A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF PALM DESERT, CALIFORNIA, RESCINDING THE
DESIGN STANDARDS FOR OFF-STREET PARKING
FACILITIES ADOPTED UNDER RESOLUTION NO. 725 AND
ADOPTING AMENDED STANDARDS THEREFORE.
WHEREAS, present parking design standards do not provide sufficient flexibility to
facilitate parking lot configurations and provide for sufficient planter area for trees; and
WHEREAS, said new standards would be in the furtherance of health, safety and
public welfare; and
WHEREAS, studies and investigations made by the Department of Community
Development and in its behalf reveal that:
1. That dimensional requirements are based upon an analysis of the current
sizes of typical automobiles.
2. Economic considerations necessitate development of standards requiring the
minimum area per stall consistent with reasonable and safe aisle widths, unit
parking depths and unit parking widths.
3. The standards are based on City experience and the experience of other
municipalities.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City
of Palm Desert does hereby rescind the standards adopted in Resolution No. 725 and
approve Design Standards for off-street parking facilities, attached hereto as Exhibit "A".
PASSED, APPROVED and ADOPTED at a regular meeting of the Palm Desert
Planning Commission, held on this 5th day of December, 2000, by the following vote, to wit:

EXHIBIT "A"
Design Standards for Off -Street Parking Facilities
A. Parking Layout and Circulation.
1. Except for single-family detached, single-family attached, duplex, and
town home residential uses, no parking facility shall be designed so that
vehicles are required to back into a public street to exit the facility.
2. No parking space shall be located within four feet of any property line.
3. With the exception of single -single-family detached, single-family
attached, duplex, and town home residential uses, all parking bays shall
be bordered by continuous curbs to serve as drainage channels and as
wheel stops. Individual wheel stops shall not be permitted in lieu of such
curbs.
4. In order to avoid dead end aisles, parking areas with ten spaces or more
shall connect with other parking areas or drive aisles or shall provide a
turnaround area at the end of the bay.
5. Entry/exit driveways shall be placed where they result in the least
interference with the flow of traffic on the public street to which they
connect.
6. Joint entry driveways are encouraged and shall be arranged to allow
parking lot maneuvering from one establishment to another without
requiring exit to the street. Adjacent properties shall maintain agreements
which permit reciprocal driveway connections across property lines.
B. Parking Facility Design and Dimensions
1. Regular Space Dimensions. All parking spaces up to the minimum
required shall be designated for regular vehicle parking. Regular vehicle
spaces shall have the following minimum dimensions: Width 9 feet;
Length 16 feet 6 inches to curb plus two feet overhang. Parking spaces
adjacent to tree planters may be reduced in depth to 15 feet plus two feet
of overhang.
2. Compact Space Dimensions. Compact parking spaces may be approved
by the Planning Commission in parking lots having more than 100 spaces

and large numbers of employees. Minimum width of compact spaces
shall be nine feet. The space depth shall be flexible depending on the
geometric circumstances.
3. End Spaces. Parking spaces at the end of a parking aisle against a curb
or wall shall be widened by two additional feet and/or shall have a
backing -out pocket provided.
4. Parking Aisles: The following table contains minimum dimensions for
parking aisles.

5. Space Marking. All parking spaces shall be clearly marked with white or
yellow paint or other easily distinguished material. Marking shall be a
minimum four -inch wide single or double ("hairpin" style) stripe.
