A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF PALM DESERT, CALIFORNIA,
RECOMMENDING APPROVAL TO THE CITY COUNCIL
OF AN AMENDMENT TO THE ZONING ORDINANCE
TEXT RELATING TO PARKING REQUIREMENTS.
CASE NO. ZOA 07-82
WHEREAS, the Planning Commission of the City of Palm Desert, California, did on
the 20th day of July, 1982, hold a duly noticed public hearing to consider proposed
amendment of the Municipal Code relating to parking requirements.
WHEREAS, said application has complied with the requirements of the "City of
Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-89", in that the Director of Environmental Services has determined the
project to be a Class 5 Categorical Exemption; and,
WHEREAS, at said public hearing, upon hearing and considering all testimony and
arguments, if any, of all persons desiring to be heard, said Planning. Commission did find
the following facts and reasons to exist to recommend approval of a Zoning Ordinance
Text Amendment:
1. That the Zoning Ordinance Amendment is consistent with the objectives of
the Zoning Ordinance.
2. That the Zoning Ordinance Amendment is consistent with the adopted
General Plan.
3. That the Zoning Ordinance Amendment would better serve the public health,
safety and general welfare, than the current regulations.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert, as follows:
1. That the above recitations are true and correct and constitute the
considerations of the Commission in this case;
2. That it does hereby recommend a Zoning Ordinance Text Amendment, as
provided in the attached exhibit, labeled Exhibit "A".
PASSED, APPROVED and ADOPTED at a regular meeting of the Palm Desert
Planning Commission, held on this 20th day of July, 1982, by the following vote, to wit:

EXHIBIT "A"
Section 25.58.140 Bumper or tire guard requirements. Bumper or tire guards shall
be provided along any property line which abuts a public walkway, street or alley; unless
specifically waived by the design review board, planning commission or city council.
Section 25.58.160 Marking requirements. All open parking stalls shall be clearly
outlined with deulole OF haaFpia minimum 4" lines on the surface of the parking facility.
Section 25.58.170 Paving requirements. All parking stalls and maneuvering areas
shall be paved and permanently maintained with asphaltic or concrete cement surfacing.
All areas within the parking area not paved used for parking stalls or maneuvering areas
shall be landscaped.
Section 25.58.240 Parking design standards. All parking areas, other than single-
family conventional development, shall be subject to the des}ga staradaFds feF eff-s#Feet
paFkieg fades design standards set forth by the City of Palm Desert Planning
Commission Resolution No. 725.
The following sections should be deleted: 25.58.250 access drives; 25.58.260 aisle
width, 25.58.270 driveway and accessway requirements; 25.58.280 minimum aisle width
requirements; and, Section 25.56.460 take-out restaurant lighting. These items are
covered by Planning Commission Resolution 725.
Section 25.58.310 Commercial and industrial off-street parking schedule.
Community and Regional Shopping Centers - 5.5 for each 1,000 square feet of gross
leasable area.
Said standards may be reduced in the following ratio percentage:
1000 car parking area 10%
1500 car parking area 12%
2000 car parking area 14%
over 2500 car parking area up to 15%; subject to justification of the findings
as set forth in Section 25.58.311 B
