A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
PALM DESERT, CALIFORNIA, TO ESTABLISH DESIGN STANDARDS
FOR OFF-STREET PARKING FACILITIES.
WHEREAS, the Planning Commission of the City of Palm Desert, California,
does resolve as follows:
WHEREAS, present parking design standards do not provide sufficient
flexibility to facilitate parking lot configurations; and
WHEREAS, said lack of standards can be remedied; and
WHEREAS, said new standards would be in the furtherance of health, safety
and public welfare; and
WHEREAS, studies and investigations made by the Department of Environmental
Services and in its behalf reveal that:
1. The standards proposed for adoption encompass additional
parking angles and peripheral elements of the off-street
parking facility; such as special stalls, ramps and drive-
ways, channelization, maintenance and lighting.
2. That dimensional requirements are based upon a rigorous
analysis of the turning geometrics of the design vehicle.
3. Economic considerations have necessitated development of
standards requiring the minimum area per stall consistent
with reasonable and safe aisle widths, unit parking depths
and unit parking widths.
4. The standards are based on City experience, the experience
of other municipalities and geometric criteria developed
by the Eno Foundation for Transportation.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City
of Palm Desert does hereby approve Design Standards for off-street parking facilities,
attached hereto as Exhibit "A".
PASSED, APPROVED and ADOPTED at a regular meeting of the Palm Desert
Planning Commission, held on thisl5th day of July, 1981, by the following vote,
to wit:

DESIGN STANDARDS
FOR
OFF-STREET PARKING FACILITIES
Geometric Design
Permitted parking layouts are contained in Attachment A. Dimensional requirements
for the standard parking angles are contained in Attachment B, Table I for Public
Parking and Table II for Multi -family Residential or Employee Parking. Table II
dimensions are permitted when approved by the Planning Commission where parking is by
assignment only. Parallel parking is not permitted in public parking lots.
Circulation
All required parking lot circulation shall be provided on site. No dead-end aisles
will be permitted in public parking lots. Curbed entrance "throats" with a minimum
length of 50 feet measured from the curb line will be required for all lots with 300
stalls or more at all access points from Master Plan streets with four or more lanes.
Longer "throats" may be required on the basis of land use, estimated traffic genera-
tion, existing traffic volume, vehicle delay, and accident rate.
Special Stalls
1. End Stalls - stalls at the end of "dead-end" aisles in residential or employee
parking facilities shall have the following widths:
a. Twelve feet adjacent to a wall or curb where the wall or curb also
terminates the adjacent aisle.
b. Eleven feet adjacent to a wall or curb ten inches or more high
where the adjacent aisle extends at least one foot beyond the
prolongation of the wall or curb.
c. Nine feet adjacent to a curb less than ten inches high where the
adjacent aisle extends at least three feet beyond the prolongation
of the curb or at least 30 feet or clear backup distance is provided.
2. Parking Stalls for the Handicapped - stalls provided for the handicapped shall
have a desired width of sixteen feet with a minimum required width of twelve
feet and shall be designated with approved signs and pavement markings for
handicapped use only. All parking stallsprovided for the handicapped shall be
located as close as possible to building entrances and served by ramps with
grades not exceeding eight percent.
3. Residential Garages and Carports- stalls shall have a minimum clear width of
ten feet between poles or columns. Two car garages shall have a minimum
clear width of twenty feet between columns or walls.
a. Dimensions - Length - 17 feet
Width - 8.5 feet
b. Compact car stalls cannot be included as part of the required parking.
c. No compact car stalls may be included in lots having less than 20 total
stalls. After the first 20 cars, compact stalls may be permitted at a
rate not to exceed one compact stall for each 20 stalls. Compact car
stalls shall be clearly marked "small cars only".
Ramps
1. For ramps longer than 65 feet the ramp grade shall not exceed 12 percent, with
the first and last 8 feet of the ramp not exceeding 6 percent.
2. For ramps 65 feet or less the ramp grade shall not exceed 16 percent, with the
first and last ten feet of the ramp not exceeding 6 percent.
3. Ramp breakover and departure angles shall not exceed 92 degrees.

