CALL TO ORDER Advisor Amy Lawrence convened the meeting at 6 p.m. II. ORAL COMMUNICATIONS Palm Desert Public Art Technician Debbie Thompson provided details on the City's Annual Student Art and Essay Contest scheduled to take place in the spring of 2015. She noted that over the last few years Youth Committee members have submitted some great ideas for contest themes and asked for their assistance again this year. MINUTES PALM DESERT YOUTH COMMITTEE SEPTEMBER 8, 2014 Ms. Thompson requested that suggested themes be submitted to her by Thursday, September 25, 2014. IV. PRESENTATIONS A. Brown Act and Parliamentary Procedure Palm Desert City Clerk Rachelle Klassen provided an overview on Parliamentary Procedure which she described as an organized way of conducting meetings to assure that all members are heard and that decisions are made without confusion. She went on to discuss the Ralph M. Brown Act which encompasses California's open meeting laws. She noted that because the Youth Committee is an "official" City committee, members must comply with these laws to assure that all business is kept open and public. Ms. Klassen added that among other things, these laws mandate that meetings cannot begin earlier than the time published on the agenda and that meetings cannot be held without a quorum, which in the Youth Committee's case means that at least eight appointed members must be present. She further noted that members should not discuss Youth Committee business outside of regular meetings unless it is during a subcommittee meeting or posted study session, all of which should not be held offsite unless properly noticed. Upon question regarding voting by show of hands versus members making formal motions, Ms. Klassen indicated that while there are some occasions where this would be appropriate, it would be beneficial for members to get in the habit of making motions. Ms. Klassen closed her presentation by encouraging members to attend a City Council meeting or view one online to see how official meetings are conducted. At this point in the meeting Ms. Lawrence suspended the agenda and took up Section VI — New Business, items A and B. V. APPROVAL OF MINUTES A. MINUTES of the June 2, 2014, Youth Committee meeting Upon motion by Member Michelle Dan, second by Member Haley Schmidman, and 14-0-0-1 vote of the Youth Committee (AYES: Bloch, Chaplin, Chen, M. Dan, P. Dan, Delapaz, Goldstone, Hutchinson, Kim, Kozlak, Murphy, D. Sandoval-Heglund, Schmidman, and Seiberg; NOES: None; ABSTENTIONS: None; ABSENT: S. Sandoval-Heglund), the June 2, 2014, Minutes were approved as presented. VI. NEW BUSINESS A. ELECTION of Chair for the 2014/15 School Year Upon Ms. Lawrence's request for self nominations for the office of Committee Chair for 2014/15, members Jessica Kozlak and Zannie Murphy declared their candidacy and gave statements of qualification. 2 MINUTES PALM DESERT YOUTH COMMITTEE SEPTEMBER 8, 2014 Upon majority vote, Member Zannie Murphy was elected to serve as Youth Committee Chair for the 2014/15 school year. B. ELECTION of Co-Chair for the 2014/15 School Year Upon Ms. Lawrence's request for self nominations for the office of Committee Co-Chair for 2014/15, members Roman Bloch, Kaylie Chen, and Don Sandoval-Heglund declared their candidacy and gave statements of qualification. Upon majority vote, Member Donovan Sandoval-Heglund was elected to serve as Youth Committee Co-Chair for the 2014/15 school year. At this point Ms. Lawrence passed the meeting on to Chair Murphy who resumed the agenda with Section V—Approval of Minutes, Item A. C. CONSIDERATION of Activities and Subcommittee Appointments for 2014/15 Upon Ms. Lawrence's request for volunteers to assist with the Anti-bullying Subcommittee for the 2014/15 school year, members Michelle Dan, Emily Goldstone, Cory Hutchinson, Jessica Kozlak, Zannie Murphy, Donovan Sandoval-Heglund, Haley Schmidman, and Rachel Seiberg all expressed interest. She indicated that a meeting would be scheduled within the next couple of weeks to go over ideas and goals for this year's anti-bullying campaign. Ms. Lawrence mentioned that prior to the end of the 2013/14 school year, members Zannie Murphy and Haley Schmidman were selected to serve as representatives for the Palm Desert Sister Cities Foundation Board, members Kaylie Chen and Michelle Dan were selected to attend the City's Legislative Review Committee meetings, and members Michelle Dan and Jessica Kozlak were selected to attend the Citizens' Sustainability Committee meetings. She noted that because Member Michelle Dan is already working with the Legislative Review Committee, it may be good to give another member the opportunity to work with the Citizens' Sustainability Committee. Upon request for volunteers, Member Victoria Delapaz was selected to work on the project. Ms. Lawrence relayed that the Citizens' Sustainability Committee may be interested in recruiting the Youth Committee to help with education on the plastic bag ban and other projects throughout the year. Ms. Lawrence added that members will continue to provide monthly activity reports to City Council beginning in October. Ms. Lawrence reported that Katie Stice with the Palm Desert Area Chamber of Commerce asked her to relay a request for the Committee to assist with the Golf Cart Parade scheduled for Sunday, October 26, 2014. Ms. Lawrence explained that this is the Parade's 50t" anniversary and that they are expecting some important guests and a very high turnout. She added that Ms. Stice will attend the October Youth Committee meeting to provide more information. 3 MINUTES PALM DESERT YOUTH COMMITTEE SEPTEMBER 8, 2014 Ms. Lawrence noted that the Committee may be asked to participate in the City's Wreath Lighting Ceremony and to provide presentations to the afterschool programs at Lincoln Elementary School and Palm Desert Charter Middle School, all of which will take place in December. She added that more details on each event would be available at a later date. Upon discussion regarding the Committee's interest in working with Atria Palm Desert on the Veteran's History Project that was proposed last year, members Patricia Dan, Emily Goldstone, and Jessica Kozlak all expressed interest. Ms. Lawrence reported that Rob Ballew with the Family YMCA of the Desert requested the Committee's assistance with the Y-Be-Fit Palm Desert Challenge (Mini-Triathlon) scheduled for Sunday, October 12, 2014. She relayed that they are looking for volunteers to throw color for the color run, monitor water stations, and transport bicycles. Upon request for volunteers, members Roman Bloch, Michelle Dan, Patricia Dan, Emily Goldstone, Cory Hutchinson, Yung Kim, Jessica Kozlak, Zannie Murphy, Andrew Olson, and Donovan Sandoval-Heglund all expressed interest. Ms. Lawrence noted that she'd follow up with Mr. Ballew for more details on the event. Upon discussion as to what other activities the Committee would like to work on this year, members indicated that they would like to continue with the youth/senior technology event, game night, and the car wash fundraiser. Other suggestions included providing a holiday party for the students at Lincoln Elementary School's Afterschool Program in December in lieu of an anti-bullying presentation which would be scheduled on a different date, getting involved with local arts by providing an event showcase for music and paintings, coordinating a senior prom, and continuing to provide assistance with events such as the Senior Inspiration Awards. Ms. Lawrence thanked everyone for their input and noted that she would add these ideas to the next meeting agenda for further discussion on dates, locations, etc. VII. OLD BUSINESS None VIII. CONTINUED BUSINESS None IX. REPORTS AND REMARKS A. STAFF 1. Youth Committee Reports to City Council 4 MINUTES PALM DESERT YOUTH COMMITTEE SEPTEMBER 8, 2014 In response to Councilmember Harnik's suggestion that members include pictures from their activities along with their reports to City Council, Ms. Lawrence indicated that she would prepare a draft report template for the Committee's review and input. She added that members should consider promotion of the Youth Committee to increase membership over the next few months. Councilmember Harnik mentioned that she had just returned from the League of California Cities conference where she attended a workshop about the importance of bringing fun into the community. She went on to say that people get engaged when they are having fun and suggested that the Youth Committee make it a priority to continue to bring fun into their events. B. COMMITTEE MEMBERS Member Schmidman reported that she had experienced many great opportunities with the Palm Desert Sister Cities Foundation over the summer to include spending a day with teachers from Palm Desert's sister cities in Mexico and New Zealand, as well as attending an international sister cities conference as a representative of Palm Desert. She added that she is now running the Foundation's Facebook page and that they are currently working on an event for Councilmember Jean Benson that will be held at Desert Willow in October. Member Cory Hutchinson noted that in response to a challenge taken from a youth leadership camp he had attended over the summer, he and another attendee are starting a club that focuses on community service. Chair Zannie Murphy thanked Councilmember Harnik for attending the monthly meetings and for always being so supportive of the Youth Committee. X. IMPORTANT NOTES: 1. Newly appointed members: Christie Chaplin, Patricia Dan, Cory Hutchinson, Haley Schmidman, and Rachel Seiberg will be sworn in right before the meeting. 2. Guidelines for Voting for Chair and Co-Chair: Please read the attached memorandum carefully. If you plan to run for either of these positions, please prepare a brief statement as to why you feel you should be elected. Whichever members are elected to serve as chair and co-chair will be required to attend a short meeting with the City Clerk on a date to be determined to discuss proper meeting procedures. 3. 2014/15 Youth Committee Activities and Subcommittees: At this meeting we will be discussing activities for the year and appointing/re-appointing members to various subcommittees.
