HomeMy WebLinkAboutRes No 1608PLANNING COMMISSION RESOLUTION NO. 1608 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM DESERT, CALIFORNIA, RECOMMENDING TO CITY COUNCIL APPROVAL OF AN AMENDMENT TO THE PALM DESERT CIVIC CENTER PARK PLAN CALLING FOR THE CONSTRUCTION OF A PEDESTRIAN BRIDGE ACROSS THE SAN PASCUAL CHANNEL, CONNECTING THE PARK WITH THE DEVELOPED RESIDENTIAL AREAS EAST OF THE SAN PASCUAL AVENUE, GENERALLY LOCATED BETWEEN KRUG AVENUE AND RANCHO ROAD. WHEREAS, the Planning Commission of the City of Palm Desert, California, did on the 16th day of February, 1993, hold a duly noticed public hearing to consider an amendment to the Palm Desert Civic Center Park Plan calling for the construction of a pedestrian bridge across the San Pascual Channel, connecting the park with the developed residential areas east of the San Pascual Avenue, generally located between Krug Avenue and Rancho Road; and WHEREAS, said application has complied with the requirements of the "City of Palm Desert Procedure for Implementation of the California Environmental Quality Act, Resolution No. 80-89," in that the director of community development has determined that the project was previously assessed under the Palm Desert Civic Center Park Plan; and WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said planning commission did find the following facts and reasons to exist to justify recommending to city council approval of the Palm Desert Civic Center Park Pedestrian Bridge: 1. The proposed location of the bridge is in accord with the objectives and goals of the Palm Desert Civic Center Park Plan. 2. The proposed location of the bridge and the conditions under which it will be operated and maintained will not be detrimental to the public health, safety or general welfare, or be materially injurious to properties or improvements in the vicinity. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the commission in this case. 2. That the Palm Desert Civic Center Park Pedestrian Bridge is hereby recommended to city council for approval. SPIEGEL PLANNING COMMISSION RESOLUTION NO. 1608 CONDITIONS OF APPROVAL CIVIC CENTER PARK PEDESTRIAN BRIDGE Department of Community Development: 1. The Civic Center Park Pedestrian Bridge shall be aligned with the south side of Krug Avenue. 2. The city shall study the feasibility of installing a crosswalk to the bridge, as well as the need for additional stop signs. 3. "No parking" signage shall be placed on the west side of San Pascual. 4. The pedestrian bridge shall have low impact, safety lighting per the approval of the directors of community development and public works. 5. Street striping along the west side of San Pascual to allow a pedestrian walkway shall be studied. 3
