A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF PALM DESERT, CALIFORNIA, SETTING FORTH
ITS FINDINGS AND RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF A TENTATIVE MAP TO ALLOW THE SUBDIVI-
SION OF APPROXIMATELY 16.1 ACRES TO CREATE 19
SINGLE-FAMILY RESIDENTIAL LOTS AT IRONWOOD COUNTRY
CLUB.
CASE NO. TT 5564
WHEREAS, the Planning Commission of the City of Palm Desert,
California, did receive a verified application from SILVER SPUR ASSO-
CIATES requesting approval of a Tentative Tract Map to create 19 single-
family residential lots on approximately 16.1 acres within the PR-7
(Planned Residential, maximum 7 du/acre) and R-1 20,000 (Single-family
residential, minimum 20,000 sq. ft. lot area) zones at Ironwood Country
Club, and more particularly described as:

WHEREAS, said application has complied with the requirements of
the "City of Palm Desert Environmental Quality Procedure Resolution No.
77-7", in that the Director of Environmental Services has determined
that this project is exempt from further environmental documentation
as an EIR for the entire project entitled "Silver Spur" was submitted
in June, 1972 and the appeal period has expired; and,
WHEREAS, the Planning Commission did take into consideration the
Tentative Map as submitted, and the reports of the various reviewing
agencies; and,
WHEREAS, the Planning Commission did find that the subject Tenta-
tive Map does substantially comply with Chapter 26 of the City of Palm
Desert Municipal Code, and the State of California Subdivision Map Act,
as amended; and,
WHEREAS, the Planning Commission did find that the subject Tenta-
tive Map does comply with the adopted General Plan and the Palm Desert
Zoning Ordinance; and,
WHEREAS, the Planning Commission did find that the site is
physically suitable for the type of development proposed; and,
WHEREAS, the Planning Commission did find that the site is
physically suited for the proposed density of the development; and,
WHEREAS, the Planning Commission did find that the design of
the subdivision and the proposed improvements are not likely to cause
substantial environmental damage or serious health problems.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of
the City of Palm Desert, as follows:
1. That the above recitations are true and correct and consti-
tute the findings of the Commission in this case;
2. That it does hereby recommend that the applicant dedicate
land pursuant to the agreement between the applicant and the City
Council in order to comply with Article 26.15 of the City's Subdivision
Ordinance regarding the public facilities requirement;
3. That it does hereby recommend approval to the City Council
of the City of Palm Desert of the above described Tentative Map No.
5564, subject to fulfillment of the attached conditions:

PASSED, APPROVED, and ADOPTED at a regular meeting of the
Palm Desert Planning Commission, held on this 28th day of March,
1978, by the following vote, to wit:

CONDITIONS OF APPROVAL
CASE NO. TT 5564
Standard Conditions:
1. The development of the property described herein shall be subject
to the restrictions and limitations set forth herein which are in
addition to all the requirements, limitations, and restrictions
of all municipal ordinances and State and Federal statues now in
force, or which hereafter may be in force.
2. Full public improvements including traffic safety lighting as re-
quired by Ordinance and the Director of Public Works, shall be in-
stalled in accordance with City standards.
3. The C.C.&R's for this development shall be submitted to the Director
of Public Works for review and approval prior to the issuance of
any building permits. Prior to recordation of the final subdivision
map, the applicant shall submit to the Director of Public Works:
a. The document to convey title.
b. Covenants and restrictions to be recorded.
c. Management and maintenance agreement to be entered into with
the owners of the units of the project.
4. Improvement plans for water and sewer system shall meet the re-
quirements of the respective service districts.
5. Area shall be annexed to appropriate improvement districts having
jurisdiction over the subject area.
6. All dedicated land and/or easements required by this approval shall
be granted to the City of Palm Desert, without cost to the City
and free of all liens and encumbrances.
7. All on -site utilities, including cable TV, shall be placed under-
ground and shall be completely concealed from view except certain
appurtenances as may be approved by the Director of Environmental
Services.
8. Complete plans and specifications shall be submitted as required
by Ordinance to the Director of Public Works for checking and
approval before construction of any improvements is commenced.
The subdivider shall submit "as -built" plans prior to acceptance
of the subdivision improvements by the City.
9. In order to maintain reasonable fire protection during the construc-
tion period, the subdivider shall maintain passable vehicular access
to all buildings. An adequate number of fire hydrants with required
fire flows shall be installed as recommended by the Fire Marshal.
10. All requirements of the City Fire Marshal shall be met as a part
of the development of this tract per attached memorandum.
11. Drainage shall be subject to approval of the Director of Public
Works. Applicant shall provide engineered data as requested.
12. The total number of lots shall be limited to 19.
13. The applicant shall have twelve (12) months from the date of the
approval or conditional approval of the tentative map for filing
of the final map unless an extension of time of up to eighteen
(18) months is granted by a Resolution of the City Council.

14. The applicant shall dedicate land pursuant to the agreement be-
tween the applicant and the City Council in order to comply with
Article 26.15 of the City's Subdivision Ordinance regarding the
public facilities requirement.
15. Applicant shall pay fees into the Palm Desert Planned Local
Drainage Facilities Fund in an amount to be determined by the
provisions of Ordinance No. 175.
Special Conditions:
1. a) The front yard setback shall be 25'.
b) The rear yard setback shall be 20'.
c) The side yard setback shall be 20'.
d) All proposed residences shall be single -story or 18' in
height maximum whichever is less.
2. Each proposed single-family residence shall be processed sepa-
rately through the City's Design Review process.
3. Any and all existing overhead utility distribution lines shall
be undergrounded pursuant to the Ordinance provisions.
4. 'A' Street shall be realigned to enter Iron Tree Drive at 90
degrees thereto.
5. The Engineer shall submit hydrology for the disposition of storm
waters and the drainage plan shall be approved by the Director
of Public Works.
6. Curbs and gutters shall be in conformance with the City of Palm
Desert Standard Plan R-1.
7. Building permits shall not be issued for the improvement of any
of these lots until the proposed fire station is fully operative.

Dear Paul,
As I have said many times in the past, the Ironwood Country Club is without adequate
fire protection. The long response times from our existing Palm Desert Fire Station
will cause fires that would normally be small to grow in size prior to fire depart-
ment arrival, causing more damage and posing a greater risk to human life.
It is my opinion that we cannot allow the area south of Haystack Road to continue
it's rapid rate of growth without providing additional fire/rescue protection. How-
ever, if the Palm Desert City Planning Commission decides to allow continued develop-
ment in this area, the following conditions shall be met:
1. Install a water system capable of delivering 2000 GPM fire flow from any fire
hydrant for a two hour duration in addition to domestic supply. The computation
shall be based upon a minimum of 20 psi residual operating pressure in the supply
main from which the flow is measured at the time of measurement.
2. Install Riverside County super fire hydrants located at each street intersection
(a) but not greater than 500 feet apart in any direction.
A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
B. Curbs shall be painted red 15 feet in either direction from each hydrant.
3. Prior to recordation of the final map, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
4. The water system plan shall be signed by a registered civil engineer and approved
by the water company, with the following certification: "I certify that tie
design of the water system in Tract No. TT 5564 is in accordance with the require-
ments prescribed by the Fire Marshal." Upon approval, the original plan rfTT be
returned to the developer.
