A. MINUTES of meeting of October 4, 1977
Action: Minutes were approved as amended by a motion by Commissioner
Reading and seconded by Commissioner Kelly; carried unanimously
(5-0) .
V. WRITTEN COMMUNICATIONS
A. Anonymous letter to the Chairman of the Planning Commission regarding
the Commission's adopted resolution regarding CVAG.
B. Letter to the Planning Commission regarding the installation of storm
drainage facilities.
C. Letter to Bill Hobbs continued from last meeting.
VI. PUBLIC HEARINGS
A. Continued Case No. PM 11050, PHILIP ABRAMS CONSULTING ENGINEERS, Applicant
Consideration of a request for approval of a Tentative Parcel Map to
create two (2) lots, one of 0.40 acres and one of 2. 13 acres in size
from a 2.53 acre parcel generally located west of Shadow Mountain
Drive at the Kings' Point condominium project.
Staff Recommendation: By Planning Commission Resolution No. , deny
the request for approval of the parcel map and
approve a lot line adjustment thereby incorporating
parcel 2 into Lot 1 of Tract 4380-1 .
Action: By Planning Commission Resolution No. 290 the Commission approved
the request for approval of a Tentative Parcel Map. Motion by
Commissioner Snyder and seconded by Commissioner Kelly; carried
unanimously (5-0).
VII. OLD BUSINESS
A. Review of public hearing draft of COD Area Specific Plan.
Staff Recommendation: Direct Staff to circulate plan and EIR for public
comment.
Action: The Plan was accepted as written and the Commission directed
the Staff to start the circulation of the Plan to the public.
Minute motion by Commissioner Snyder, seconded by Commissioner
Reading; carried unanimously (5-0) .

VIII . NEW BUSINESS
A. Discussion of proposed construction of a domestic water line extension
on Lantana Avenue and Larrea Street by the C.V.C.W.D.
Staff Recommendation: By Planning Commission Resolution No. 291, find
that the proposed project is in conformance with
the adopted Palm Desert General Plan.
Action: It was moved by Commissioner Kelly and seconded by Commissioner
Kryder to approve the proposed construction by Planning Commis-
sion Resolution No. 291 ; carried unanimously (5-0) .
B. Presentation by Mr. Lowell Weeks of the C.V.C.W.D. regarding the impacts
of new development in Palm Desert on the water districts ' facilities.
IX. DESIGN REVIEW BOARD ITEMS
A. Review of cases acted on by the Design Review Board at their meeting
of October 11 , 1977.
Staff Recommendation: Approve the Design Review Board actions by Plan-
ning Commission Resolution No. 292.
Action: It was moved by Commissioner Reading and seconed by Commissioner
Snyder to approve Case No. 60C with the deletion of Special
Condition No 3 and 4 and.the continuance of Case No. 58C to
November 1 , 1977 by Planning Commission Res. No. 292; carried umoii� -�
B. Review of Landscaping Concept for Parkview Subdivision Case No. 48MF, ).
and the Fencing Plan for Case No. 77MF approved by the Design Review
Board at their meeting of August 10, 1977.
Staff Recommendation: Approve the Landscaping Concept and the Fencing
Plan by Planning Commission Resolution No. 293.
Action: It was moved by Commissioner Snyder and seconed by Commissioner
Reading to approve the actions of the Design Review Board by
Planning Commission Resolution No. 293; carried unanimously (5-0) .

Any person wishing to discuss any item not on the Agenda may address the
Planning Commission at this point by stepping to the podium and giving their
name and address for the record. Remarks shall be limited to a maximum of
five (5) minutes unless additional time is authorized by the Planning Commis-
sion.
