Action: Motion by Kelly, seconded by Reading, to approve the minutes , as amended, was unanimously carried (5-0). V. WRITTEN COMMUNICATIONS - None VI . PUBLIC HEARINGS � A. CONTINUED CASE N0. DP 07-77, PALM DESERT VENTURE, LTD. , APPLICANT Request for approval of a Development Plan Amendment to allow construction of 23 cor�dominium units as a part of the Shadow Mountain Resort and Racquet Club, located east of San Luis Rey and south of Shadow Lake Drive. (Continued from the Planning Commission meeting of May 31, 1977. ) Staff Recommendation: Approve a modified Amendment by Planning Commission Resolution No. 249, subject to compliance with the conditions. Action: Motion by Kelly, seconded by Reading, to approve Resolution No. 249, carried 3-1 (Ayes: Kelly, Reading, Berkey; Noes: Kryder; Abstain: Snyder) . B. CQNTINUED CASE N0. CUP 05-76, JOHNSON & BARBATTI , APPLICANTS Request for an Extension of Time for a Conditional Use Permit to operate a parking lot in an R-3(4) zone and a Variance for setback requirements. (Continued from the Planning Commission meeting of May 31, 1977. ) Staff Recommendation: Approve a one-year extension by Planning Commission Resolution No. 250, subject to compliance with revised conditions. NEW BUSINESS A. Discussion of Comments on the Draft EIR of the Land Use Element of the City of Indio General Plan. Staff Recommendation: By Minute Motion direct the staff to forward comments to Indio's Department of Planning & Development. Action: Reading moved, Kryder seconded, to direct staff to forward comments to City of Indio. Motion carried 5-0 B. COUNTY CASE N0. EIR-64 Consideration of Staff Comments on County Referral - Palm Isles Draft EIR Staff Recommendation: By Minute Motion concur with staff comments and direct the Secretary to forward said comments to the County. Action: Reading moved, Snyder seconded, to concur with staff comments and direct the Secretary to forward comments to the County. Motion carried 4-0 with Commissioner Kryder abstaining due to a possible conflict of interest. C. COUNTY CASE N0. C/Z 2208 Consideration of County Referred Change of Zone from R-1-1 (Single-Family One Acre Lots Minimum) to R-T on property located approximately 1,300 feet northerly of the intersection of Monterey Road and Country Elub Drive. Staff Recommendation: By Minute Motion direct the Secretary to notify the County that the proposal may be in conflict with a proposed County Park shown for the area in the City's General Plan. Action: Reading moved, Kelly seconded, motion to notify the County of the above staff recommendation. Motion unanimously carried (5-0). IX. DESIGN REVIEW BOARD ITEMS A. Review of Cases acted on by the Design Review Board at their meeting of June 7, 1977. Staff Recommendation: Approve the Design Review Board actions by Planning Commission Resolution No. 251. Action: Reading moved, Snyder seconded, to approve Resolution No. 251, with the deletion of Condition No. 4 on Case No. 58SA. Motion unanimous. Snyder moved, Reading seconded to approve Resolution No. 252, as pre- sented by staff, with regards to Case No. 76MF. Motion unanimous. X. DISCUSSION ITEMS A. Discussion of Mandatory State Guidelines for Preparation of the Housing Element for General Plans. B. Discussion of the Draft Regional Housing Assistance Plan prepared by the Coachella Valley Association of Governments. Staff Recommendation: Forward comments regarding the document to the City Council . Review of Preliminary Capital Improvements Budget for Fiscal Year 77/78. Staff Recommendation: By Planning Commission Resolution No. 253 , recommend to the City Council approval of said Budget. Action: Kelly moved, Kryder seconded, to approve Resolution No. 253. Motion unanimous. D. Review of the Master Drainage Plan for the City of Palm Desert. E. Discussion of the Preliminary Draft of the College of the Desert Specific Plan Area. XI.
