HomeMy WebLinkAboutRes No 325PLANNING COMMISSION RESOLUTION NO. 325 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND APPROVING THE DESIGN REVIEW BOARD ACTIONS OF DECEMBER 27, 1977. WHEREAS, the Planning Commission of the City of Palm Desert, California, did review the Design Review Board actions of December 27, 1977, approving: Case No. 68C - Request for approval of final construction drawings for a storefront remodeling for FRANK URRUTIA AND ASSOCIATES; Case No. 107MF — Request for approval of preliminary site, floor and elevation plans for a duplex for WILLIAM J. COX; Case No. 69C - Request for approval of preliminary site, floor and elevations for a commercial complex for C. G. DUNHAM; WHEREAS, at this time, upon considering and receiving all testi- mony and arguments, if any, of all interested persons desiring to be heard, said Commission did find sufficient facts and reasons to exist to approve the Design Review Board actions of December 27, 1977. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert as follows: 1. That the above recitations are true and correct and constitute the findings of the Commission in this case; 2. That it does hereby approve the actions of the Design Review Board at their meeting of December 27, 1977. PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm Desert Planning Commission held on this 3rd day of January, 1978, by the following vote, to wit: AYES: KELLY, KRYDER, SNYDER, BERKEY NOES: READING ABSENT: NONE ABSTAIN: NONE ATTEST: PAUL A. Final construction drawings including a final landscaping, grading, lighting, amenities, walkway layout and irrigation plan shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Depart- ment of Environmental Services to this project until the afore- mentioned approved plans and construction shall have been com- pleted. 2. A five (5) foot fence shall be provided along Monterey Avenue for noise abatement purposes. 3. Window treatment should be replaced with shadow box treatment. 4. Revise landscape plan as noted on plan. AGREEMENT I accept and agree, prior to use of this permit or approval, to comply with all the conditions set forth, and understand that the Department of Building and Safety will not issue a building permit or allow oc- cupancy on the use permitted until this signed confirmation has been received by the Department of Environmental Services. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All con- ditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Any/all utility service and distribution lines on or abutting the subject property, shall be placed underground prior to oc- cupancy clearance pursuant to Section 25.56.110 of the Municipal Code. 3. Final construction drawings including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, and irrigation plan shall be submitted to the Design Review Board. No final in- spection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed. 4. The applicant shall agree to join any assessment district formed that includes the subject property within its boundaries. 5. The applicant shall grant to the City of Palm Desert easement rights over the parking lot area of the project site. 6. Applicant shall comply with all conditions required by the City Fire Marshal per attached letter. 7. Close center driveway opening and landscape the area. 8. Show east elevation treatment. 9. Submit sign plan for project. 10. Reduce height of Cupola to bring it more into scale with project. Install a water system capable of delivering 2500 GPM fire flow for a two (2) hour duration in addition to domestic or other supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building is more than 250 feet from a fire hydrant measured along approved vehicular travel ways. A. Hydrants shall not be located closer than 25 feet to any building. B. Exterior surfaces of hydrant barrels and heads shall be painted chrome yellow and the tops and nozzle caps shall be painted green. C. Curbs (if installed) shall be painted red 15 feet in either direc- tion from each hydrant. 3. Prior to issuance of a building permit, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. Upon approval, one copy will be sent to the Building Department, and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system in Case Number 69C is in accordance with the requirements prescribed by the Fire Marshal."
