HomeMy WebLinkAboutRes No 1319PLNIW G COMIISSICN REZ X JIZQd ND. 1319 A RESOLUTION OF THE PLANNING CCNMISSION OF THE CITY OF PALM DESERT, CALIFORNIA, SETTING FORTH ITS FINDINGS AND APPROVING A PARCEL MAP THAT COMBINES THREE EXISTING LOTS INTO ONE PARCEL ON THE WEST SIDE OF CORPORATE WAY AT LENN1ON PLACE. CASE N0. PM 21557 WHEREAS, the Planning Cannission of the City of Palm Desert, California, did on the 1st day of November, 1988, hold a duly noticed public hearing to consider the request mentioned above; and WHEREAS, said application has complied with the requirements of the "City of Palm Desert Procedure for Implementation of the California Environmental Quality Act, Resolution No. 80-89," in that the director of community development has determined that the project is a class 15 categorical exemption; and WHEREAS, at said public hearing, upon hearing and considering all testimony and argunents, if any, of all interested persons desiring to be heard, said planning cannission did find the following facts and reasons to exist to justify recammnding approval of the parcel map: 1. That the proposed map is consistent with applicable general and specific plans. 2. That the design or improvement of the proposed parcel map is consistent with applicable general and specific plans. 3. That the site is physically suitable for the type of development. 4. That the design of the parcel map or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat. 5. That the design of the parcel map or the type of improvements are not likely to cause serious public health problems. 8. That the design of the parcel map or the type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the commission in this case. 2. That it does hereby approve the above described Tentative Parcel Map No. 21557, subject to fulfillment of the attached conditions. All condition of Planning CLnmission Resolution No. 1046, PP 85-10 and 11, PP 85-21, Resolution Nos. 1071 and 1138 shall apply to this case. Department of Public Wb ks: 1. Storm drain construction shall be contingent upon a drainage study by the private engineer that is approved by the department of public works. 2. All on -site improvements shall be inspected by the engineering department and a standard inspection fee shall be paid prior to recordation of the final map. 3. Landscaping maintenance on Corporate Way shall be provided by the property owner. 4. Complete grading plans and specifications shall be submitted, as required by ordinance, to the city engineer for checking and approval prior to recordation of the final map. 5. 0ffsite improvement plans to be approved by public works department and a surety posted to guarantee the required offsite improvements prior to recordation of the final map. 6. Canplete parcel map shall be submitted as required by ordinance to the city engineer for checking and approval and be recorded before issuance of any permits. 7. All conditions applied to PP 85-21 shall be applicable to this parcel map. City Fire Marsha;.: 1. Install a water system capable of delivering 3500 GPM fire flow from any fire hydrant for a 3 hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building is more than 200 feet from a fire hydrant measured along approved vehicular travel ways. 3 PLANNING CavtlISSICtsl RE SOLUTION N0. 1319 a. exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. b. curbs shall be painted red 15 feet in either direction from each hydrant. c. hydrants shall not be located closer than 25 feet to any building. 3. Prior to issuance of a building permit, the developer shall furnish the original and three copies of the water system plan to the fire marshal for review. Upon approval, one copy will be sent to the building department and the original will be retuned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company with the following certification: "I certify that the design of the water system in PM 21557 is in accordance with the requirements prescribed by the fire marshal." 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow. 6. Additional fire protection requirements may be necessary when the applicant submits plans for consideration and approval. 7. All buildings over 5,000 square feet require an approved fire sprinkler system. /tm 4
