HomeMy WebLinkAboutRes No 2416PLANNING COMMISSION RESOLUTION NO. 2416 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PALM DESERT, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL APPROVAL OF A GENERAL PLAN AMENDMENT RELATED TO REDUCTION OF ENERGY USE IN THE CITY. CASE NO. GPA 06-02 WHEREAS, the Planning Commission of the City of Palm Desert, Califomia, did on the 5th day of September, 2006, hold a duly noticed public hearing to consider the above noted general plan amendment; and WHEREAS, said application has complied with the requirements of the "City of Palm Desert Procedures to Implement the California Environmental Quality Act, Resolution No. 06-78", in that the Director of Community Development has determined that the project is a Class 7 Categorical Exemption; and WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Planning Commission did find the following facts and reasons to justify its actions: 1. Adoption of the proposed amendment will allow the City to establish energy conservation measures needed to achieve the City's goal of reducing energy use over a five-year period. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the Planning Commission in this case. 2. That GPA 06-02 attached hereto as Exhibit A is hereby recommended for approval to the City Council. PASSED, APPROVED and ADOPTED at a regular meeting of the Palm Desert Planning Commission, held on this 5th day of September, 2006, by the following vote, to wit: AYES: CAMPBELL, FINERTY, TANNER, TSCHOPP, LOPEZ NOES: NONE ABSENT: NONE ABSTAIN: NONE JA K. LOPEZ, rson rITEST: PHILIP DRELL, ecretary Palm Desert Plarining Commission PLANNING COMMISSION RESOLUTION NO. 2416 EXHIBIT A That the Palm Desert General Plan Energy and Minerals Resources Element as approved March 15, 2004 be and the same is amended as follows: SECTION 1: At page IV-74, amend as follows: In existing Policy 2: Relabel Existing Program 26 to 2D and add: Program 2.B: With the approval of the California Energy Commission, establish a methodology where photovoltaic solar systems can be quantified and credited as energy conservation and applied to the minimum energy conservation standards set forth in the Palm Desert Energy Efficiency Standards. Responsible Agencies: Building Department, Community Services, and Office of Energy Management. Schedule: 2006 - continuous. Program 2.C: The City shall actively promote the installation of photovoltaic solar energy systems on all new structures. Therefore, the City shall require all developers of production homes as defined by local ordinance, to install photovoltaic solar energy systems on all model homes and offer homebuyer the option to install a photovoltaic solar energy system on all homes offered for sale. Responsible Agencies: Building Department, Community Services, and Office of Energy Management. Schedule: 2006 - continuous. SECTION 2: At page IV-75, add: Goal: Over a period of 5 years reduce, citywide, adjusted for growth, energy usage by 30%, and reduce the peak demand load 3013/0. Policy 1: Target, legislate, and promote energy efficiency programs for all existing structures and new construction. Program 1.A: Establish, with approval from the California Energy Commission, a local energy efficiency ordinance which requires additional energy conservation above the minimum standards set forth in State law. 2 PLANNING COMMISSION RESOLUTION NO. 2416 Responsible Agencies: Building Department, Community Services, and Office of Energy Management.
