information to its member agencies and proposes to become an implementing
body which is not in keeping with the members wishes.
3. The reports are repetitious and keep restating problems without
ever presenting local governments with ways of dealing realistically with
them.
4. The end result of these two reports are not worth the time and
effort spent in their creation.
5. Any potential value of these reports is lost as a result of
1r a natural over -reaction to other over-riding negative elements.

WHEREAS, the Planning Commission cannot make the decision of
whether Palm Desert should continue to be a part of CVAG; it must strongly
indicate to the City Council that if the out- put of the agency is as re-
flected in these two reports, such a question should be raised.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Palm Desert, California, as follows:
1. It strongly recommends to the City Council that it consider
the above comments with regard to the two studys presented by CVAG as a
part of their review.
2. While these documents reflect a great deal of time and effort
spent on their preparation, the Commission feels that the Council should
be aware that they are to a large extent not applicable in the City and
contrary to the prevailing philosophy of the Commission.
3. The Secretary is directed to forward this resolution to the
City Council for consideration as a part of their review of these two reports.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm
Desert Planning Commission held on this 4th day of October, 1977, by the
following vote, to wit:
