A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM
DESERT, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL APPROVAL
OF A PRE -ANNEXATION CHANGE OF ZONE FROM R-1 12,000 (RIVERSIDE
COUNTY) TO RM (U.A.) (MOBILE HOME PARK AND MOBILE HOME SUB-
DIVISION RESIDENTIAL DISTRICT UPON ANNEXATION), LOCATED AT
THE NORTHEAST CORNER OF PORTOLA AVENUE (EXTENDED) AND FRANK
SINATRA DRIVE (EXTENDED).
CASE NO. C/Z 04-80
WHEREAS, the Planning Commission of the City of Palm Desert, California,
did on the 14th day of January, 1981 hold a duly noticed Public Hearing to consider
a request by ABE REIDER for approval of a pre -annexation Change of Zone from
R-1 12,000 (Riverside County) to RM(U.A.) (Mobile Home Park and Mobile Home
Subdivision Residential District, upon annexation), for 263 gross acres of land,
located at the northeast corner of Portola Avenue (extended) and Frank Sinatra
Drive (extended), more particularly described as:

WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedure for Implementation of the California Environmental Quality
Act, Resolution No. 80-89", in that the Director of Environmental Services has
determined that the project will not have a significant adverse impact on the
environment and a Negative Declaration and a draft Environmental Impact Report
for the North sphere of Influence has been prepared. Said Negative Declaration
is hereby recommended for approval by the Commission.
WHEREAS, at said Public Hearing, upon hearing and considering all testimony
and arguments, if any, of all interested persons desiring to be heard, said Planning
Commission did find the following facts to justify their actions, as described
below:
a. The land use resulting from the Change of Zone would
be compatible with adjacent proposed land uses.
b. The density resulting from the Change of Zone would be
compatible with densities permitted in the adjacent areas.
c. The proposed Change of Zone would be compatible with the
adopted and proposed revised Palm Desert General Plan.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of
Palm Desert, as follows:
1. That the above recitations are true and correct and
constitute the findings of the Commission in these
cases;
2. That the Planning Commission does hereby recommend
to the City Council approval of a Change of Zone
from R-1 12,000 (Riverside County) to RM (U.A.)
(Mobile Home Park and Mobile Home Subdivision
Residential District, upon annexation). As shown on
the attached map labeled Exhibit "A".
PASSED, APPROVED and ADOPTED at a regular meeting of the Palm Desert
Planning Commission, held on this 14th day of January, 1981, by the following