4. Single lane ramps shall have a minimum clear lane width of 12 feet with minimum
setbacks of 2 feet from the edge of the lane to fixed objects 10 inches or more
in height.
5. Multiple lane ramps shall have lane widths of 12 feet plus 2 feet setbacks from
the edge of lane to fixed objects 10 inches or more in height.
Driveway Approaches
Driveway approaches shall conform with City of Palm Desert Standard Plans R-8, R-9.
The location of all driveways is subject to the approval of the Public Works Director
giving due regard to the type of land use, estimated traffic generation, width,
geometric design, and traffic volumes of contiguous streets. In no case shall a
driveway be located less than 10 feet from the beginning of a curb return.
Backing from parking facilities into the public right-of-way is prohibited except onto
non -select system streets from single family residences. The number of driveways per
lot is subject to the approval of the Public Works Director.
Paving and Drainage
Off-street parking areas and used car sales areas shall be paved to provide a durable
dust -free surface. The structural section of the pavement shall be designed in
accordance with Section 7-604 and 7-605 of the State of California Highway design
manual for a Traffic Index of 3.0.
Loading bays and aisles leading to loading bays shall be designed for a Traffic Index
of 5.0. The minimum structural cross section shall be 2 inches of asphaltic concrete
on 4 inches of aggregate base.
All off-street parking areas and used car sales areas shall be graded and drained
so as to dispose of all surface waters. In no case shall such drainage be
allowed across sidewalks.
Screening and Landscaping
Screening and Landscaping shall conform to the requirements of the City of Palm
Desert Zoning Ordinance.
Curbs, Wheelstops, and Islands
All parking areas and used car sales areas that are not separated by a fence from
any street or alley property line upon which it abuts shall be provided with a suitable
concrete curb not less than six inches in height located not less than two feet from
such street or alley property lines and such curb shall be securely installed and
maintained; provided no such curb shall be required across any driveway or entrance
to such parking area. Wheelstops are required for all parking stalls abutting walks
and curbs or structures over 10 inches in height.
Raised Portland Cement Concrete curbed islands with a minimum height of 6 inches and
width of 4 feet are required at the ends of all parking bays. Islands shall be of
sufficient size to accommodate landscaping, electroliers, and sign posts and to provide
sufficient delineation of turning patterns. Curb radii shall be a minimum of 10 feet.
Lighting, Marking and Signing
Lighting is required in all public parking facilities. The lighting system shall
be so designed to produce a minimum maintained average light level of one foot-
candle on the entire parking facility's horizontal surface. The lowest foot-candle
value at any point on the pavement shall not be less than one-fourth of the average
illumination level. The illumination levels at exits, entrances, loading zones, and
collector lanes shall be not less than twice the average illumination of the adjacent
parking area or the adjoining street, whichever is greater.

EXHIBIT "A"
Any lights provided to illuminate any public parking area, semi-public parking area
or used car sales area shall be arranged so as to reflect the light away from any
premises upon which a dwelling unit is located. Any lighting "spill over" shall not
exceed 0.1 foot-candles at any point on such premises.
All parking stalls shall be delineated with 4-inch wide painted lines, permanent
Portland Cement Concrete curbs or other approved marking system. One-way aisles in
public parking areas shall be marked with painted arrows or other approved marking
system as required by the Director of Environmental Services.
Any signing used in public parking lots for traffic control purposes shall conform to
the requirements of the State of California Traffic Manual as to color, shape, legend,
reflectivity and usage. Sizes may be varied as necessary to be compatible with pre-
vailing conditions in the parking facility. No traffic control signing for public
parking facilities shall be so located as to conflict with officially installed
traffic control devices on public rights -of -way.
Maintenance
1. All surfacing shall be maintained so as to remain as smooth and level as
possible.
2. All surface markings shall be maintained by painting, cleaning, or other-
wise, so as to remain clearly visible.
3. All wheelstops and other control devices and structures shall be clearly
marked and maintained in usable condition.
4. All other conditions required for maintenance of parking area shall be
complied with.
