A. Minutes of regular meeting of October 19, 1977.
Action: Approved as amended, motion by Commissioner Kelly, seconded
by Commissioner Kryder; carried unanimously (4-0) .
V. WRITTEN COMMUNICATIONS
A. Letter received from Mr. Phil Reed, Chairman of the CVAG Environmental
Committee.
Staff Recommendation: Accept and file.
Action: On a motion by Commissioner Snyder, seconded by Commissioner
Kelly the Commission accepted and filed the letter; carried
unanimously (4-0).
VI. PUBLIC HEARINGS
A. Case No. C/Z 10-77 - AFFILIATED CONSTRUCTION CO. , INC. - Applicant
Consideration of a request for a change of zone from PR-5 to PR-7
for a 10-acre parcel generally located on the north side of Candle-
wood just west of the Palm Desert City Limits.
Staff Recommendation: Adopt Resolution No, 294, recommending to the
City Council a change of zone on the 10-acre
parcel .
Action: On a motion by Commissioner Snyder, seconded by Commissioner
Kryder the Commission approved a change of zone from PR-5 to
PR-6 by Planning Commission Resolution No. 294.
B. Case No. DP 11-77 - AFFILIATED CONSTRUCTION CO. , INC. , Applicant
Consideration of a Development Plan for 168 hotel units, 62 condominium
units and 9 single-family residences on approximately 16 acres on the
south side of Highway 111 , west of the Palm Desert City Limits on the
P.C. (4) , S.P. and PR-5 zone district.
Staff Recommendation: By Planning Commission Resolution No. , ap-
prove the Development Plan subject to conditions.
Action: On a motion by Commissioner Snyder, seconded by Commissioner
Kryder the Commission approved the Condominium and Single-
family portion of the project (now known as DP 11-77A) by
Planning Commission Resolution No. 295. And, on a motion by
Commissioner Kryder, seconded by Commissioner Kelly the hotel
portion of the project (now known as DP 11-77B) was approved
Planning Commission Resolution No. 296.

C. Case No. PM 11390 - PASQUAL PROPERTIES, LTD. , Applicant
Consideration of a request for approval of a Tentative Parcel Map
and a Variance for lot size reduction to create three (3) lots each
having 17,587 sq. feet from a 0.94 acre parcel located within the
R-1 18,000 zone at the southwest corner of Catalina and San Pasqual .
Staff Recommendation: Approve the Tentative Parcel Map and grant a
Variance for lot size reduction by Planning
Commission Resolution No. , subject to the
attached conditions.

D. Case No. C/Z 08-77 - Initiated by the Palm Desert Planning Commission
Consideration of a proposed Change of Zone from 'S' Study District to
PR-6., S.P. , PR-4, S.P. , R-2(5) , S.P. , R-1 , P or any other zone deemed
appropriate for a 225 acre parcel located north and east of the College
of the Desert.
Staff Recommendation: Adopt Resolution No. , recommending to
the City Council approval of the attached
proposed ordinance to rezone the property
in Parcel B from 'S' to 'S' .
Action: On a motion by Commission Snyder, seconded by Commissioner Kelly
the Commission continued the Case until November 29, 1977.
E. Case No. C/Z 09-77 - Initiated by Palm Desert Planning Commission
Consideration of a proposed Change of Zone from 'S' Study to P.C. (4) ,
S.P. (Planned Commercial Resort, Scenic Preservation Overlay) and
PR-5, N, S.P. (Planned Residential - 5 dwelling units per acre,
Scenic Preservation and Natural Factor Overlay) on property located
at the northeast corner of the intersection of Deep Canyon Road and
Highway 111 .
Staff Recommendation: By adopting Resolution No. 297 recommend to the
City Council the adoption of the attached
Ordinance approving the change of zone.
Action: On a motion by Commissioner Snyder, seconded by Commissioner
Kelly the Commission approved a changeof zone on the land
fronting Highway 111 to PC(4) , S.P. and the area along Deep
Canyon to PR-5, N, S.P. by Planning Commission Resolution
No. 297.

A. County Referral TT 10849, FRED MOTTLE, Applicant
Request for a 240-lot mobile home subdivision west of Monterey, north of
Country Club Drive and adjacent to Palm Desert Greens.
Staff Recommendation: Direct Staff to forward Planning Commission comments
to Riverside County Planning Dept.
Action: On a motion by Commissioner Kelly, seconded by Commissioner
Kryder the Commission directed the secretary to forward their
comments to the Riverside County Planning Dept.

B. County Referral PM 10759, JACKSON J. TIDWELL, Applicant
Request for approval of a tentative parcel map to create 3
parcels from a 7.08-acre parcel generally located westerly
of Painted Canyon Road and southerly of Encelia Way.
Staff Recommendation: Direct Staff to forward Planning Com-
mission comments to Riverside County
Planning Dept.
Action: On a motion by Commissioner Kelly, seconded by Commissioner
Kryder, the Commission directed the secretary to forward its
comments including the Engineers to the Riverside County Planning
Dept.
IX. DESIGN REVIEW BOARD ITEMS
A. Review of cases acted on by the Design Review Board at their meet-
ing of October 25, 1977.
Staff Recommendation: Approve the Design Review Board Actions by
Planning Commission Resolution No. 299 .
Action: On a motion by Commissioner Snyder and seconded by Commissioner Kelly
the actions of the Design Review Board of October 25, 1977 were
approved by Planning Commission Resolution No. 299.
B. Review of a case acted on by the Design Review Board at their meet-
ing of October 11 , 1977, Case No. 58C.
Staff Recommendation: Approve the Design Review Board Action by
Planning Commission Resolution No. 298.
Action: On a motion by Commissioner Kelly, seconded by Commissioner
Kryder, the Commission approved the Design Review Board actions
of October 11 , 1977 with an addition to Condition No. 7 of
Case No. 58C, by Planning Commission Resolution No. 298.
