A. MINUTES of meeting of September 14, 1977
Action: Minutes approved as amended by unanimous vote (5-0) .
V. WRITTEN COMMUNICATIONS
A. Letter received from Mr. Kiger Barton regarding housing design
in the COD area and the Secretary's response.
B. Letter to Mr. Bill Hobbs from the Planning Commission regarding
his resignation from the Design Review Board.
VI. PUBLIC HEARINGS
A. Case No. TT 11207, COMPTON, RUSSIE AND ROOT, Applicant
Consideration of a Tentative Tract for a 10-lot condominium pro-
ject on approximately 1 .5 acres located on the west side of Verba
Santa Drive and south of Pitahaya in the PR-6 zone.
Staff Recommendation: By Planning Commission Resolution No. 285, for-
ward a recommendation of approval to tT-ie City
Council subject to compliance to conditions.
Action: Approved Planning Commission Resolution No. 285, recommending
approval of Case No. TT 11207. Carried unanimously (5-0).
Motion by Snyder, seconded by Kryder.
B. Case No. CUP 06-77, C. G. DUNHAM, Applicant
Consideration of a request for approval of a Conditional Use Permit
to construct and operate a parking lot in an R-3(4) Zone generally
located south of El Paseo and west of Sun Lodge Lane.
Staff Recommendation: Approve a Conditional Use Permit (CUP 06-77) to
construct and operate a parking lot in the R-3(4)
zoning district by Planning Commission Resolution
No. 287 , subject to compliance with the conditions
of approval .
Action: Approved Planning Commission Resolution No. 287, with a change
in the Resolution and a change in Special Condition No. 5;
motion by Snyder, seconded by Kryder; carried unanimously (5-0) .

VI. PUBLIC HEARINGS (Cont. )
C. Case No. TT 11215, PORTOLA GOLF RANCHOS, LTD. , Applicant
Consideration of a request for approval of a Tentative Tract
for a 201-lot mobile home subdivision generally located east
of Portola Avenue and south of 42nd Avenue in the R-M zone.
Staff Recommendation: By Planning Commission Resolution No. 286.
forward a recommendation of approval to the
City Council subject to compliance with
conditions.
Action: Approved by Planning Commission Resolution No. 286 with
the addition of Conditions No. 12 and 73; motioa by Kelly,
seconded by Reading; carried unanimously (5-0) .
D. Case No. PM 11050, PHILIP ABRAMS CONSULTING ENGINEERS, Applicant
Consideration of a request for approval of a Tentative Parcel Map
to create two (2) lots, one of 0.40 acres and one of 2. 13 acres
in size from a 2.53 acre parcel generally located west of Shadow
Mountain Drive at the Kings' Point condominium project.
Staff Recommendation: By Planning Commission Resolution No. , deny
the request for approval of the parcel map and
approve a lot line adjustment thereby incorporat-
ing parcel 2 into Lot 1 of Tract 4380-1 .
Action: Case continued to October 19, 1977
VII. OLD BUSINESS
A. Council Referral Case No. C/Z 07-76, Parcel A "S" Study Existing Zone
Pursuant to Section 25.39-7.06 of the Zoning Ordinance, the City
Council referred this case to the Commission for a study and report
on the most appropriate alternative to the original Planning Com-
mission recommendation of PR-10.
Staff Recommendation: By minute motion recommend an alternative of PR-7, S.P.
on the property under consideration.
Action: A minute motion was made by Kelly, seconded by Snyder to
recommend PR-7, S.P. to the City Council . Carried (4-0)
AYES: Kelly, Kryder, Snyder, Reading; ABSTAIN: Berkey.
B. Review of public hearing draft of COD Area Specific Plan and Citizen
Input Program.
Staff Recommendation: Discuss and continue to October 19 , 1977, Planning
Commission meeting.
Action: Continued to October 19, 1977.

VIII. NEW BUSINESS
A. Consideration of a Resolution announcing findings and making recom-
mendations to the City Council regarding two reports submitted to
the City by the Coachella Valley Association of Governments.
Staff Recommendation: Approve Planning Commission Resolution No. 288,
and forward to City Council .
Action: Approved Planning Commission Resolution No. 288, motion by
Reading, seconded by Kryder to forward to the City Council ;
carried unanimously (5-0).
B. Case No. C/Z 08-77, PALM DESERT PLANNING COMMISSION, Applicant
Change of zone from "S" to PR-6, S.P./PR-4, S.P./R-2(5) , S.P./R-1/P
or other zones as deemed appropriate for a 225-acre parcel north and
east of the College of the Desert.
Staff Recommendation: Set for Public Hearing on November 1 , 1977
Action: A minute motion was made by Snyder, seconded by Kelly to
set the case for public hearing on Nov. 1 , 1977; carried
unanimously (5-0) .
C. Case No. C/Z 09-77, PALM DESERT PLANNING COMMISSION, Applicant
Change of zone on 15 acres from "S" to PC(4) and PR-5, S.P. , or
other zones as deemed appropriate for a 15-acre parcel at the
northeast corner of Deep Canyon Road and Highway 111 .
Staff Recommendation: Set for Public Hearing on November 1 , 1977
Action: A minute motion was made by Kryder, seconded by Kelly to
set the case for public hearing on Nov. 1 , 1977; carried
unanimously (5-0) .
IX. DESIGN REVIEW BOARD ITEMS
A. Review of cases acted on by the Design Review Board at their meeting
of September 20, 1977.
Staff Recommendation: Approve the Design Review Board Actions by
Planning Commission Resolution No.
Action: The Commission approved the following cases 111SA, 83MF, 87MF,
68MF by Planning Commission Resolution No. 289; motion by Commissioner
Snyder, seconded by Reading, carried unanimously (5-0) . Case
59C continued to the October 19th meeting; motion by
X. DISCUSSION ITEMS Kelly, seconded by Kryder; carried unanimously (5-0) .
A. Discussion regarding a possible amendment to the By-laws of the Plan-
ning Commission relative to the Secretary's powers to present last
minute items to the Commission.
XI. ORAL COMMUNICATIONS
Any person wishing to discuss any item not on the Agenda may address the
Planning Commission at this point by stepping to the podium and giving their
name and address for the record. Remarks shall be limited to a maximum
of five (5) minutes unless additional time is authorized by the Planning
Commission.
