A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM
DESERT, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL APPROVAL
OF A PREANNEXATION CHANGE OF ZONE FROM R-1 12,000 (RIVERSIDE
COUNTY), TO PR-5 (120 ACRES), PR-10 (105 ACRES) and PC (2)
(25 ACRES) UPON ANNEXATION, LOCATED BETWEEN COUNTRY CLUB
DRIVE AND FRANK SINATRA DRIVE (EXTENDED) AND WEST OF COOK
STREET.
CASE NO. C/Z 01-81 (UA)
WHEREAS, the Planning Commission of the City of Palm Desert, California, did
on the 3rd day of March, 1981, hold a duly noticed Public Hearing to consider a request
by RANCHO DE LOS COMPADRES for approval of a Change of Zone from R-1 12,000 (Riverside
County), to PR-5 (120 acres) (Planned Residential District, maximum 5 d.u./ac.) PR-10
(105 acres) (Planned Residential District, maximum 10 d.u./acres) and PC (2) (25 acres)
(Planned District Commercial) upon annexation, located between Country Club Drive and
the future extension of Frank Sinatra Drive, west of Cook Street, more particularly
described as:
APN 620-190,003, thru 620-190-009, 620-190-011
620-190-012, 620-200-030 and 620-200-033 thru 620-200-037
WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedure for Implementation of the California Environmental Quality
Act, Resolution No. 80-89", in that the Director of Environmental Services has deter-
mined that the project will not have a significant adverse impact on the environment
and a Negative Declaration of Environmental Impact incorporating by reference a draft
Environmental Impact Report for the North Sphere of Influence. Said Negative Declara-
tion is hereby recommended for certification.
WHEREAS, said Public Hearing was continued to March 18, 1981, and subse-
quently to April 15, 1981; and,
WHEREAS, at said Public Hearing, upon hearing and considering all testimony
and arguments of all interested persons desiring to be heard, said Planning Commission
did find the following facts and make the following recommendations in support of its
actions:
1. The proposed zoning is consistent with the City's adopted
General Plan.
2. The proposed zoning is compatible with adjacent proposed
land uses.
3. Because of the concern over the size of the commercially
zoned area:
A. The applicant should be put on record that any
Development Plan for the residential area abutting
the commercial area should:
1. Encompass a portion of the commercial acreage
to assure developmental compatibility should
a down zoning occur at a later date.
2. The future residential density of any portion
of the commercial area shall not exceed the
residential density of the adjacent zoning and
development as determined by the Planning
Commission.
B. Any Development Plan covering the commercially zoned
acreage shall:
1. Encompass the entire 25 acre site.
2. Shall commence development from the corner of
Country Club Drive and Cook Street.
3. Shall not leave any isolated undeveloped vacant land.

4. Shall include a development schedule.
5. Shall be developed as one integrated commer-
cial center.
6. A minimum of one-half the total site area should
be developed as part of an initial development.
7. Any undeveloped portion shall not remain in a
fallow condition but shall be landscaped as
approved by the City of Palm Desert.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Palm Desert, as follows:
1. That the above recitations are true and correct and
constitute the findings of the Commission in these
cases;
2. That the Planning Commission does hereby recommend
to the City Council approval of a Change of Zone
from R-1 12,000 (Riverside County) to PR-5 (UA),
PR-10 (UA) and PC (2) (UA), as shown on the attached
map labeled Exhibit "A".
3. That recommendations set forth herein, pertaining to
future site development be affirmed by the City Council
of the City of Palm Desert.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm Desert
Planning Commission, held on this 15th day of April, 1981, by the following vote,
to wit:
