A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM
DESERT, CALIFORNIA, SETTING FORTH ITS FINDINGS AND APPROVING
A TENTATIVE PARCEL MAP TO CREATE 34 PARCELS IN THE S.I., S.P.
(SERVICE INDUSTRIAL DISTRICT, SCENIC PRESERVATION OVERLAY)
AND 0.S. (OPEN SPACE DISTRICT) ZONE, LOCATED AT THE SOUTHWEST
CORNER OF HOVLEY LANE AND COOK STREET.

WHEREAS, the Planning Commission of the City of Palm Desert, California,
did hold a duly noticed Public Hearing on the 30th day of June, 1981, to consider the
request of S AND G ENTERPRISES for approval of a Tentative Parcel Map to create 34
parcels in the S.I., S.P. (Service Industrial District, Scenic Preservation Overlay)
and 0.S. (Open Space District) zone, located at the southwest corner of Hovley Lane
and Cook Street, more particularly described as:
APN 621-240-006
WHEREAS, said application has complied with the requirements of the "City
of Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-89", in that the Director of Environmental Services has determined
that the project will not have a significant adverse impact on the environment and a
Negative Declaration has been prepared. Said Negative Declaration is hereby approved
by the Commission.
WHEREAS, at said Public Hearing, upon hearing and considering the testimony
and arguments, if any, of all interested persons desiring to be heard, said Planning
Commission did find the following facts and reasons to exist to justify approval of
the Parcel flap:
1. The subject Tentative Parcel Map does substantially comply with
Chapter 26 of the City of Palm Desert Municipal Code, and the
State of California Subdivision Map Act, as amended.
2. The subject Tentative Parcel Map does comply with the adopted
General Plan and the Palm Desert Zoning Ordinance.
3. The site is physically suitable for the type of development
proposed.
4. The design of the subdivision and the proposed improvements are
not likely to cause substantial environmental damage or serious
health problems.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert, California, as follows:
1. That the above recitations are true and correct and constitute the
findings of the Commission in this case;
2. That it does hereby approve the above described Tentative Parcel
Map No. 17452, subject to fulfillment of the attached conditions.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm Desert
Planning Commission, held on this 30th day of June, 1981, by the following vote,
to wit:

CONDITIONS OF APPROVAL
CASE NO. PM 17452
1. The division of the property shall conform substantially with exhibits
on file with the Department of Environmental Services, as modified by
the following conditions.
2. The division of the property described herein shall be subject to the
restrictions and limitations set forth herein which are in addition
to all municipal ordinances and State and Federal Statutes now in force,
or which hereafter may be in force.
3. Drainage and signalization fund fees as required by City ordinance shall
be paid prior to recordation of the final map.
4. Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Director of Public Works.
5. Full improvements, including traffic safety lighting as required by
ordinance and the Director of Public Works, shall be installed in accord-
ance with City standards.
6. Improvement plans for water and sewer systems shall be approved by the
respective service districts.
7. Complete improvement plans and specifications shall be submitted as
required by ordinance to the City Engineer for checking and approval before
construction of any improvements is commenced. The subdivider shall submit
"as built" plans prior to acceptance of the subdivision improvements by
the City.
8. All private streets shall be inspected by the engineering department and
a standard inspection fee shall be paid.
9. Additional storm drain construction shall be contingent upon a drainage
study b.y the private engineer.
10. The final map shall show circular corner cutoffs at all street intersections.
11. Right of way on 42nd Avenue along Lot 22 frontage shall be dedicated to 32
feet from centerline. From Lot 22 to the 0.S.-S.I. zone boundary, right of
way shall be dedicated to 32 feet from centerline and to 14 feet past the
centerline to provide for a minimum of 28 feet of paving.
12. The developer's engineer shall provide preliminary engineering data on
Hovley Lane for the BC and radius of the curvilinear transition per the
circulation element of the General Plan.
13. The final map shall accurately show all existing adjacent parcels, lot
dimensions and dedications.
14. The developer's private engineer shall submit a boundary map survey with
the final map.
15. The developer shall install curb and gutter, match -up paving and sidewalk
on Cook Street per City standards.
16. The developer shall install curb and gutter and paving to centerline on
Hovley Lane from Cook Street westerly to the north -south streets west of
Lot 9.
17. The developer shall install curb and gutter and paving on 42nd Avenue to
provide minimum 28 feet wide roadway.
18. The developer shall construct all interior private streets.

19. of development of said parcel.
20. All requirements of the City Fire Marshal shall be met as part of the
recordation of the Parcel Map or at the time of development per the
attached letter dated March 17, 1981.
21. CC & R's to provide for maintenance of private streets in perpetuity.
22. Condition to be recorded not permitting any direct
Hovley Lane from Parcels 2,8 and 9.
23. Condition to be recorded not permitting any direct
Cook Street and Hovley Lane from Parcel No. 1.

25. Prior to submittal of the Final Map, the applicant shall provide the
Department of Environmental Services with a list of proposed street
names with at least three alternatives. The approval of the final street
name shall be made by the Director of Environmental Services.
26. A fee of $100.00 per 1,000 square feet of floor area or as determined
by Ordinance shall be paid for provision of fire suppression facilities
at the time of issuance of all building permits.

Gentlemen:
Provide the following fire protection in accordance with the Uniform Fire Code:
1. Install a water system capable of delivering 3000 GPM fire flow from any fire
hydrant for three (3) hour duration in addition to domestic supply. The
computation shall be based upon a minimum of 20 psi residual operating pressure
in the supply main from which the flow is measured at the time of measurement.
2. Install Riverside County super fire hydrants located at each street intersection
(a) but not greater than 400 feet apart in any direction.
A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
B. Curbs shall be painted red 15 feet in either direction from each hydrant.
3. Prior to recordation of the final map, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
4. The water system plan shall be signed by a registered civil engineer and approved
by the water company, with the following certification: "I certify that the de-
sign of the water system in Tract No. 17452 is in accordance with the requirements
prescribed by the Fire Marshal." Upon approval, the original plan will be re-
turned to the developer.
5. Prior to delivery of combustible materials to the building site, the required
water system shall be installed, operating and delivering the required flow.
6. North/South street at West side of tract is required to City standards
