A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF PALM DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND
APPROVING THE DESIGN REVIEW BOARD ACTIONS OF NOVEMBER
8, 1977.
WHEREAS, the Planning Commission of the City of Palm Desert,
California, did review the Design Review Board actions of November 8,
1977, approving:
Case No. 127SA - Request for approval of a sign program for a
commercial structure for JOHN HOOTEN;
Case No. 62C - Request for approval of preliminary site,
floor and elevations for a commercial struc-
ture for MR. & MRS. ROGER FULLER;
Case No. 64C - Request for approval of a roof modification
for a commercial structure for ARCHITECTURAL
ENGINEERING PRODUCTS CO. FOR POMONA FIRST
FEDERAL;
Case No. 65C - Request for approval of preliminary site, floor
and elevations for a commercial complex for
C.G. DUNHAM;
Case No. 66C - Request for approval of preliminary site, floor
and elevations for a commercial complex for
JACK MACKEY;
Case No. 74MF - Request for approval of preliminary site, floor
and elevations for a duplex for DILLMAN & DILL -
MAN, INC.;
Case No. 93MF - Request for approval of preliminary site, floor
and elevations for a condominium project for
STEVE A. WHITTINGTON;

WHEREAS, at this time, upon considering and receiving all testimony
and arguments, if any, of all interested persons desiring to be heard, said
Commission did find sufficient facts and reasons to exist to approve the
Design Review Board actions of November 8, 1977, except Case 62C continued
to November 29, 1977 and two Special Conditions are hereby attached to
Case No. 127SA.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Palm Desert Planning Commission held on this 16th day of November,
1977, by the following vote, to wit:

SPECIAL CONDITIONS
CASE NO. 127SA
1. Tenant shall have the option of accepting either a facia mounted
sign as depicted in the exhibit or a wall mounted sign equivalent
in size, not to exceed 11 sq. feet.
2. Facia mounted signs may have raised painted letters. Any and all
wall mounted signs must be sandblasted. Background colors are
approved as shown on the exhibit, but colors for other elements
of the signs must have the approval of the Dept. of Environmental
Services.
AGREEMENT
I accept and agree, prior to use of this permit or approval, to comply
with all the conditions set forth, and understand the Dept. of Build-
ing and Safety will not issue a building permit or allow occupancy
on the use permitted until this signed confirmation has been received
by the Department of Environmental Services.

SPECIAL CONDITIONS
CASE NO. 62C
1. Construction plans shall be submitted for approval to the City
Fire Marshal prior to issuance of building permits. All con-
ditions shall be made a part of construction and no certificate
of occupancy shall be issued until completed.
2. Any/all utility service and distribution lines on or abutting
the subject property, shall be placed underground prior to oc-
cupancy clearance.
3. Final construction drawings including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, and irrigation
plan shall be submitted to the Design Review Board. No final
inspection or occupancy permit shall be given by the Department of
Environmental Services to this project until the aforementioned
approved plans and construction shall have been completed.
4. Applicant shall furnish evidence of property owners' association's
approval of subject plans prior to submittal of final construction
drawings to the DRB.
5. Applicant shall modify that portion of the project located within
the area subject to CUP 11-77 in order to conform with all of the
Conditions of Approval of CUP 11-77.
6. The applicant shall agree to join any assessment district formed
that includes the subject property within its boundaries.
7. The applicant shall grant to the City of Palm Desert, easement
rights over the parking lot area of the project site.
8. Install or show exists a water system capable of delivering 2750
GPM fire flow for a two (2) hour duration in addition to domestic
or other supply. The computation shall be based upon a minimum of
20 psi residual operating pressure in the supply main from which the
flow is measured along approved vehicular travel ways.
9. Install Riverside County super fire hydrants so that no point of
any building is more than 250 feet from a fire hydrant measured
along approved vehicular travel ways.
a. Hydrants shall not be located closer than 25 feet to any
building.
b. Exterior surfaces of hydrant barrels and heads shall be painted
chrome yellow and the tops and nozzle caps shall be painted green.
c. Curbs (if installed) shall be painted red 15 feet in either di-
rection from each hydrant.
10. Prior to issuance of a building permit, the developer shall furnish
the original and three (3) copies of the water system plan to the
Fire Marshal for review. Upon approval, one copy will be sent to
the Building Department, and the original will be returned to the
developer.
11. The water system plan shall be signed by a registered civil engineer
and approved by the water company, with the following certification:
"I certify that the design of the water system in Case No. 62C is
in accordance with the requirements prescribed by the Fire Marshal."
12. No ingress or egress shall be provided from the parking lot onto

13. Ficus rehetusa shall be used as street trees.
14. Undulate glass areas on the north side of subject structures
in order to create a larger open space effect along El Paseo.
15. A temporary drive shall be constructed along the east side of
the building. This drive shall be exit only and shall be re-
moved at that time that the structure to the east is completed.

16. Redesign the central portion of the parking lot in order to
provide for pedestrian access between the satellite parking lot
and the structures.
17. Proposed raised planters shall be relocated closer to El Paseo.
AGREEMENT

with all the conditions set forth, and understand the Department of
Building and Safety will not issue a building permit or allow occupancy
on the use permitted until this signed confirmation has been received
by the Department of Environmental Services.

SPECIAL CONDITIONS
CASE NO. 74MF
1. The development of this project shall conform substantially to
all development plans submitted in behalf of this case (Exhibits
A-F), and as revised according to the Design Review Board process.
Any minor changes require approval by the Director of Environmental
Services. Any substantial change requires approval by the Planning
Commission.
2. All requirements of any law, ordinance, or regulation of the State,
City, any any other applicable government entity shall be complied
with as part of the development process.
3. This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
4. All service lines for utilities shall be placed underground.
5. Curb, gutter, sidewalk, curb cuts, and tie-in paving shall be pro-
vided on Panorama in conformance with City Standards and the re-
quirements of the City Engineer at the time of construction or by
future agreement with the City Engineer.
6. Storage facilities shall be provided in all carports.
7. Uncovered parking area shall be re -designed so as to provide a
landscaped area along the south property line.
8. A revised landscaping plan and an irrigation plan, fencing, light-
ing, and sign plan shall be submitted to the Design Review Board
prior to final approval.
9. Final construction drawings shall be submitted to the City Fire
Marshall prior to the submittal of plans for Building Plan Check.

or other supply. The computation shall be based upon a minimum of

15. Parking structures shall be covered to provide four covered
parking spaces as requires by the Zoning Ordinance.
16. Applicant shall utilize olive trees in the landscape plan.

SPECIAL CONDITIONS
CASE NO. 97MF
1. Final construction drawings including a final landscaping,
grading and irrigation plan shall be submitted to the Design
Review Board. No final inspection or occupancy permit shall
be given by the Dept. of Environmental Services to this pro-
ject until the aforementioned approved plans and construction
shall have been completed.
2. Applicant shall dedicate 30 feet from the Centerline of Man-
zanita Court on Lot 51.
3. Applicant shall use tile, shake, or rock as roofing material.
4. Plant-ons shall be masonry, stucco, or veneer.
5. Elevations labeled A, B, and C are approved. Elevation A may be
used two times, elevation B may be used three times, and elevation C
may be used one time.
AGREEMENT

comply with all the conditions set forth, and understand the Dept.
of Building and Safety will not issue a building permit or allow
