CALL TO ORDER II . PLEDGE OF ALLEGIANCE III. ROLL CALL IV. APPROVAL OF MINUTES A. Minutes of regular meeting of November 16, 1977. Action: On a motion by Commissioner Kelly, seconded by Commissioner Kryder, the minutes of November 16, 1977, were approved as amended by a unanimous vote (5-0) . V. WRITTEN COMMUNICATIONS A. Letter to the Planning Commission from Daryl M. Bjerke regarding zoning on a parcel of land located at the northeast corner of Lantana and Peppergrass. VI. PUBLIC HEARINGS A. Continued Case No. PM 11390, PASQUAL PROPERTIES LTD. , Applicant Consideration of a request for approval of a Tentative Parcel Map and a Variance for lot size reduction to create three (3) lots each having 17,587 sq. feet from a 1 .32 acre parcel located within the R-1 18,000 zone at the southwest corner of Catalina and San Pascual . Staff Recommendation: Approve the Tentative Parcel Map and grant a Variance for lot size reduction by Planning Com- mission Resolution No. 303 , subject to the at- tached conditions. Action: On a motion by Commissioner Kryder, seconded by Commissioner Kelly, the case was approved by Planning Commission Resolution No. 303, carried unanimously (5-0) . B. Continued Case No. C/Z 08-77 - INITIATED BY THE PALM DESERT PLANNING COMMISSION Consideration of a proposed Change of Zone from 'S' Study District to PR-6, S.P. , PR-4, S.P. , P. , R-2(5) , S.P. and R-1 or any other zones deemed appropriate for a 225 acre parcel located north and east of the College of the Desert. Staff Recommendation: Continue to the Planning Commission meeting of January 3, 1978. Action: On a minute motion by Commissioner Snyder, seconded by Commissioner Reading, the Commission continued the Case to January 3, 1978; carried unanimously (5-0) . Et Al , Applicant Consideration of a Change of Zone from 'S' (Study) to PR-5 (CUP-1450E) (Planned Residential-maximum five dwelling units per gross acre, exist- ing valid conditional use permit) and PR-5 (DP 12-77) (Planned Resi- dential , maximum of five dwelling units per gross acre, proposed Develop- ment Plan) upon annexation on approixmately 240 acres located at the northeast corner of the intersection of Monterey Avenue and the White- water Storm Channel . Staff Recommendation: That the Planning Commission adopt Resolution No. 304, recommending approval of the proposed Change of Zone to the City Council . Action: On a motion by Commissioner Kryder, seconded by Commissioner Snyder, the Commission approved the change of zone by Plan- ning Commission Resolution No. 304; carried unanimously (5-0) . D. Case No. DP 12-77 and 99MF, SUNRISE CORP. Et Al , Applicant Consideration of a request for approval of a Development Plan for approxi- mately 220 acres representing an amendment to an existing valid conditional use permit (CUP 1450E) and approval of a development plan for approximately 20 acres contiguous to the 220 acre parcel in order to construct approximately 786 condominium units, an 18-hole golf course, 16 tennis courts, a club- house and related amenities, generally located north of the Whitewater Storm Channel , between Monterey and Portola. Staff Recommendation: By Planning Commission Resolution No. 305 recommend a finding to the City Council that County CUP 1450E is valid. By Planning Commission Resolution No. 306 , recommend approval upon annexation of an amendment to County CUP 1450E for a 225 acre portion of the subject pro- perty, approval as a Development Plan on a 20 acre portion of the subject property, and approval of the preliminary design review of the total project. Action: On a motion by Commissioner Reading, seconded by Commissioner Kelly, the Commission recommended to the City Council a finding that the County CUP 1450E is valid by Planning Commission Resolution No. 305; carried unanimously (5-0) . On a motion by Commissioner Snyder, seconded by Commissioner Kelly, the Commission recommended ap- proval of an amendment to CUP-1450 and approval of DP 12-77, subject to completion of Annexation No. 4, by Planning Commission Resolution No. 306; carried unanimously (5-0) . E. Case No. CUP 14-77, DAVID G. PREST, Applicant Consideration of a request for approval of a Conditional Use Permit to permit a parcel split of one 5.06 acre parcel into two parcels within the Hillside Overlay Zoning District, thereby permitting hillside development on a site genrally located west of Highway 74, south of Haystack extended in the foothills area of Section 30. Staff Recommendation: By Planning Commission Resolution No. 307 , approve the Conditional Use Permit, subject to conditions. Action: On a motion by Commissioner Kelly, seconded by Commissioner Kryder, the Commission approved the case with the following amendment to Special Condition No. 2 "and to the satisfaction of the Director of Environmental Services" by Planning Commission Resolution No. 307; carried unanimously (5-0) . s Agenda Palm Desert Planning Commission November 29, 1977 Page Three VI . PUBLIC HEARINGS (Cont. ) F. Case No. PM 11388, DAVID G. PREST, Applicant Consideration of a request for approval of a Tentative Parcel Map to create two (2) lots from a 5.06 acre parcel within the R-E 43,560, H zone generally located west of Highway 74, south of Haystack extended in the foothills area of Section 30. Staff Recommendation: Approve the Tentative Parcel Map by Planning Commission Resolution No. 308, subject to the attached conditions. Action: On a motion by Commissioner Reading, seconded by Commissioner Snyder, the Commission approved the case by Planning Commission Resolution No. 308; carried unanimously (5-0) . G. Case No. CUP 15-77, WILLARD T. JORDAN, Applicant Consideration of a request for approval of a Conditional Use Permit to construct 4 condominium units on a parcel approximately one-half acre in size within the R-3 18,000(3) , S.P. zone, generally located east of Highway 74, north of Verba Santa. Staff Recommendation: By Planning Commission Resolution No. 309, approve the Conditional Use Permit, subject to conditions. Action: On a motion by Commissioner Kryder, seconded by Commissioner Kelly, the case was approved by Planning Commission Resolution No. 309; carried unanimously (5-0) . VII . OLD BUSINESS VIII. NEW BUSINESS A. Discussion of proposed construction of 2,250 feet of domestic water pipe- line in Grapevine Street, 2,900 feet of domestic water pipeline in Shadow Mountain Drive and a 1 ,000 foot deep by 16-inch diameter well by the C.V.C.W.D. Staff Recommendation: By Planning Commission Resolution No. 310, find that the proposed projects are in conformance with the adopted Palm Desert General Plan. Action: On a motion by Commissioner Reading, seconded by Commissioner Snyder, the Commission approved the proposed construction by Planning Commission Resolution No. 310; carried unanimously (5-0) . IX. DESIGN REVIEW BOARD ITEMS A. Review of Case No. 62C approved by the DRB on November 8, 1977 and con- tinued from the November 16, 1977 Planning Commission meeting. Staff Recommendation: Approve the Design Review Board action of November 8, 1977 by Planning Commission Resolution No. 311 . Action: On a motion by Commissioner Snyder and seconded by Commissioner Kelly, Case No. 62C was approved with the deletion of Special Condition Nos. 13 and 14 by Planning Commission Resolution No. 311 ; carried unanimously (5-0) . Review of Cases acted on by the Design Review Board at their meeting of November 22, 1977. Staff Recommendation: Approve the Design Review Board actions by Plan- ning Commission Resolution No. 312. Action: On a motion by Commissioner Snyder, seconded by Commissioner Kelly the DRB actions of November 22, 1977 were approved by Planning Commission Resolution No. 312; carried unanimously (5-0) . X. DISCUSSION ITEMS A. Reprint from H&H/housing regarding wholesale price indexes for selected building materials and commodities. XI.
